About this file
This is a Supplemental Statement of Work (SOW) for the C5ISR Gateway to Sustainment (G2S) Exhibit B for ILSC (Integrated Logistics Support Contract) requirements supporting U.S. Army Communications-Electronics Command (CECOM) systems and equipment. The document establishes technical and administrative requirements that apply when referenced in individual delivery orders issued under the G2S contract.
The SOW covers three primary service categories: Hardware maintenance and support, Services (repair, engineering, and depot maintenance), and Software support. Hardware requirements include test and evaluation reporting, environmental stress screening, failure analysis and corrective action systems (FRACAS), training development, Line Replaceable Unit (LRU) inspection and testing, reliability and maintainability programs, configuration control, engineering change proposals, First Article Testing (FAT), production acceptance testing, obsolescence management with a five-year rolling technology refreshment plan, and quality assurance programs. Services requirements encompass LRU repair with specified turn-around times (RTAT), overhaul reporting, maintenance documentation, help desk support available 24/7, field engineer support, depot-level maintenance and deep cleaning operations, and Public-Private Partnership (P3) coordination with Tobyhanna Army Depot for transition to government depot support. The SOW mandates extensive technical documentation deliverables through Contract Data Requirements Lists (CDRLs), including test procedures, reliability predictions, technical manuals in interactive electronic format, configuration management plans, bills of materials with obsolescence tracking, and performance reports. All government property must be tracked through the Total Asset Visibility-Contractor (TAV-C) system. The document applies configuration management standards per EIA-649-C, requires compliance with ISO 9001:2015 quality standards, and mandates counterfeit parts detection and avoidance procedures consistent with SAE standards.

3.1.1.4 Failure Analysis and Corrective Action Reports.
The Contractor shall establish and utilize a closed-loop Failure Reporting, Analysis, and Corrective Action Systems (FRACAS) as its mechanism for monitoring and communicating (throughout the organization) descriptions of: test and field failures, analyses of failure modes and root cause failure mechanisms, the status of design and/or process corrective actions, risk-mitigation decisions, the effectiveness of corrective actions, and lessons learned. The Contractor shall address all failure modes found on assemblies and subassemblies, to include, but not limited to, Commercial Off The Shelf (COTS), Non-Developmental Item (NDI), Government Furnished Equipment (GFE), and software as applicable. The FRACAS shall include all failure modes, from initial modeling and analysis through the fielding of the system. The Contractor shall aggressively address and mitigate failure modes in a timely manner, consistent with their impact on safety, reliability, performance, and total life cycle cost. The Contractor shall mitigate failure modes to ensure that reliability requirements are met, and reliability does not degrade during production or in the field. The Contractor shall provide the Government with Failure Analysis and Corrective Action Reports IAW CDRL Exhibit A006, DI-SESS-81315B.
