About this file
Exhibit E is an Access Standards Map document related to a Texas Medicaid and Children's Health Insurance Program (CHIP) Dental Services contract opportunity issued by the Health and Human Services Commission (HHSC). The map establishes geographic access standards for dental service providers based on county classification type and population density. The standards differentiate between Large Metro, Metro, Micro, and Rural county types, with corresponding population thresholds and population density requirements that determine provider access obligations for different service areas.
The access standards matrix specifies varying density-based requirements across county classifications to ensure adequate provider availability. Large Metro counties require minimum population thresholds of 1,000,000 or 500,000-999,999 with population densities of 1,000 or 1,500 per square mile respectively. Metro counties are classified with populations ranging from 1,000,000 down to 10,000-49,999, with density requirements scaling from 10 to 4,999.9 per square mile. Micro counties include populations of 50,000-199,999 and 10,000-49,999 with density ranges of 10-99.9 and 50-999.9 per square mile. Rural counties are designated for populations of 10,000-49,999 with density minimums of 10-49.9 per square mile. These standards serve to establish provider network adequacy requirements for Medicaid and CHIP dental services across Texas's diverse geographic and demographic regions.

Exhibit E, Access Standards Map RFP No. HHS0017108 Exhibit E
Notes The County Designations in Exhibit “E” are for purposes of assessing access to Providers, excluding pharmacies. The designations build upon CMS Medicare Advantage (MA) designations. The table above lists the population and density parameters applied to county type designations. A county must meet both thresholds for inclusion in a given designation.
In order to facilitate monitoring, HHSC has combined the Large Metro and Metro MA categories into one category for Metro. The categories for Counties with Extreme Access Considerations (CEAC) and Rural counties have been combined to create the Rural category.
