About this file

This is a Questions and Answers (Q&A) document for solicitation SPRBL126R0003, providing Government clarifications on technical requirements and submission expectations for a Governmental Services Solutions (G2S) indefinite-delivery/indefinite-quantity (IDIQ) contract.

The Q&A addresses key submission requirements including certifications, program management, testing standards, and knowledge management obligations. Offerors must submit current ISO 9001:2015, Joint Certification Program (JCP), eJCP, and NIST-800 self-certification documentation as part of the Technical Volume, Management Approach Sub-Factor, all counting toward the 50-page limit. A current JCP Certificate is mandatory; DD Form 2345 does not satisfy this requirement. The Government does not designate specific key personnel at the IDIQ level; key personnel will be identified and managed at the individual delivery/task order level. For Factory Acceptance Testing (FAT), offerors must include all required inspection groups (including Groups E and F for EMI/TEMPEST and nuclear survivability testing) in their FAT lump sum pricing. The Government will provide Technical Data Packages (TDPs) as part of the Fair Opportunity Notice (FON) for applicable orders. Regarding Knowledge Management Database (KMD) requirements under Section 3.7 of the SOW, contractors should assume KMD applies to all orders throughout the entire period of performance, including installation-only service orders, and must populate all required data elements. Obsolescence management must be conducted in accordance with SOW Section 4.12 and Section L.2.3.2.2.5 using contractor-selected tools. Incidental services under Supply Requirement Task Orders will be identified in the FON if required.

Question Section

Question Answer

SPRBL126R0003 Technical Section L.2.3.1.1 states that the Program Management Plan shall include "details for the key personnel." However, the solicitation does not appear to define or identify specific key personnel positions, nor does it establish criteria such as minimum qualifications, experience requirements, or consent-to-substitute provisions typically associated with designated key personnel. The Statement of Work (Exhibit A, Section 2.3.1) references a "dedicated program manager or equivalent" and Section 2.3.2 references "technical expert(s)," but neither is explicitly designated as key personnel. Could the Government please clarify the following:

1.What specific positions, if any, does the Government consider to be key personnel for purposes of the IDIQ contract-level proposal?

2.If no key personnel are designated at the IDIQ level, should offerors assume that key personnel will be identified and managed at the individual delivery/task order level?

3.Are there specific qualifications, certifications, or experience thresholds the Government expects offerors to address for any personnel referenced in the Program Management Plan?

This being a part of the Program Management Plan Sub- Sub Factor refers to the Offeror's key program management personnel. The solicitation for award of the G2S contract(s) does not identify key personnel. Future competitive Order RFPs may include additional information, if applicable to that Order.

SPRBL126R0003 Technical Reference Section L.2.1, Page 106: The RFP states that we are required to submit current ISO 9001:2015 and JCP certificates as part of the Management Approach and that all annexes, documents, attachments, etc. will count against the page limitation. Will the Government exclude these two required certificates from the page count allowing a full 50 pages for the technical response?

The Government's intent is for the offeror to provide copies Joint Certification Program (JCP) and eJCP, NIST-800 self-certification, and they would be included in the Technical Volume, Management Approach Sub- Factor and they would count towards the 50-page count.

As noted in the solicitation, the only pages that will not count against the page limitation are a cover page and any table of contents pages

SPRBL126R0003 Technical RFP Sections L.2.3.1 and M.2.3.1 require Offerors to provide a current Joint Certification Program (JCP) Certificate. Could the Government please confirm that a current DD Form 2345 (Militarily Critical Technical Data Agreement) satisfies this requirement, or please identify what specific documentation is required to demonstrate JCP certification?

The Solicitation narrative L0001 requires the Offeror to provide a copy of its current Joint Certification Program (JCP) Certificate with its proposal no other documentation will satisfy the requirement.

SPRBL126R0003 Technical M.1(para 6) Proposal Evaluation states the Government shall conduct a preliminary evaluation to ensure the vendor has complied with the terms and conditions of the solicitation, including completing all necessary representations and certifications, including Joint Certification Program (JCP) and eJCP, NIST-800 self-certification, or any other requirement as designated in L.1.9 and the solicitation, including the SOW.

L.2.3.1. Management Approach Sub-Factor: The Offeror shall provide copies of its current ISO 9001:2015 Certificate from the International Standards Organization (ISO) and Joint Certification Program (JCP) Certificate.

Is it the Government's intent for the offeror to also provide copies of the NIST-800 and eJCP with its submission? If so, would these certificates also be included in the Technical Volume, Management Approach Sub-Factor and be counted towards page count?

The Government's intent is for the offeror to provide copies Joint Certification Program (JCP) and eJCP, NIST-800 self-certification, and they would be included in the Technical Volume, Management Approach Sub- Factor and they would count towards the 50 -page count.

As noted in the solicitation, the only pages that will not count against the page limitation are a cover page and any table of contents pages

SPRBL126R0003 Technical "Ref: PEL Line 10, NIIN 012351962, P/N A3014053-1, CAGE 80063 Ref: TDP Drawing A3148019, Sheet 11, TABLE III

TABLE III in the referenced TDP identifies the following FAT inspection requirements for this NIIN when an Offeror proposes a new (non FAT-approved) source: Group A (all units);

Group B (N/A); Group C Subgroup I (interchangeability, 5 units selected from other test units), Subgroup IA (immersion, 12 units), Subgroup II (vibration/bounce/shock/extreme temperature, 7 units), Subgroup III (humidity, 1 unit), Subgroup IV (fungus/salt fog/explosive atmosphere/rain/dust, 5 units); Group E (EMI, 1 unit; TEMPEST, 1 unit); and Group F (nuclear survivability, 1 unit; reserve unit, 1 unit).

Could the Government please confirm?:

1) TABLE III in Drawing A3148019 is the correct and complete FAT requirement for NIIN 012351962 when an Offeror proposes a new (non FAT-approved) source; and

2) Offerors are expected to include Group E (EMI and TEMPEST) and Group F (Nuclear Survivability) testing costs in their FAT lump sum price for this NIIN."

Yes, Table III in drawing A3148019 is correct and complete regarding the FAT requirement for NIIN 012351962 even if a Offeror proposes a new source.

Offerors are also expected to include Group E and Group F testing costs in their overall price.

SPRBL126R0003 Technical Ref: PEL Line 10, NIIN 012351962, P/N A3014053-1, CAGE 80063 Ref: TDP Drawing A3148019, Sheet 11, TABLE III

TABLE III in the referenced TDP identifies Group C Subgroups II (7 units), III (1 unit), IV (5 units), Group E (2 units), and Group F (2 units). Footnote 1 states the total FAT unit count is the sum of Subgroups II, III, IV, E, and F. However, Subgroup IA identifies Immersion at 12 units, and the table does not explicitly state whether these 12 units are drawn from the same population identified in Footnote 1 or represent additional dedicated test articles.

To support realistic FAT pricing, could the Government please confirm the following?:

1) Whether the 12 immersion units are included within the total units derived from Footnote 1;

2) Whether 12 additional dedicated units are required for immersion testing; and

3) Whether immersion testing renders units unusable for subsequent testing events

SPRBL126R0003 Technical "Ref: PEL Line 62, NIIN 015384257, ENGINE, DIESEL, P/N 97-24004, CAGE 30554

PEL Col AC identifies a Government-required FAT lead time of 275 days for this NIIN, and Col AR identifies no FAT-approved source, indicating FAT is required from the proposed new source. However, the TDP package provided for NIIN 015384257 does not appear to include an identifiable FAT test matrix, first article inspection table, or governing test specification that defines: 1) required FAT inspection events and test methods; 2) number of FAT test units required; 3) minimum first production lot size from which FAT units must be selected; or 4) any specialized test facility requirements. The ILSC Supplemental SOW (Section 3.1.27) explicitly defers FAT scope to the applicable order specifications/drawings.

To allow Offerors to develop a compliant and defensible FAT lump sum price for this PEL line item, could the Government please provide the following?:

1) The document that defines the FAT inspection requirements for NIIN 015384257; or

2) the required FAT test events and applicable test methods; required number of FAT test units; and the minimum first production lot size from which FAT units must be selected"

Revised TDP available upon request

SPRBL126R0003 Technical Will the Government provide TDPs as part of the post-award RFQ process, or is the offeror expected to acquire the TDPs via cFolders?

The Government will provide TDPs when applicable as part of the Fair Opportunity Notice (FON).

SPRBL126R0003 Technical Sections L.2.3.2.2.5 requires Offerors to track DMS/obsolescence for items listed in the Government’s quarterly forecasts. For non-OEM primes, access to OEM production and discontinuation data can be limited. Can the Government clarify what level of supplier insight or reporting DLA expects non-OEM primes to obtain, and whether any specific monitoring tools, data sources, or contractual mechanisms are required to meet this obligation?

The Government expects all offerors to follow obsolescence management in accordance with section

4.12 of the SOW and Section L.2.3.2.2.5. Offerors shall use any tools they need to meet the requirements.

SPRBL126R0003 Technical Please confirm whether KMD applicability is tied to the presence of ongoing sustainment responsibilities (e.g., maintenance, repair, PBL, readiness reporting), rather than the mere inclusion of installation services under Part 3.

KMD could be applicable under installation services if the specified order for installation services includes the need for the capture of sustainment data as it may relate to the concept of operations in 3.4 and order status and progress reporting in 3.5 and relates to Performance Based Logistics as mentioned in 3.1.8.

SPRBL126R0003 Technical Absent explicit order-level invocation of §3.7, should the Contractor assume that installation-only service orders are not subject to KMD requirements?

No, if a given order is for installation only service it should not be assumed that this excludes the requirement for a Knowledge Management Database as presented in 3.7.

SPRBL126R0003 Technical If the Government intends KMD usage for a specific installation-only service order, will the order-level PWS/SOW explicitly invoke §3.7 and define the required KMD data, duration, and update cadence?

The contractor should assume that an order given invokes the requirement for KMD as outlined in 3.7 as well as the required data within. KMD data should be maintained throughout the period of performance of the given order and will be reportable in accordance with 3.5 Order status and Progress Report.

SPRBL126R0003 Technical Is the intent that initial installation configuration data be handed off to Government systems, with KMD usage beginning only if the Contractor is responsible for sustainment support post-installation?

Sustainment data relating to KMD shall be applied to all orders during the period of performance of any received order.

SPRBL126R0003 Technical If installation activities establish an initial system configuration baseline but do not include ongoing configuration management responsibilities, is KMD population required at installation completion, or only when sustainment tracking is required over time?

KMD population is required during the entire process of a given and received order throughout the period of performance.

SPRBL126R0003 Technical For installation-only service orders, does the Government expect population of any §3.7 data elements such as repair status, failure analysis, readiness, reliability, or PBL transactions? If so, please specify which elements apply.

All elements apply to a minimum as listed in 3.7.

Additional elements that may apply will be outlined in the fair opportunity notice.

SPRBL126R0003 Technical Do installation-only activities (install/integrate/checkout) generate “sustainment data” as contemplated by §3.7, or is that term intended to cover post-installation lifecycle support (e.g., maintenance, repair, PBL, readiness, reliability)?

Sustainment data may be generated on any order or activity depending on the nature of the order given. The contractor should assume that 3.7 Knowledge Management Database is applicable to all orders.

SPRBL126R0003 Technical For service orders limited to installation, integration, and checkout activities that conclude at Government acceptance, does SOW §3.7 (Knowledge Management Database) apply?

The contractor should assume that 3.7 Knowledge Management Database is applicable to all orders.

SPRBL126R0003 Technical Are incidental services allowed under Supply Requirement Task Orders? If so, will the Service Requirement SOW apply to Supply Requirements Task Order that include incidental services? An example of an incidental service would be the installation of a Supply item.

If incidental Services are required, they will be included on the Fair-Opportunity Notice (FON) for the resulting task order.
