About this file
This is a Supplemental Agreement No. 1 to a State-Funded Grant Agreement between the State of Florida Department of Transportation (FDOT) and Walton County Board of County Commissioners (BOCC) for the Westbay Parkway engineering design project. The project involves preliminary engineering and final design of a new two-lane roadway with a shared use path extending from the Florida Power and Light right-of-way to the Bay County line, including preliminary engineering for a new bridge over the Intracoastal Waterway. The project is located on the National Highway System and State Highway System, extending from east of US 98 at the power line to the Bay County line. The original grant agreement was executed on February 25, 2025, under Contract No. G3210 and FPN 453941-1-34-01. The design phase is scheduled to be complete by January 31, 2026, with right-of-way requirements to be identified and provided to the Department prior to the contract expiration date. Construction activities are not included in this phase (marked as N/A). The Recipient is required to submit invoices on at least a quarterly basis, including signed FDOT invoice templates, Project Monitoring Status Reports, and consultant invoices with payment confirmations, and must coordinate all activities with the Department's Right-of-Way Agent.
The Supplemental Agreement modifies the original scope by updating Exhibit A to identify right-of-way requirements prior to contract expiration and removes the requirement for right-of-way certification as a condition of the agreement. The agreement scope language has been revised to clarify that future 4-laning considerations shall be incorporated when determining right-of-way needs and sizing stormwater management facilities. The project is funded through FDOT's Transportation Regional Incentive Program (TRIP) grant, with the Recipient responsible for providing plans to the Department for review and approval to coordinate permitting, and for notifying the Department prior to commencing any right-of-way activities. All submissions must be provided through the Department's ERC system with a minimum 14-business-day review period for Department comments. The agreement was executed on December 23, 2025, with signatures from Rodney Chamberlain, P.E., Chair of Walton County BOCC, and Brad Drake, Director of Transportation Development for FDOT.
