MISSION DESCRIPTIONS

For Headquarters Air Force Special Operations Command (HQ AFSOC), Direct Reporting Units (DRUs) and Tenant Organizations

1.0 AFSOC Organizations:

1.1 COMMAND SECTION. Supports AFSOC Commander and Vice Commander in fulfilling global special operations duties as the Air Force (AF) component of United States Special Operations Command (USSOCOM) and an AF major command (MAJCOM) in response to Secretary of Defense (SecDef) taskings. Executes the commander’s guidance for 16 directorates/staff activities, 1 Numbered Air Force (NAF), 2 wings, 11 groups, 67 squadrons, 1 school, 3 Forward Operating Locations (FOAs), and 2 liaisons. Responsible for command protocol, administration, presentations, and reserve/guard affairs.

1.2 A1 – Manpower, Personnel, and Services. Responsible to AFSOC/CC for providing strategic advice/guidance on Manpower, Personnel & Services policies; plans & programs; and quality of service for AFSOC personnel. Determines requirements and organizes, allocates, and controls command manpower resources.

Manages force development/management, education/training, personal affairs, contingency mgmt, community support/morale/welfare/recreation (MWR).

1.3 A2 - Directorate of Intelligence. Builds and implements policies, plans, and programs for intelligence, surveillance and reconnaissance (ISR) capabilities for AFSOC and USSOCOM; develops policies and programs supporting AFSOC forces worldwide. Augments the Inspector General (IG) team for inspections and observation visits. Augments air operations centers for theater special operations.

1.4 A3 – Directorate of Operations. Implements operational policy for AFSOC's worldwide units. Manages programs for development of tactics, techniques and procedures (TTP) to train, assess, and support Airmen in the areas of fixed-wing and tiltrotor infiltration/exfiltration, theater airlift, gunship, ISR, and space operations; special tactics, weather, personnel recovery, and combat aviation advisory missions.

1.5 A4 - Directorate of Logistics. Implements and directs logistical command policy for AFSOC's worldwide special ops units. Focal point for aircraft maintenance/sustainment, munitions, deliberate planning, war reserve materiel. (WRM), resources, supply, fuels and transportation.

1.6 A5/A8/A9 – Directorate, Plans, Programs, Requirements and Assessments. Manages requirements by translating operational needs into capabilities. Develops USSOCOM/USAF programming actions, doctrine, mission area plans and force structure changes. Provides advanced science and technology oversight. Manages operational test/evaluation programs and alternatives analyses. Focal point for future concepts/strategy; assesses operations through lessons learned and reports, informing planning activities.

1.7 A6 – Directorate, Communications and Information. Provides communication and information (C&I) systems and services for worldwide joint and combined special operations missions. Establishes policy, directs procurement, and manages C&I systems, personnel, and resources. Supports and directs C&I acquisition, integration, fielding, and operations in support of USSOCOM, combatant commands, and AFSOC.

1.8 A7 – Directorate of Installations and Mission Support. Manages programs, budgets, and provides policy oversight for Civil Engineer and Security Forces to enable air component of USSOCOM. Advises AFSOC/CC on base development and sustainment, business and contract strategy, base defense, anti-terrorism & force protection, emergency response, and expeditionary combat support.

1.9 FM - Comptroller. Formulates, justifies, and monitors execution of AF and Special Operations Forces peculiar funding budgets in support of Air Force Special Operations; provides guidance and oversight of financial services for AFSOC personnel; directs cost and economic analyses of flying operations and support activities;

supports USSOCOM and Secretaries of the Air Force and Defense.

1.10 HC - Chaplain. Provides for the engagement of the Chaplain Service (CS) mission, in accordance with AF/HC guidance, in direct support of the commander and AFSOC’s personnel in fulfilling global special operations roles in peace and war as an AF MAJCOM and component of USSOCOM. Identifies personnel, training, deployment, and budgetary requirements to employ a strategy inclusive of the CS total force assets.

1.11 HO – Historian. Preserves the corporate memory of the command by evaluating, interpreting, and disseminating historical perspectives for planning and decision-making purposes. Prepares accurate and analytical account of the US Air Force experience for the purpose of providing the AFSOC staff with historical information and documentation. Promotes awareness of the AFSOC heritage through continual educational processes.

1.12 IG – Inspector General. Validates and improves readiness of AFSOC and AFSOC-gained units by conducting operational readiness inspections, compliance inspections, and emergency management inspections.

Command gatekeeper, responsible for coordinating and deconflicting the command inspection calendar. Directs unit self-inspection program. Investigates fraud, waste and abuse, resolves complaints and congressional inquiries.

1.13 JA – Staff Judge Advocate. Principle legal advisor to the Commander and staff of HQ AFSOC. Advises a numbered air force, four active duty and reserve component wings and two overseas groups on all legal issues involving military justice, operational and international law, civil law, fiscal law, environmental law, contracts, legal assistance programs, and supervising the provision of legal services to AFSOC personnel at units worldwide.

1.14 PA – Office of Public Affairs. Develops public affairs strategy and policy affecting AFSOC and AFSOC-gained personnel worldwide. Provides guidance, counsel, and support to the AFSOC commander and staff. Plans and executes full spectrum public affairs program. Coordinates PA strategies, policies, resource requirements as well as PA elements of deliberate and contingency planning with USSOCOM and HQ Air Force.

1.15 SE – Office of Safety. Special staff agency which develops, implements and manages USAF and USSOCOM safety programs for AFSOC mission areas and personnel worldwide. Provides command-wide emphasis on risk management, human factors, voluntary protection program, mishap investigation and analysis for mishap prevention in aviation, ground, weapons and systems safety arenas for AFSOC active duty personnel.

1.16 SG – Command Surgeon. Organizes, trains, and equips SOF medical forces and strategically directs operational medical support and community-based healthcare to AFSOC active-duty personnel. As a USAF component of USSOCOM, SG manages SOF programs including aerospace medicine, clinical/operational medicine, medical modernization, expeditionary medical readiness, and medical programming and resources.

2.0 DRUS AND TENANT ORGANIZATIONS

2.1 720th Special Tactics Group (STG). Provides combat-ready force of combat control, combat weather, and Para rescue specialists with joint operability skills. Members are highly motivated, highly skilled, and capable of performing rigorous, physically and mentally demanding tasks in support of theater special operations forces commanders. Specialized support personnel enable development of standardized tactics and equipment, and are responsible for gaining and maintaining logistical support for Special tactics-unique materiel and training requirements. The Group facilitates the integration of these Air Force personnel into other services and the Air National Guard (ANG)/AF Reserve (AFRES) forces to establish or increase capabilities in conducting austere airfield control, assault zone assessment, terminal attack control operations, battlefield trauma care, and combat weather forecasting.

2.2 18th Flight Test Squadron. Plans and executes HQ AFSOC Operational Test and Evaluation (OT&E), Tactics Development and Evaluation (TD&E), and Joint Test and Evaluation (T&E) missions. Briefs and coordinates with HQ USAF, USSOCOM, and the Office of Secretary of Defense on all test activities under congressional oversight. Ensures HQ AFSOC acquisition & modification programs meet warfighter needs by prioritizing & managing AFSOC T&E resources.

2.3 Air Force Special Operations Training Center (AFSOTC). AFSOC focal point for recruiting, assessing, selecting, educating, and training Air Commandos. As command proponent, conducts mission qualification training for AC-130H/U, MC-130W, U-28, and other AFSOC aircraft, as well as combat aviation advisors, combat

3 Nov 2014 controllers, pararescue, special operations weather teams, deployed aircraft ground response elements, and intelligence, surveillance & reconnaissance exploitation. The following units fall under AFSOTC:

2.3.1 USAF Special Operations School. Formal school conducting special operations indoctrination and professional development. Develops, schedules, and executes joint education for up to 7,000 students annually.

Implements AFSOC/CC and Cdr, USSOCOM, educational strategy. Conducts resident and off-station courses in joint/combined special operations, SOF C2, cultural/geopolitical regional orientation, counterinsurgency, and asymmetric warfare.

2.3.2 Special Tactics Training Squadron. Provides mission-critical air-to-ground 5-level Battlefield Airmen upgrade training to Special Tactics (ST), Combat Controllers (CCT), Pararescuemen (PJ), ST/Combat Rescue Officers (STO/CRO) and Spec Ops weathermen. Trains Combat Aviation Advisors in Foreign Internal Defense, Unconventional Warfare, and Coalition Support. Assesses/selects/trains Terminal Attack Control Party (TACP) in air-to-ground Army SOF/USAF integration.

2.4 23 AF. Provides scalable C2 of special operations aerospace forces to meet SecDef, CJCS, and USSOCOM taskings while maintaining visibility of all assigned air assets. Plans, commands, controls, exercises, and executes air, space, and information operations across the full range of military operations as a USAF warfighting headquarters and the operational air component of USSOCOM.

2.4.1 623 Air Operations Center (AOC). Executes air component functions for USSOCOM and HQ AFSOC taskings; enables deployable Joint Special Operations Air Components; ensures special operations integration to Joint Forces Air Component Commanders through Special Operations Liaison Elements. Provides reach back command and control (C2) and intelligence processing, C4I integration, and global force management for tasked AFSOC units and worldwide C2 elements.
