1 Solicitation 84 1.8.2 (c) Request the Government Clarify what is required to be attached, are you looking for a copy of the bidder’s response to Volume II, Subfactor 3: Quality Control Plan?
If not, please advise and clarify.
Yes. Attach a copy of your Quality Control Plan with Volume I.

3.4.2
There are apparently conflicting definitions of Prime Contributors.
In Note (1) in Table L0004-1 it says, “ “Prime Contributors” refers to contractors that will be performing 20% or more for each of the PWS functional areas.” In Para 4.3 it says, “ “Prime Contributors” refers to contractor, subcontractor, teaming partners, and/or joint venture partners who proposed to perform 20% or more of the proposed effort based on the total proposed price or perform aspects of the effort the offeror considers critical to overall successful performance.”
Which definition should we use? Is it 20% or more for each PWS functional area? or is it 20% or more of the proposed effort or perform aspects of the effort the offer considers critical...?
Revised paragraph 3.4.2 to read "Offeror shall submit no more than five (5) PPIs (at a minimum two (2) shall be from the Prime Contractor) from “Prime Contributors”. “Prime Contributors” refers to contractor, subcontractor, teaming partners, and/or joint venture partners who proposed to perform 20% or more of the proposed effort based on the total proposed price and perform aspects of the effort the offeror considers critical to overall successful performance. Each of the five (5) PPIs shall be on a separate Present and Past Performance Information Form (PPIF) (Attachment 8). Offerors are cautioned that the Government will use data provided by each offeror in this volume and data obtained from other sources in the evaluation of past performance."
3 Amendment 1, Section L
22 3.4.2 The instruction in the 1st sentence says, “Offer shall submit no more than five (5) PPIs (at a minimum two (2) from the Prime) for all “Prime Contributors” identified in the “Team Structure Matrix” in Volume II.” The instruction in the 3rd sentence reads At least one
(1) PPI is required for each “Prime Contributors.” We cannot comply with both instructions no matter which definition you use to define prime contributors (see Question 1). Our team has many more than 3 Prime Contributors subcontractors in addition to the Prime Contractor; i.e. we have more than three companies that are not the prime that will either do more than 20% for the specific PWS functional areas they are on the team for, or that we consider critical to success. If we can only submit 5 PPIs, and two have to come from the Prime, that only leaves 3 PPIs for subcontractors.
Since a PPI is required for all Prime Contributors (3rd sentence in 3.4.2), we cannot comply and stay under the 5 PPI limit (1st sentence in 3.4.2).
Please clarify which instruction has primacy? Paragraph 3.4.2 revised to clarify proposal requirements. See response to question 2.

4 The summary shall include key technical capability features describing key technical, performance, and management features of the Offeror.The summary shall also include key contract features describing subcontractors, or Teaming Arrangements (TAs), delivery schedules for the period of performance including schedules for the basic and all options.
In the above requirement would you be able to clarify what is meant by “delivery schedules for the period of performance including schedules for the basic and all options”.
Please refer to PWS for delivery schedule requirements.
5 Since the proposal submission date for subject RFP has been extended to 26 May 2015, has the date for receiving PPQs also been extended 1 week?
Yes. PPQ submission due date revised. Please see attached updated PPQ template.
