About this file
This is a Request for Construction Management Qualifications and Proposal issued by the University System of New Hampshire (USNH), representing Keene State College (KSC), for construction management services on the Mabel Brown Room Theatrical and House Lighting Upgrades project located in the L.P. Young Student Center in Keene, New Hampshire. The project encompasses approximately 7,800 gross square feet and involves replacing and upgrading existing theatrical lighting, house lighting, and lighting control systems with new LED fixtures and controls, along with removal and replacement of ceiling systems. Construction management services are divided into two phases: preconstruction services beginning no later than October 15, 2026, and the construction phase scheduled to begin May 17, 2027, with substantial completion targeted for August 6, 2027. The qualifications submission requires a cover letter, completed Statement of Qualifications document, three to five project data forms demonstrating relevant experience on similar renovation projects in constrained or busy college campus environments, resumes for key personnel, and firm capability information including employee count, current workload, and project management software platforms. Short-listed firms will be invited to an informational meeting, may be invited to submit formal proposals with oral presentations and interviews, and will be evaluated based on relevant experience with similar projects, qualifications of proposed personnel, capacity and capabilities, cost estimating approach, familiarity with regional subcontractors, fast-track construction experience, and experience at higher educational institutions.
The contract will utilize a modified ConsensusDocs 500 Standard Agreement with the construction manager at-risk. The successful bidder must submit the fully executed Guaranteed Maximum Price (GMP) Amendment and certificate of insurance prior to commencing construction phase work. Payment and performance bonds, each in the amount of 100 percent of the contract sum, are required for all projects of $100,000 or greater. The fee submission is evaluated separately after selection and consists of a pre-construction lump sum fee, construction services fee as a percentage of the GMP, and a General Conditions percentage estimate. If the GMP exceeds the published construction budget, the CM must work at no additional cost to the Owner to achieve the approved budget through scope modifications, value engineering, or other approved options. All contractors and personnel must comply with current USNH health, safety, and environmental protocols, state and federal requirements, including OSHA 10-hour construction safety certification for all on-site employees, and campus-specific procedures. The project is subject to state building code jurisdiction with required inspections by the State Fire Marshal, local fire department, State Plumbing Inspector, State Electrical Inspector, and State Elevator Inspector. The Owner will employ an independent testing laboratory at the Owner's expense, and the CM is responsible for all other testing, inspections, scheduling, and coordination with authorities having jurisdiction.

The project area encompasses approximately 7,800 gross square feet (GSF), including the main auditorium level and stage area on the second floor and the mezzanine level on the third floor. The main objection of the project consists of replacing and upgrading the existing theatrical lighting, house lighting, and lighting control systems within the Mabel Brown Room with new LED fixtures and lighting controls.
