About this file

Summary

This document is a scoring guide for evaluating proposals submitted in response to the Texas Medicaid and Children's Health Insurance Program (CHIP) Dental Services contract opportunity. The guide establishes the evaluation criteria and point allocations that will be used by the state to assess bidder qualifications, proposed service delivery models, and organizational capacity to provide comprehensive dental services to Medicaid and CHIP beneficiaries. The scoring framework is designed to ensure objective and consistent evaluation of all proposals received, with specific point values assigned to various proposal components including organizational experience, clinical capabilities, network adequacy, quality assurance measures, and implementation timelines. The guide serves as the standardized tool for the evaluation committee to compare competing bids and determine which bidder best meets the state's requirements for serving the target populations.

The scoring guide establishes weighted evaluation criteria that allow the state to assess both technical and business qualifications of potential dental service providers. Key evaluation areas typically include bidder experience with Medicaid and CHIP populations, the proposed provider network composition and geographic coverage, quality management and performance metrics, member access standards, care coordination capabilities, and pricing competitiveness. The document provides transparency to bidders regarding how their proposals will be evaluated and ensures that selection decisions are based on predetermined, measurable criteria rather than subjective judgment, thereby supporting fair competition and enabling the state to select the contractor most capable of meeting the dental services needs of Texas Medicaid and CHIP beneficiaries.
