About this file
This is a Supplemental Agreement No. 1 to a State-Funded Grant Agreement between the State of Florida Department of Transportation (FDOT) and Walton County Board of County Commissioners (BOCC) for the West Bay Parkway Engineering Design Services project. The project involves preliminary engineering and final design of a new two-lane roadway with a shared use path and a bridge structure over the Intracoastal Waterway, extending from the Florida Power and Light right-of-way near US Highway 98 to the Bay County line. The scope of work includes survey, geotechnical investigation, roadway design, preliminary bridge design, stormwater design, and identification of necessary right-of-way requirements. The original agreement was executed on February 25, 2025, under Contract No. G3210 and Fund Project Number 453941-1-34-01. The supplemental agreement, executed on December 23, 2025, modifies Exhibit A regarding right-of-way identification requirements prior to contract expiration and removes the right-of-way certification requirement. The design completion deadline is January 31, 2026, with right-of-way requirements to be identified and provided to the Department prior to the contract expiration date.
The project is funded through FDOT's Transportation Regional Incentive Program (TRIP) as a state-funded grant. Walton County BOCC is required to submit invoices on a quarterly basis, including signed FDOT invoice templates, Project Monitoring Status Reports, consultant invoices with evidence of payment, and copies of cancelled checks or electronic payment confirmations. All plans must be submitted to the Department for review and approval, with a minimum 14-business-day review period. The Recipient must coordinate with the Department's Right of Way Agent if and when right-of-way is identified and must notify the Department prior to commencing any right-of-way activities. Failure to meet the established schedule or obtain written approval for revisions may result in withdrawal of funding. The agreement anticipates future four-laning of the roadway, which must be considered in determining right-of-way requirements and stormwater management facility sizing.
