About this file
This document is Chapter 20, Section J (Attachment J-4) of the TRICARE Operations Manual 6010.62-M (April 2021), establishing operational requirements for the TRICARE Medicare Eligible Program (TMEP). TMEP processes TRICARE claims for individuals with dual eligibility under both TRICARE and Medicare, including beneficiaries age 65 and older, those with disabilities or End Stage Renal Disease (ESRD), and Active Duty Family Members (ADFMs) meeting specific Medicare eligibility criteria. The manual covers 28 operational sections addressing administration, transitions, financial administration, provider certifications, enrollment, clinical operations, claims processing, records management, customer service, appeals, program integrity, and reporting requirements.
Key contractor operational requirements include: submitting quarterly modification reports and weekly claims aging reports; meeting stringent TRICARE Encounter Data (TED) performance standards with submission timelines ranging from 5 to 45 days and edit system pass rates escalating from 80% in months 1-3 to 97% by month 24; processing all Medicare crossover claims electronically through a trading partner agreement with the Medicare Benefits Coordinator Recovery Contractor; maintaining 24/7 toll-free customer service with live representatives available 6:00 AM to 11:00 PM EST; issuing preauthorizations for Skilled Nursing Facilities tracked separately; applying TRICARE as secondary payer to Medicare using double coverage procedures; and processing claims per TRICARE Reference Manual Chapter 4, Section 4 guidelines. The contractor must honor all outstanding authorizations from the outgoing contractor for 60 days post-transition, establish Memoranda of Understanding with other TRICARE contractors and the Claims Review Contractor 60 days prior to service delivery, and complete claims processing within 90 days following transition. Enrollment and premium collection requirements do not apply to TMEP beneficiaries, as these are auto-enrolled based on Medicare eligibility status.
