About this file
This document package consists of an Erosion and Sediment Control (ESC) Permit for Minor Utility Construction, a Contractor Health and Safety Qualification Questionnaire, and an Example Health & Safety Plan Outline, all issued by the Washington Suburban Sanitary Commission (WSSC Water) for work in Prince George's and Montgomery Counties, Maryland. The materials support an Indefinite Delivery/Indefinite Quantity (IDIQ) and requirements contract for urgent repairs, rehabilitation, and replacement of water and wastewater assets with nominal diameters up to thirty inches, including repair or replacement of water and sewer mains, valves, valve vaults, house connections, meter housings, manholes, fire hydrants, curb boxes, cleanouts, and lamp holes. Responses must be submitted via WSSC Water's eProcurement Portal by 2:00 pm on Monday, September 21, 2026. WSSC Water intends to make multiple awards to ensure sufficient capacity, pricing competition, and timely responsiveness for both planned and emergency work, with Task Orders to be issued on an as-needed basis.
Contractors must comply with Maryland's Utility Erosion and Sediment Control Regulations, the 1994 Maryland Standards and Specifications for Soil Erosion and Sediment Control, and provide proof of attendance at a Maryland Department of the Environment-approved training program for sediment and erosion control. All field personnel must maintain copies of the approved permit on-site, provide 48-hour advance notice before construction, submit weekly written notifications of work site locations, and ensure sediment controls are installed before trenching or clearing operations commence. Contractors must complete a comprehensive Health and Safety Qualification Questionnaire addressing safety program elements, drug-free workplace policies, OSHA citations within the past five years, injury and illness statistics for the previous three years, and must submit OSHA 300A logs signed by a company executive. The Health & Safety Plan must include job hazard analysis, training programs, medical surveillance, emergency response procedures, and all applicable OSHA-required written programs identified through hazard analysis.
