About this file

This is a Question and Answer (Q&A) document for solicitation SPRBL126R0003 addressing past performance evaluation requirements. The document provides government clarifications on three key past performance submission requirements from the RFP.

Regarding past performance reference designation, offerors are not required to explicitly label references as either "Price Evaluation List (PEL)" or "services" references; however, they must provide specified information under Section L.3.3 for each contract/order. Importantly, a base contract and any associated orders, including hybrid contracts containing both hardware and services, may only be counted once toward the maximum of four separate contracts/orders. For contract duration thresholds used in relevancy evaluation, the "Very Relevant" classification (5+ years) and "Relevant" classification (3+ years) refer to the total contract period of performance as awarded, including option years, rather than actual performance completed to date. Therefore, a contract with a one-year base plus four one-year option periods would qualify as a five-year contract regardless of how much work has been executed. For Section L.3.3 requirements regarding design, development, integration, test, certification activities, and design approach descriptions, offerors should address these requirements by providing capabilities and experience of the referenced contract/order to demonstrate recency and relevancy as evaluated under Section M. If such activities were not applicable to a referenced effort, offerors may describe alternative relevant activities such as engineering support, configuration management, obsolescence management, or production changes that occurred during contract execution.

Question Answer

SPRBL126R0003 Past Performance

Reference Section L.3.2, Page 107: The RFP requires to be relevant, no more than two (2) of the listed contracts/orders may be for the same or similar items as the items in the Price Evaluation List (PEL) and the other

(2) for services of the same or similar types of services described in the SOW Section 1.2(3) through (9). Will the Government clarify whether offerors must explicitly designate each past performance reference as either a 'PEL' reference or a 'services' reference in their proposal submission?

Additionally, for past performance references that demonstrate both hardware supply and services capabilities within a single contract/order, may such hybrid references be submitted and credited toward both categories?

Offerors are not required to explicitly designate each past performance reference. The Offeror shall provide the following information under section L.3.3 for each contract/order requested.

In addition, per L.3.2 and M.3.2, a base contract and any associated orders, including a hybrid contract, may only be counted one time towards the list of up to four (4) separate contracts/orders.

SPRBL126R0003 Past Performance

Reference Section M.3.6.1, Page 117: The RFP states that 'Very Relevant' past performance includes 'long-term-contracts of 5 years or more' and 'Relevant' past performance includes 'long-term-contracts of 3 years or longer.' Will the Government clarify whether these duration thresholds refer to the total contract period of performance as awarded (including option years), or to the actual performance completed to date?

For example, would a contract awarded with a 1-year base plus four 1-year option periods (5-year total awarded period of performance) that has completed one year of execution be considered a contract 'of 5 years or more' for relevancy evaluation purposes?

Section L.3.2 states "The overall contract duration (Number of years) will also be considered in evaluating the relevancy of each example."

The duration refers to the total contract period of performance as awarded. A contract awarded with a 1-year base plus four 1-year option periods that has completed one year of execution would be considered a contract of 5 years.

SPRBL126R0003 Past Performance

3. Section L.3.3 requires that, for each past performance contract/order, offerors provide the following (among other items):

• “Description of the similarity of these efforts to the types of hardware and services described in the SOW and ILSC Supplemental SOW”

• “Description of design, development, integration, test and certification activities”

• “Description of the rationale for any selected design

Please address the requirements per Section L.3.3 and provide the capabilities and experience of the referenced contract/order to show its recency and relevancy as relates to Section L.3.2 and will be evaluated in Section M.

approaches to overcome critical design challenges/issues and describe program design changes at various points throughout the development process starting with post-award meeting through final acceptance of the hardware/services”

How should offerors address these specific Section L.3.3 requirements if a referenced past performance effort did not include such activities? In these cases, should offerors:

• explicitly state that these activities were not applicable to the referenced contract/order, or

• address these bullets by describing engineering support, configuration management, obsolescence management, or production changes that occurred during contract execution?
