F-35 Fuel Cell Maintenance Facility Renovation – Amendment II & Group II Questions

1) The specification section 01 78 00 referenced in response to Group II question #59 states to “Leave premises broom clean.” This approach will not leave the hangar free of lead dust upon project completion. Is this the intent? Or, is it the intent that the contractor clean all exposed surfaces in the hangar & adjacent spaces in an effort to remove lead dust from the building?

ANSWER: The intent is to have the Contractor clean all exposed surfaces in the hangar and adjacent spaces to remove lead dust from the building.

2) Based on the specification section 02 61 13, soils within areas of land use control measures

(LUC) are to be 100% stockpiled. From the map provided in amendment 2, there is a source area and 200’ buffer for SO504 around Building 1344. The legend specifically calls out a LUC for Site ST019 but not for Site SO504. Is the source area for SO504 the LUC? Is the buffer area around the source area for SO504 the LUC? or does a LUC exist at the site?

ANSWER: The buffer area around S0504 is the LUC. The source has not been delineated;

that is why there is a 200-ft buffer drawn around S0504.

3) There are some conflicts between the Programmatic UFP QAPP and the issued specification section 02 61 13. The specification section mandates use of the UFP QAPP as modified for the project but the project specific modifications are typically not made to Worksheet 14, 15, or

17. For example:

a. For sampling in excavations the specifications State:

After all suspected contaminated material is removed, confirmation samples shall be collected and analyzed for the following contaminants: DRO, GRO, RRO, VOCs, PAHs, RCRA metals (plus antimony, vanadium, zinc, and selenium), pesticides, PCBs, sVOCs, and EDB.[not consistent with UFP QAPP]

For Excavations WS#17 states:

In 100% stockpile areas, samples will be analyzed for contaminants identified in the given area, as indicated by government-provided data. [Not consistent with specification] In areas of potential contamination based on field screening, samples will be analyzed for the full suite of contaminants included in Table 15-1 of this Programmatic Work Plan [Not consistent with specification]

ANSWER: Strike the first sub-paragraph out of specification Section 02 61 13, paragraph 1.2.1 which states the UFP QAPP is to be modified for this project.

Prepare a Work Plan/SAP in accordance with the most current ADEC CSP Field Sampling Guidance as stated in paragraph 1.2 Description of Work.

b. 02 61 13 in Amendment 2 states: All stockpiled soil will need to be sampled, transported offsite, and disposed of in accordance with applicable regulations.”

The UFP QAPP states the following regarding PFOS/PFOA soils (WS#14) Stockpiled and containerized soils will be sampled using ISM, in accordance with ITRC Guidance (2012), as described in Worksheet #17. Characterization of stockpiled and containerized soils delineated as likely to contain RCRA/CERCLA contaminants

(regardless of any other known or potential contaminants) or only POL contaminants will be conducted by the construction contractor, while characterization of stockpiles delineated as likely containing PFOA/PFOS or PFOA/PFOS and POL will be characterized under a separate contract. [not consistent with specification requiring contractor disposal] The contractor conducting the sampling will propose DU(s) from each stockpile for ADEC and EPA concurrence.

The requirement for this project is for the Contractor to sample and dispose of the contaminated soil in accordance with applicable regulations.

c. Specifications for sampling frequency state: Samples shall be collected in accordance with the most current ADEC CSP Field Sampling Guidance. WS#17 has a significantly different sampling frequency for excavations (UFP QAPP Pages 71 & 72) and stockpiles (73, 74, & 75) and from beneath storage units (75 & 76) than the referenced document provides in Tables 2A and 2B.
