About this file

This is a Lobbying Certification form (Exhibit I) issued by the Texas Department of Agriculture for use with Federal contracts, grants, and cooperative agreements. The certification document serves as a required special provision that contractors and sub-recipients must complete and submit as a prerequisite to award. The form requires an authorized signatory, typically the Chief Financial Officer or designee, to certify compliance with Federal lobbying restrictions and disclosure requirements.

The certification mandates that no Federal appropriated funds have been or will be paid to influence Federal officials or members of Congress in connection with the Federal award. If non-Federal funds are used for lobbying activities, the contractor must complete and submit Standard Form-LLL, Disclosure Form to Report Lobbying. The contractor must also ensure identical certification language is included in all sub-awards at all tiers, including sub-contracts and sub-grants. Failure to file the required certification subjects violators to civil penalties ranging from $10,000 to $100,000 per violation. This certification is a material representation of fact upon which reliance is placed when the transaction is made or entered into, as mandated by Section 1352, Title 31, U.S. Code.
