About this file
This is an insurance requirements exhibit for a construction project involving the County of Volusia and the Florida Department of Environmental Protection (FDEP). The project concerns reconstruction of the Beach Access Vehicular Ramp at El Portal in Florida, which was destroyed during Hurricane Nicole in 2022. The scope of work includes installation of composite sheet pile seawall panels, concrete cap, reinforced concrete vehicular ramp, curbing, pedestrian sidewalk, and site restoration. The contractor must maintain a laydown area and equipment on the County right of way while preserving vehicular access and parking to two adjacent properties throughout construction.
The insurance requirements mandate comprehensive coverage across multiple categories with specific policy limits. Commercial General Liability must be written on an occurrence basis with limits of $1,000,000 per occurrence and $2,000,000 general aggregate, with the County and FDEP named as additional insureds on a primary and non-contributory basis. Auto Liability coverage requires a combined single limit of $1,000,000. Excess Liability of $1,000,000 per occurrence is required on a follow-form basis. Contractors Pollution Liability must provide $1,000,000 per incident and aggregate limits. Workers Compensation coverage must include a waiver of subrogation, and Builders Risk or Installation Floater coverage must name the County as additional loss payee. All policies require thirty days written notice of cancellation to the Certificate Holder at the County of Volusia Purchasing & Contracts Division, with ten-day notification requirements for coverage changes. Self-insurance and policy retentions are prohibited, and all subcontractors and independent contractors must maintain identical policy terms and limits.
