About this file

This is a Statement of Work (SOW) for the installation of three bedrock monitoring wells at Fermi National Accelerator Laboratory's Booster Neutrino Beam facility in Batavia, Illinois. The work requires a qualified drilling contractor to install wells to approximately 67 feet below ground surface with secondary steel surface casing, paired with existing shallower monitoring wells screened in unconsolidated glacial sediment.

The technical requirements include mobilizing equipment, hand clearing/soft digging locations to 5 feet depth, blind drilling to 32 feet, installing steel surface casing keyed into bedrock at 60 feet, rock coring with PQ system (minimum 4-7/8 inch diameter), and installing Schedule 40 PVC well screens and risers. The wells will be completed as "stick-up" wells with protective covers and concrete pads. The contractor must provide all necessary PPE, manage drilling waste transfer to FRA-provided containers, and develop wells after installation. FRA will handle utility marking, waste disposal, and provide field monitoring equipment. The contractor must attend site orientation and submit drilling methods for FRA approval prior to award. Proposals are due February 5, 2025 at 5pm CT.

Scope of Work

Installation of Bedrock Wells at Booster Neutrino Beam (BNB)

November 1, 2024

Fermi National Accelerator Laboratory (Fermilab) is seeking bids from qualified drilling contractors to install three bedrock monitoring wells at its facility in Batavia, Illinois (Figure 1). The wells will be installed to a depth of approximately 67 feet below ground surface (bgs) with a secondary steel surface casing.

Additional information and requirements are presented below.

Background

Fermilab is a Department of Energy Office of Science facility that is managed and operated by the Fermi Research Alliance, LLC (FRA). The laboratory conducts high energy physics experiments, some of which can produce tritiated water as a byproduct. FRA installs monitoring wells around the experiment enclosures to ensure the tritiated water is captured and does not impact surrounding groundwater.

Work Location

A qualified drilling contractor (Driller) with sufficient safety record will be selected to install and develop the new monitoring wells in the area surrounding building MI-12. The proposed drilling locations are depicted on Figure 2. MI-12 is accessible via asphalt-paved roadways but two of the proposed monitoring well locations will require the drill rig and any support vehicles to travel across an uneven, unmowed vegetated surface. The vehicles may have to travel as much as 300 feet across this terrain.

Scope of Work

The proposed scope of work to complete the monitoring well installation is discussed below.

1. Driller will mobilize all necessary equipment and personnel to the job site. FRA can provide a laydown area to stage equipment and vehicles for the duration of the installation activities.

2. FRA will flag the proposed monitoring well locations and mark subsurface utilities in the vicinity.

Driller will not need to submit a public utility locate request (i.e., JULIE); however, Driller will need to hand clear or soft dig each proposed location to a minimum of five feet bgs.

3. The proposed bedrock monitoring well locations will be paired with existing shallower monitoring wells screened in the unconsolidated glacial sediment. The monitoring wells were installed to a depth of approximately 32 feet bgs; consequently, the new borings can be “blind” drilled to that depth. Beyond 32 feet bgs, the soil boring and rock cores will be logged by the FRA personnel. A copy of a soil boring log from a geotechnical soil boring previously advanced in the area is attached for reference.

4. Drilling will continue until competent bedrock is encountered at approximately 60 feet bgs. A secondary steel surface casing will be keyed into the top of the bedrock. The steel casing will be welded together on-site to ensure an adequate seal is provided between pipe sections and that migration of groundwater between aquifer units is prevented. The casing will be grouted in place from the bottom-up using a tremie pipe. The grout will be allowed to set for a minimum of 24 hours prior to advancing the boring further.

5. Once the casing is securely seated into bedrock and set in grout, rock coring can commence to the terminal depth of approximately 67 feet bgs. The terminal depth of the core will be determined in the field by FRA based on observation of the bedrock cores and desired monitoring well construction details. The rock core diameter should be no less than 4-7/8 inches in diameter (i.e., PQ coring system).

6. All drilling fluids and rock fragments will be flushed from the borehole prior to monitoring well construction.

7. Driller will install the monitoring wells within the open boreholes using new, Schedule 40, flush-joint threaded PVC screen and riser pipe. Each well screen will be five feet long and have 0.010-inch machine-cut slots. The anticipated well construction details are depicted on the attached IEPA Well Completion Report form.

8. Once the screen and riser pipe are installed and centered in the borehole, a sand pack will be installed. The clean #20 quartz sand will be placed around the well screen using a tremie pipe or positive displacement method. A weighted tape measure will be used to ensure the material is not bridging. The sand pack will be placed two feet above the top of the well screen.

9. A two-foot bentonite seal will be placed on top of the sand pack. The bentonite will be hydrated with potable water if necessary. The bentonite will be placed using a tremie pipe. If poured from the surface a weighted tape measure will be used to endure the bentonite product (e.g., 3/8-inch chips) are reaching the appropriate depth.

10. The annular space above the seal will be filled from the bottom-up with bentonite slurry grout.

The grout will be mixed at the surface and pumped through a tremie pipe until the grout reaches the top of the boring.

11. The wells will be completed at the surface as “stick-up” wells. The top of the riser will be approximately three feet above the surrounding grade. A vented J-plug must be supplied by the driller. A painted steel or anodized aluminum protective cover will be placed over the PVC riser pipe and a concrete pad will be poured around the cover. Sand pack material will be poured between the riser pipe and the protective cover to stabilize the pipe and discourage pest infestation. FRA will provide locks for the protective covers. No protective bumper posts are needed at this time.

12. No less than 24 hours after installation, the wells will be developed to remove residual well drilling fluids and to ensure the well screen is clear. The driller will deploy a decontaminated well pump and new HDPE or LDPE tubing to the well screen interval and pump water from the well until it is clear and the field parameters (pH, conductivity, and temperature) are stable. FRA will provide the equipment needed to monitor field parameters if necessary.

13. Driller will demobilize all equipment, excess materials, and personnel.

Assumptions & Responsibilities

The Driller should develop its bid based on the following assumptions and assumed responsibilities.

1. FRA will mark subsurface utilities.

2. Driller will hand clear or soft-dig to five feet at each proposed drilling location.

3. Driller personnel will not have access to any buildings on-site and should make arrangements for portable washroom facilities to be delivered and removed from the property.

4. Driller personnel must attend site orientation prior to beginning work activities. FRA estimates the orientation will last approximately one hour.

5. Driller must don appropriate Level D personal protective equipment (PPE) including hard hat, safety glasses, hearing protection, cut resistant work gloves, nitrile or latex gloves, and steel- or composite-toe work boots. Driller is responsible for providing its personnel with PPE.

6. FRA will manage the profiling and disposal of investigation derived waste (IDW). Driller will be responsible for transferring IDW from the drilling locations to the disposal containers (i.e., lined roll-off boxes, totes) to be staged near the work area.

7. IDW including soil cuttings, drilling mud, and purged groundwater must be contained for off-site disposal. Driller must provide FRA with an estimated volume of IDW that will be generated when completing the scope of work.

8. Driller will be responsible for coordinating all appropriate permits and notifications to state and local officials necessary to complete the scope of work.

9. All questions relating to the proposed scope of work and preparation of bids should be directed through FRA’s requisition department.

10. FRA defers the selection of drilling methods (e.g., roto-sonic, mud rotary) to the Driller; however, the methods and procedures must be sufficient to install a properly cased two-inch diameter monitoring well. Methods must be provided for FRA approval prior to award of the project.
