About this file

This is a Question and Answer document for solicitation SPRBL126R0003 addressing pricing-related inquiries regarding a Price Evaluation List (PEL) submission.

The document clarifies that CDRL applicability columns in the PEL are pre-populated by the Government and are informational only; offerors are not required to complete them. Pricing for awarded PEL items must be submitted as Firm Fixed Price (FFP) ceiling prices for the base period and each option year, with economic price adjustment and escalation permitted for each year using any methodology the offeror chooses. The solicitation requires offerors to propose pricing for at least 85 percent of base period items and 70 percent of option year items from the 67-line PEL; alternate items will not be considered. The PEL serves as a representative sample of hardware that may be required throughout contract performance and will be used for price evaluation purposes. After contract award, items may be added to the Rapid Ordering Catalog (ROC) for future ordering if pricing is determined fair and reasonable. The PEL will remain unchanged until contract award, after which legacy items determined obsolete may be replaced through competitive procedures among awardees. For NSNs without a specified source of supply, offerors may propose alternative sources in their proposals; however, approval of such sources will not occur during proposal evaluation.

Question Answer

SPRBL126R0003 Pricing The PEL includes numerous columns requesting CDRL applicability determinations (e.g., columns asking for 'CDRL A002 Data Accession List Applicable (Yes/No)?'). Must offerors complete these CDRL applicability columns as part of their PEL submission, or are these columns informational only and pre-populated by the Government?

Those columns are prepopulated by the Government and notify offerors if that CDRL is applicable to that NSN.

SPRBL126R0003 Pricing The PEL requires offerors to provide ceiling prices for the base period and each option year. May offerors incorporate economic price adjustment/escalation into their option year pricing, or must prices remain fixed across all contract years? If escalation is permitted, what methodology or indices should be used?

As noted in the solicitation narrative, the pricing for any items awarded from the Price Evaluation List (PEL) will be Firm Fixed Price (FFP) ceiling prices in the resultant contract. Escalation is permitted for each year. No methodology is specifically required to calculate escalation.

SPRBL126R0003 Pricing 4.The solicitation requires offerors to propose pricing for at least 85/70% of the 67 PEL line items, and states that alternate items will not be considered, while also requiring offerors to notify the Contracting Officer if a PEL item is obsolete or end-of-life. Given the age of some PEL items and the likelihood that certain items may no longer be in active production, can the Government clarify the intended role and relevance of the PEL for this solicitation? Specifically, does the Government view the PEL as:

• a representative pricing baseline for evaluation purposes,

• a list of items expected to be actively ordered during contract performance, or

• a mix of legacy and current items that may be refreshed over time through future ordering or contract updates?"

Section L.5 of the solicitation states the PEL is a representative sample of hardware that may be required throughout the duration of the contract and will be used for price evaluation purposes. The items on this list may also be added to the Rapid Ordering Catalog (ROC) for future ordering if pricing is found fair and reasonable. the PEL will remain unchanged until contract award. After a ROC is established, parts may be added to it as legacy items are determined obsolete. Additions to the ROC are done via competitive procedures among the awardees.

SPRBL126R0003 Pricing For NSNs without a specified source of supply, can offerors provide an alternative source of supply for approval by the Contracting Officer?

Offerors can provide an alternate source of supply in their proposals for NSNs without a specified source of supply. Approval of the source is outside will not occur during proposal evaluation.
