About this file

This is a Small Business Participation Commitment exhibit for the TRICARE Medicare Eligible Program Second Generation (TMEP2) solicitation. The document serves as a template for contractors to outline their commitment to utilizing small businesses in the performance of this Defense Health Agency contract. The exhibit requires contractors to demonstrate their subcontracting plans and specific goals for small business participation, including utilization targets for small disadvantaged businesses (SDBs), women-owned small businesses (WOSBs), service-disabled veteran-owned small businesses (SDVOSBs), and HUBZone small businesses. This commitment is mandatory for all offerors competing for the TMEP2 contract, which involves health care claims processing, customer support, and administrative services for Medicare-eligible TRICARE beneficiaries across the United States, Puerto Rico, Guam, US Virgin Islands, American Samoa, and Northern Mariana Islands.

The small business participation plan must detail specific subcontracting opportunities and explain how the prime contractor will facilitate small business involvement throughout the contract period. This includes addressing socioeconomic small business categories and documenting realistic and achievable participation goals. The submission of a completed Small Business Participation Commitment exhibit is a material requirement for proposal evaluation under the TMEP2 solicitation, which is issued as a competitive acquisition with a one 12-month transition-in period, seven 1-year periods for healthcare delivery, one 12-month transition-out period, and potential 6-month extension, totaling up to 8.5 years of performance.
