Surface”.
2. No photos were allowed at the pre‐bid walkthrough. Will the government provide detailed photos of the existing construction? Specifically, pictures of the structure of the building above the ceiling where the HRV unit and platform is mounted, the existing AFFF system (piping, tanks and generator) and the HVAC and piping systems inside the main hanger bay.
ANSWER: As‐built drawings are being provided In lieu of photos.
3. The stated performance period is not reasonable due to the procurement time for the HEF Foam Generators. The generator takes 8 weeks to produce plus 2.5‐3 weeks to ship to Alaska, after the system has been designed (2‐4) weeks, submitted (4‐6 weeks) and approved (2 weeks min.) After contract award and Notice to proceed. Total 19‐23 weeks. (133‐161 days) plus installation testing and closeout time (6 weeks). We request a minimum performance period of 240 days to accomplish this work.
ANSWER: The Government has determined that the completion date can be pushed to 06 December 2019. The completion of this facility on time is critical because this project is in the critical path of the overall F-35 beddown program. There is no room for further deadline extensions for this project. The period of performance will be extended to 240 days.
4. Reference Plan Sheet F100. The Viking 15000WP that is shown as the basis of design is discontinued by Viking and is no longer available. What is an acceptable replacement for the Viking 15000WP? Please provide new data for the HEF Foam Generator for bidding purposes as shown on sheet F100.
ANSWER: The Viking 15000WP foam generator is shown as a basis of design only, not as a sole source item. Alternate foam generators are permitted and were anticipated by the Government.
The design was based on the generator data listed in the F100 schedule. Alternate generators shall meet or exceed these requirements or otherwise produce the required foam spread and height as required by UFC 4‐211‐01 within the required timeframe. Foam generator performance will be confirmed during the submittal of product data and shop drawings to the Government.
5. Will ANSUL HEF Foam Equipment be an acceptable alternate to the Viking system?
ANSWER: Ansul HEF Foam Equipment is an acceptable alternate manufacturer to Viking.

52. 08 36 18 1.1 Description of Work para. V. states, “Remove hangar door and inspect for and repair faults prior to reskinning and rehanging door. Repair or replace damaged areas of door as necessary to result in a proper functioning door. “ Contractors will need to be able to quantify the necessary repairs prior to being able to provide a cost for those repairs. Can this section be reworded to allow the contractors to inspect the doors prior to trying to provide costs for unknown repairs?
ANSWER:
Revise specification 08 36 18 as follows:
Replace Paragraph 1.1 with the following: “Base bid scope of new work on the tip‐up hangar door under this contract specified under this section includes:”
Replace list item 1.1.v with the following:
“Remove hangar door prior to reskinning the door. Ensure door components are all adjusted tightly so as to prevent FOD issues in the future.”
53. In speaking with one of the approved door manufacturers they suggested trying to get the door replaced in lieu of repair. Can this be a consideration?
ANSWER: No. Replacing the door triggers a requirement for a hangar door that meets the current UFC requirements which is a hangar door without a built in man door. The man door in the existing hangar door provides code compliant emergency egress under the old UFC that this existing hangar door was constructed. If the existing hangar door is replaced then a separate emergency fire egress will be required to be constructed which is not in the project budget.
54. Solicitation requires the project be completed 120 calendar days after receiving notice to proceed. Typically HVAC equipment, electrical equipment, doors, frames & hardware have an 8‐12 week production schedule after submittal approval. The specifications also require the HVAC system be fully commissioned prior to occupancy. This appears to be a very aggressive performance period. Can the performance period be extended to allow time for long lead items to be submitted on, procured, shipped, installed and build?
ANSWER: The period of performance will be extended to 240 days.
55. What is the “curbing” material in detail 3 on E101?
ANSWER: Curbing material intended to be either sections of concrete pavers, formed concrete, or sets of composite panels which when placed upright provide a dedicated perimeter for attachment and/or supporting of the spill containment area geomembrane material. Material used shall be durable enough to withstand impacts from landscaping operations i.e. lawn mower wheels, string trimmers, etc., without damage to the curbing material.
56. What is the meaning of (ALT) on A920 for the Hangar Dock floor finish?
