About this file
This is a Funding Agreement executed between Walton County, Florida, and The St. Joe Company related to Florida Department of Transportation (FDOT) Grant No. G3210 for the West Bay Parkway Engineering Design Services project. The agreement establishes the framework for funding preliminary engineering and design services for a two-lane roadway with a bridge structure over the intracoastal waterway, connecting SR 30A (US 98) to SR 79 and extending from the power line easement to the Bay County line. The project is designed to enhance traffic flow, reduce emergency evacuation times, and improve resident access to regional facilities. The agreement was approved by the Walton County Board of County Commissioners on January 28, 2025, and was fully executed on January 31, 2025. The agreement remains effective until project completion and all FDOT requirements are satisfied, or until terminated by either party or FDOT.
The FDOT TRIP grant provides up to $5,000,000.00 in maximum funding for the project, with this amount subject to adjustment based on actual bid determinations. St. Joe Company has committed to providing the required 50% matching funds for design costs, estimated at $2,500,000.00, payable within 30 days of receiving invoices from Walton County. St. Joe's contribution is capped at $2,500,000.00 without prior written consent and approval, and any project changes initiated by St. Joe require approval from both FDOT and the County, with St. Joe responsible for funding any associated cost increases. Walton County is responsible for procuring design services in accordance with county purchasing policies, providing copies of design contracts to St. Joe, submitting cost reimbursement requests and progress reports to both St. Joe and FDOT, conducting a single audit per Florida Statutes Section 215.97, and satisfying all FDOT reporting requirements, including liability for any penalties imposed for noncompliance.
