About this file
This document is an Agency Specific Requirements exhibit for a VA Community Based Outpatient Clinic (CBOC) lease in Georgetown or Mt. Orab, Ohio. The exhibit provides comprehensive technical and operational requirements for the approximately 11,241 net usable square foot facility, covering detailed specifications across multiple divisions including building codes, accessibility, construction standards, architectural design, electrical and communication systems, security infrastructure, and janitorial services.
Key requirements include compliance with VA design guides, specific technical standards for telecommunications and security systems, and maintenance obligations. The lease demands specialized infrastructure such as a dedicated telecommunications room, specific security features like physical access control and video surveillance, and comprehensive janitorial services with strict infection control protocols. The offeror must provide a facility with 75 parking spaces (30 exclusive to VA patients), touchless technology implementations, energy-efficient systems, and equipment meeting VA-specific technical standards. The document emphasizes adherence to VA guidelines for facility design, technology integration, and operational readiness for a medical clinic environment.

Georgetown or Mt. Orab CBOC Replacement Lease Agency Specific Requirements
1. Offeror Instructions
The Offeror is required to review all sections of this exhibit to understand and provide the tenant improvements (TI) and servicing requirements of the leased space to the U.S. Department of Veterans Affairs (hereafter referred to as “VA”).
2. Location Requirements
In addition to the requirements of the Sources Sought/Request for Lease Proposal document, the offered space must meet the following additional requirements:
2.1. The offered space shall be approximately 11,241 NUSF total.
2.2. Public transportation stop shall be within 1.0 miles as shown on a trip mapping system (such as Google Maps, Expedia or MapQuest).
3. Space Planning and Function Layout
The conceptual floor plan provided in this solicitation shall be used as the basis for the planning and functional layout of the facility. The final layout, design development documents, and construction documents shall be in accordance with this solicitation and the VA Outpatient Clinic (SOC/CBOC) Design Guide which may be found at https://www.cfm.va.gov/til/dGuide/dgPACT.pdf . PACT (Patient Aligned Care Team).
Lessor shall provide accurate space layout drawings (floor plans) with offer and during design and construction document phases. Plans shall include sufficient information for the Government to compute the net area of each function (room), and to compute Building Gross Area and Net Usable Area in order to determine compliance with solicitation requirements.
4. Tenant Improvement Requirements
Section headers are organized utilizing MasterFormat 2004 (MF04). VA utilizes MF04 for construction project specifications and listing tenant improvement requirements in this manner will assist the Offeror with preparing the tenant improvement cost summary (TICS). The following link to the VA Technical Information Library (TIL), which contains Program Guide 18-1 (PG-18-1) Master Construction Specifications, is provided for further reference: https://www.cfm.va.gov/til/index.asp.

4.1.1. 00 20 00 Building Codes and Standards
For the purposes of this lease, the adopted building codes of the political jurisdiction in which the offered space is physically located shall apply to the design of the TI, unless noted below where VA requires compliance with the most recent version of VA or other Federal standards at the time of lease award.
Details on these requirements can be found in detail on the VA TIL Building Requirements for Leased Spaces [https://www.cfm.va.gov/til/leasing.asp].
Where a conflict exists between locally adopted codes and required Federal standards, the Offeror shall bring this to attention of the VA for resolution.
Reference VA Program Guide 18-3 (PG-18-3) Design and Construction Procedures, Topic 1 Codes, Standards and Executive Orders [https://www.cfm.va.gov/TIL/cPro.asp] for additional information on seeking resolution.

4.1.2. 00 20 00 Accessibility
TI shall comply with the requirements of the Architectural Barriers Act Accessibility Standard (ABAAS) for Federal Facilities [https://www.cfm.va.gov/til/accessibility.asp and https://www.access-board.gov/guidelines-and-standards/buildings-and-sites/about-the-aba-standards/aba-standards]. While similar, the accessibility standards set by the Americans with Disabilities Act (ADA) only apply to the building shell and site improvements, unless local building codes are more stringent than the ADA.
4.1.3 00 20 00 Life Safety
In the absence of a State or Local fire code, TI shall comply with the requirements of NFPA 101: Life Safety Code [https://www.nfpa.org/codes-and-standards/all-codes-and-standards/list-of-codes-and-standards/detail?code=101].
The Offeror shall provide a valid building Certificate of Occupancy issued by the local jurisdiction. However, if the building Certificate of Occupancy is not available or a local jurisdiction does not issue a building Certificate of Occupancy, the Offeror must obtain the services of a licensed fire protection engineer to verify the offered space and building meets all applicable local codes and ordinances to ensure an acceptable level of safety is provided.

4.9.2. 22 11 00 Facility Water Distribution
Legionella Mitigation There are currently no EPA enforceable regulations governing the levels of Legionella bacteria in potable water systems; however, EPA has issued a Maximum Contaminant Level Goal (MCLG) of 0 ppm [mg/L]. Municipal water supplies and wells can carry Legionella, so it is a given that the bacteria will be introduced into the facility potable water system at some time. The challenge is to limit the amplification of the bacteria to less than lethal levels.
Legionella bacterial amplification occurs when bio-films exist in water storage tanks and dead-end piping legs which allow for growth sites, and when temperature and pH levels are optimum for growth. Infection can occur when patients inhale atomized droplets while showering, drinking or receiving respiratory treatment.
Provide means to easily remove and disinfect all outlet devices such as showerheads and faucets, etc. Utilize self-draining showerheads.
Provide a ¾" ball valve at the end of each piping section as a means to drain heated (above 140 °F [60 ˚C]) flushing hot water that will be used for initial and supplemental disinfection. Ball valve shall be within 50 feet [15.24 meters] of a floor sink, floor drain, sink, or lavatory.
Mix hot/cold water as near the fixtures as possible.
Eliminate all dead legs in the piping system.
Disinfection Methods
a) Subsequent to piping disinfection required per IPC, and as part of the commissioning process, disinfect the potable water systems against Legionella by one of the following methods:
a. Thermal Eradication: Flush 145°F water through all outlets for a period of at least 30 minutes.
b. Chlorine: Flush free chlorine at a level of 2 parts per million (PPM) or greater for a period of at least 2 hours.
4.9.3. 22 44 00 Plumbing Fixtures
Plumbing fixtures shall utilize touchless controls to the greatest extent possible.
