Laughlin AFB T-1 Sunshades Site Visit Questions and Answers Solicitation FA309919RA003 Question: Is Solicitation FA309919RA003 just to include the cost of the “infrastructure” for the T-1 Sunshades or is it to also include the cost to design and build the “T-1 Sunshades”?

Answer: The design for this project has already been completed. This solicitation is for the construction of the real property infrastructure and equipment installation of the T-1 Sunshades.

Question: Standard Form 1442 only provides for one (1) cost line item and it is fairly well noted as “utility infrastructure”. Will additional cost line items be added to itemize cost for the remaining work?

Answer: Regarding materials, there are two portions of funding that are separate: utility infrastructure (what the Contractor sees in the RFP) and equipment (already has been funded by another Government organization). Regarding labor, this construction contract will ensure that the Contractor is responsible for installing both the utility infrastructure (what the Contractor is bidding for here) and equipment (already been paid for by another Government organization).

Section L – Instrs., Conds., and Notices to Offerors L-3 Proposal Preparation Instructions Question: “The response shall consist of two (2) separately bound parts, Part I – Price Proposal, and Part II – Past Performance Information. Please clarify how the Government wants the two portions of the Proposal bound if Contractor is submitting the Proposal electronically?

Answer: The Contractor shall submit the proposal electronically, but still separately. The portion of the submittal containing the price proposal shall be bound together, and the portion of the proposal containing past performance information shall be bound together.

Question: Is the cost of the sunshade structure reinforced concrete foundations to be included in the cost of this solicitation?

Answer: Yes.

Question: A geotechnical soils report for this project was not provided with the solicitation should the following be assumed for purposes of preparing the Contractor’s cost for this solicitation:

· The onsite soil is suitable for all earthwork and backfilling requirements of the project.

Answer: Yes.

· The soil is capable of staying in place for all trenching and drilling requirements and casing to control sluffing and cave-ins will not be required.

Answer: Yes.

· Rock will not be encountered.

Answer: Yes. Assume that rock will not be encountered for the duration of construction.

Atch 1 Statement of Work Infrastructure Work Question: With regards to the current phasing plan as depicted on drawings G-03 and G-04. Would the Government entertain one phase if the Contractor could show an earlier deliverable of the sunshades to the Government?

Answer: No, occupying all five rows will negatively impact the base aircraft maintenance mission.

Geotechnical Survey Current specification requires a soil sampling under each new sunshade column and GPU; this is approximately 84 borings.

· Question: How deep would the Government like the ground sampled too?

Answer: 12’

· Question: Can all of the boring be done in one phase?

Answer: No, occupying all five rows will negatively impact the base aircraft maintenance mission.

· Question: Can the Government provide copies of Geotechnical reports from past projects in the general area?

Answer: The Government cannot provide copies of Geotechnical reports; the Contractor shall be responsible for creating their own Geotechnical report of the construction area.

Grounding and Tie-Down Rods Question: The Contractor shall remove and dispose of the current grounding / tie-down rods appropriately. How many tie downs are currently existing that require removal?

Answer: All 40 (30 underneath the 5 rows of sunshades, 10 not underneath the 5 rows of sunshades) shall require removal and replacement.

Airfield Striping Removal and Installation Question: A backflow preventer shall be procured and installed by the Contractor for the times of use. Please confirm construction water provided by Government is at no charge to the Contractor.

Answer: The Government can provide the Contractor connections to the base water mains for the purposes of construction. The Contractor shall use a backflow preventer while accessing base utility; the Contractor shall notify the Government prior to when they plan on using water for construction.

Sunshade Design/Construction The Contractor shall match future sunshades with current sunshades to be the best of their ability. For the Contractor’s awareness, all painting of the sunshade structure, and its components, shall be conducted off the installation. No exceptions or provisions shall be made.

· Question: Will Government allow minor field paint touch up of sunshade structure from erection process?

Answer: The Contractor shall submit a request for the minor paint touch ups they plan on doing; the Contractor shall ensure the Government approves their submittal before they are permitted to continue.

Structural Design Criteria The structure shall be built to mitigate bird roosting and nesting with the sunshade structure, as depicted in the 100% design.

· Question: During the site visit, we visually noticed the roof purlins were of a low profile. If we match the existing shades under construction have we met the requirement for mitigating bird roosting?

Answer: The proper mitigation for bird roosting is already laid out in the 100% design. Matching the existing shades is not required if the 100% design already accounts for the bird mitigation.

· Question: If this is not the case and some sort of bird mitigation is required please specify the desired deterrent. If its some sort of bird netting please specify the maximum size holes in the netting. Likewise, note that netting will create problems accessing the LED lights.

Answer: The proper mitigation for bird roosting is already laid out in the 100% design. Matching the existing shades is not required if the 100% design already accounts for the bird mitigation.

Material Requirements The sunshade framework and roof structure/covering, including accessories, shall be hot-dipped galvanized steel. The said framework, roof structure/covering, and accessories shall be over coated with a finish coat of dry film paint with a thickness capable of hiding the color of the galvanized steel below.

· Question: Accessories – may the roof purlins remain G-90 galvanized as in the current sunshades that are under construction?

Answer: The structure shall be built to the 100% design, not the existing shades.

Existing Site Conditions We attended the site survey last week to identify, verify and validate the existing conditions that were visually available to us.

· Question: Please specify the existing flight line concrete thickness for the desired area of the new T-1 sunshades?

Answer: 8”

· Question: Is there existing steel reinforcement in the flight line concrete that is to be demoed?

Answer: Yes.

· Question: Is there a designated area on the base to dispose of the demoed concrete and excavated soils?

Answer: No, all waste needs to be disposed of off base.

Airfield Areas and Movement with them Question: Please specify at what elevation/height will the Contractor be required to have a light on any lifting equipment?

Answer: The Contractor shall provide the Government the heights of any/all equipment that they require for the project. The Government shall be responsible of tracking equipment/height requirements needed via FAA Form 7460-01.

On-site Field Oversight Question: A superintendent and Quality Control (QC) manager, approved by the Government, must be on-site whenever work is being performed. The superintendent and the AC manager shall not be the same person. It is well defined that the Government requires a Superintendent and a Quality Control Manager on-site at all times that there is work being performed. Can the two designated positions have any other ancillary duties?

Answer: No, the Superintendent and QC Manager cannot have additional duties.

Contract Information Period of Performance Question: With regards to the first Notice to Proceed so, the Contractor can prepare and submit all required designs, calculations, and material submittals. How many days does the Government require to review submittals?

Answer: The Government’s submittal review process takes up to 14 days.

Question: The second Notice to Proceed states 150 calendar days for the base bid and an additional 30 days per row. Please clarify how many rows are designed in the base bid?
