About this file
This is a Question and Answer document for solicitation SPRBL126R0003, addressing clarifications submitted by prospective offerors regarding proposal submission requirements, contract performance metrics, and operational procedures.
The document clarifies multiple proposal formatting requirements: body text must be 12-point font or larger, though non-body text in tables, figures, and graphics may be smaller if legible and compliant with page limit guidance. Both a Small Business Subcontracting Plan containing all FAR 52.219-9 elements and an individual plan (not a GSA-approved commercial plan) are required, as the contract covers both commercial and non-commercial supplies and services. The Government is utilizing ProcureX as the primary tool for distributing fair opportunities and receiving proposals, with email serving as the current method for order communication; reverse auction tools and Electronic Data Interchange are referenced but not currently active. The eJCP certification requirement at proposal submittal will not be waived, and the proposal due date of March 26, 2026, will not be extended. The Government maintains flexibility in awarding task orders under multiple contract types (Firm-Fixed-Price and Cost-Reimbursement) based on requirement nature and complexity, and does not maintain historical data on award breakdowns by ordering method or CUI-labeled RFQs. Contractors must comply with both supply and service requirements, including maintaining a Knowledge Management Database, regardless of their intent to compete only for supply-requirement task orders. "No-quote" submissions count as responses toward meeting the required response rates of 85% (Large) or 70% (Small Business) for delivery order RFPs and 50% for task order RFPs. The sustainment data collection requirement in Section 3.7 applies during both one-time installation and checkout activities and operational sustainment phases.

Question Answer
SPRBL126R0003 SBA & Misc Section L.1.10 specifies a minimum 12-point font size for "body text." Would the Government consider authorizing a minimum 10-point font for text within tables, figures, captions, graphics, and callouts? A reduced font size for non-narrative elements would allow fuller treatment of technical details without sacrificing clarity.
Per Section L.1.10 of the solicitation, all body text must use a 12-point font size or larger. This specific size requirement does not apply to non-body text elements, such as content within tables and figures. However, all non-body text must remain legible and must not cause the proposal to exceed the guidance outlined in Section L.2.1, L.3.1, and L.4.1.1
SPRBL126R0003 SBA & Misc Reference Section L.4.2.2 which states Offeror must provide a Small Business Subcontracting Plan that contains all the elements required by FAR 52.219-9. This separate attachment is not counted against the SBPCD page limit. This plan will be incorporated into any resultant contract in addition to the SBPCD. Will the Government accept a GSA approved Commercial Small Business Subcontracting plan in lieu of the Individual Small Business Subcontracting Plan?
No. Both commercial and non-commercial supplies/services will be procured on this contract vehicle.
SPRBL126R0003 SBA & Misc "To ensure Offerors develop accurate proposals, could the Government please confirm whether the following information systems identified in SOW sections 2.2.1 and 2.2.3 are currently in use, planned for use upon award, or referenced only as potential/optional capabilities for issuing order RFPs, evaluating offers, receiving proposals, and communicating orders?:
• Procurex
• Bidwiser
• Reverse auction tools
• Electronic Data Interchange
In accordance with Section 2.2.1, The Government is utilizing ProcureX as the primary tool for distributing fair opportunities and receiving proposals. While ProcureX is the current system, the Government reserves the right to select a different tool for future use at its discretion. Furthermore, although the SOW references a reverse auction procurement tool and Electronic Data Interchange (EDI), neither of these systems is actively employed at this time but may be implemented in the future. Currently, the primary methods for the communication of all orders will be via email and ProcureX
SPRBL126R0003 SBA & Misc Section M.1 states that Offerors are required to have a eJCP certification at the time of their proposal submittal, which requires a DLA Internet Bid Board System (DIBBS) Vendor registration. DIBBS Vendor registration is a time-consuming, multi-step process which requires DLA action to complete. Would the Government respectfully extend the due date for an additional two (2) weeks to ensure all perspective offerors are allotted the required ample time to successfully gain access for DIBBS, and to submit an application for the eJCP certification? Because it is expected to take to several months to receive an eJCP certification, would the government respectfully remove the requirement for an eJCP certification at the time of their proposal submittal and instead require the eJCP certification at the time of contract award?
The Government does not intend to extend the solicitation closing period. All proposals are to be submitted by the current closing date of March 26, 2026, to be considered timely. The Government intends to adhere to the established procurement schedule.
SPRBL126R0003 SBA & Misc The solicitation states a Quote Rate metric of 85% (Large) / 70% (Small Business) plus 50% of all task order RFPs. Can the Government clarify whether a “no-quote” submission counts as a response toward meeting the 70% (Small Business) on delivery order RFPs and the 50% task order required response rate?
"Based on the provided Statement of Work (SOW) 2.2.4 Performance Metric, a ""no-quote"" submission is treated distinctly from a winning quote or a non-response.
The SOW states: ""The Contractor shall be evaluated on Contractor competitiveness and participation, which includes statistics on how often a Contractor submits a winning quote as well as how often a Contractor submits a no-bid/quote or does not respond to the Order RFP at all.""
Accordingly, a “no-quote” is recognized as a form of response, it does count as a “quote submission” for purposes of meeting the required response rates. It is tracked as a distinct data point within the overall participation metrics."
SPRBL126R0003 SBA & Misc Section L.1.10 states that fonts must be "12- point size type or larger for all body text. Text used in the proposal is at the discretion of the Offeror but should maintain a legible font and size." Please confirm whether the use of 10-point font is acceptable for graphics, tables, and associated captions within proposals.
SPRBL126R0003 SBA & Misc Given that questions are due on March 9, 2026, which is only 10 days prior to the proposal due date of March 19, 2026, will the Government consider extending the proposal due date by approximately two weeks to allow sufficient time for the Government to respond to questions and for offerors to review responses and revise proposals accordingly?
The Government does not intend to extend the solicitation closing period. All proposals are to be submitted by the current closing date of March 26, 2026, to be considered timely. The Government intends to adhere to the established procurement schedule.
SPRBL126R0003 SBA & Misc The G2R contract allows for the issuance of task orders under multiple contract types, including Firm-Fixed-Price and Cost-Reimbursement. Can the Government provide any historical data from the prior G2R contract, or forecasted expectations for this solicitation, regarding the percentage of task orders issued on a Cost-Plus basis versus Firm-Fixed-Price? If available, please clarify whether Cost-Plus task orders have been primarily associated with specific types of requirements (e.g., engineering services, sustainment support, obsolescence mitigation, or other service-oriented task orders), as opposed to supply-only delivery orders.
The Government intends to utilize the flexibility afforded by the contract and anticipates awarding task orders using a variety of contract types, including both Firm-Fixed-Price and Cost-Reimbursement. The specific contract type for each task order will be determined at the time of issuance and will be based on the nature of the requirement, the complexity of the work, and an assessment of the risks involved. Both contract types have been awarded in the past and are encouraged for future requirements. We encourage offerors to propose the contract type best suited for the specific work described in each task order solicitation.
SPRBL126R0003 SBA & Misc Can the government provide a historical breakdown of which percentage of awards were issued under the various ordering methods? i.e., Future Order vs Rapid Order Catalog vs Automated Ordering
The Government does not maintain historical data aggregated in this specific format. The Rapid Ordering Catalog and Automated Ordering are for under- SAT requirements only.
SPRBL126R0003 SBA & Misc If a contractor only competes for and is awarded Supply Requirement Task Orders, does the Contractor need to maintain policies to comply with the Service Task Order requirements? For example, if a Contractor does not compete for Service Requirement Task orders, is the Contractor required to maintain a Knowledge Management Database?
The contractor must be compliant with both supply and service requirements to include maintaining a Knowledge Management Database even when the intent is to only compete for supply requirement orders.
SPRBL126R0003 SBA & Misc Can the Government provide a historical breakdown of which percentage of RFQs had TDPs labeled as CUI?
The Government does not maintain historical data aggregated in this specific format. A variety of requirements have historically been ordered through G2R, some with full TDPs, some performance specifications, and some code and part number requirements.
SPRBL126R0003 SBA & Misc Is the requirement in §3.7 to “collect sustainment data” intended to apply only after systems enter operational sustainment, rather than during one-time installation and checkout activities?
Base on section 3.7 of the SOW, the requirement to ""collect sustainment data"" is not intended to apply only after systems enter operational sustainment. The data collection should also occur during one-time installation and checkout activities.
