EXECUTIVE SUMMARY

Halff Associates (Halff) was retained by Hays County to perform an asbestos-containing materials (ACM) survey for a portion of the Former El Rancho Cima Boy Scout Camp, located at 5800 FM 32 and 3181 El Rancho Cima Road, in Fischer, Hays County, Texas (subject property or site). The structures at the facility are scheduled for demolition and/or renovation and were not occupied at the time of the asbestos survey.

The ACM survey was conducted on October 25-27, 2023, and November 8 and 24, 2023.

The ACM survey assessed the on-site structures for the presence of suspect Asbestos Containing Materials (ACMs). Sixty-seven (67) homogenous suspect asbestos containing building materials were identified at the subject property. A total 198 bulk samples of the suspect asbestos containing building materials were collected and analyzed by polarized light microscopy (PLM). Based upon the on-site visual observations and interpretation of the laboratory analyses, the following ACM were identified:

Because asbestos has historically been a component of a wide variety of building materials, the types of building materials, which may potentially contain asbestos, are termed “suspect ACM.” The actual asbestos content, if any, of suspect ACM can be determined only through proper sampling and analytical procedures performed by a qualified asbestos inspector and laboratory. Additionally, at present in the State of Texas, only materials with an asbestos content greater than 1% (1% or greater in a Public Building) are considered regulated asbestos containing material (RACM).

The suspect ACM sampled at the structures on the subject property included vinyl floor tiles and associated mastics, sheetrock walls, adhesives/mastics, window glazing, sink undercoating, acoustic ceiling tiles, batt insulation, HVAC mastics, built-up roll shingle roofing components, and composite shingle roofing. No suspect ACM was observed on the interior water lines for the facility structures, and hot water was supplied by individual hot water heaters in the structures that were equipped with running water with a hot water supply. Suspect ACM consisting of TSI was observed on a hot water storage tank for Dining Hall #2 (Building 1.7). The hot water tank TSI is identified above and also discussed below.

1.1 Scope of Work

The general scope of work included the performance of an asbestos survey to determine the presence of ACM associated with on-site structures that were designated for demolition and/or renovation.

1.2 Purpose

The purpose of this asbestos survey was to locate, identify, quantify, and assess the condition of suspect building materials in on-site structures designated for demolition and/or renovation.

2.0 REGULATORY STANDARDS

This asbestos survey was intended to provide bulk sampling for potential ACM. This survey was not intended to satisfy EPA guidelines in the Asbestos Hazard Emergency Response Act (AHERA) codified in 40 CFR Part 763, but was intended to provide general information concerning the presence of ACM associated with the on-site structures identified in this report. The regulations covering this project may be found in 40 CFR PART 61 Subpart M:

National Emission Standards for Hazardous air Pollutants: Asbestos (NESHAP). The DSHS enforces the EPA NESHAP regulations. Regardless of the thoroughness of an asbestos survey, the possibility exists in which some areas containing asbestos were inaccessible or different from those identified at specific locations. Materials not sampled should be assumed ACM until tested by laboratory analysis.

3.0 REPORT ORGANIZATION

This report is divided into sections, which discuss the field survey, laboratory analysis, and hazard assessment. A summary of summary of bulk sample analysis and assessment table is included at the end of this report. Other supporting documentation including a site location map, ACM/sample location maps, chain-of-custody (COC) forms, laboratory reports, photographs, and licenses/certifications are included in the appendices at the end of this report.

4.0 FIELD INVESTIGATION

4.1 Suspect Asbestos Containing Materials Survey

Halff is licensed by the DSHS as an Asbestos Consulting Agency (DSHS License #100386). Mr. Michael Thiele (DSHS Individual Asbestos Consultant License #105780 of Halff and Mr. Al Brunson (DSHS Individual Asbestos Consultant License #105645) of Brunson Environmental assessed the subject property for the presence of suspect ACM.

A total of 198 bulk samples of suspect asbestos containing building materials were collected during the ACM survey. All accessible areas were inspected for the presence

Fischer, Texas December 2023

Halff Associates, Inc. Page 4 of suspect ACM. If during renovation or demolition of the structure, suspect ACM is encountered in areas that were not accessible at the time this assessment was performed, samples of these materials should be collected by a DSHS licensed inspector and analyzed by a qualified laboratory. Schematic drawings detailing sample locations have been included in Appendix A.

The survey conducted at the subject property was designed to identify the presence of both friable and non-friable ACM. Friable means that a material can be pulverized by hand pressure alone. Building materials suspected of containing asbestos were grouped in “homogenous” sampling areas. The homogenous areas were defined based on uniform texture, color, and appearance. Additionally, homogenous areas were further defined based on construction and renovation date(s), if available. Each of the items sampled were classified into one of three categories:

1) Surfacing;

2) Thermal System Insulation (TSI); or

3) Miscellaneous.

A surfacing material is a building material that has been applied to a surface (i.e., walls or ceilings or structural members). Examples of surfacing materials that may contain asbestos are spray applied fireproofing, spray applied acoustical ceilings, and textured ceilings and walls.

All types of insulation used on a building’s mechanical system are classified in the TSI category. Examples of thermal system materials that may contain asbestos are insulated piping, boilers, or ducts.

All remaining materials that do not fall into the two above categories are placed in the miscellaneous category. Examples of miscellaneous materials that may contain asbestos are lay-in ceiling tile, floor tile, and roofing felt.

An assessment was conducted of each building material that was sampled. The physical assessment consisted of evaluating the condition of the suspect material and the potential for future disturbance. Recommendations made for a building material that contains asbestos are based on the assessments made by the inspector during the survey. The data developed during the asbestos survey is presented in Table 1 –Summary of Bulk Sample Analysis and Assessment.

5.0 SAMPLING

The assessment of suspect ACM located, identified, and quantified the materials.

Sampling during the field survey included the collection of 198 bulk samples of suspect ACM. DSHS regulations require a minimum of three samples per homogenous area to refute the presence of asbestos in a building material. Bulk samples of the suspect materials were collected and placed in individual sample bags labeled with a unique number. The sample identification number on each sample bag corresponds to a number listed on the laboratory COC forms, which are included in Appendix B.

Fischer, Texas December 2023

Halff Associates, Inc. Page 5

5.1 Laboratory Analysis

The samples collected were transported to Cates Laboratories for analysis. Cates Laboratories is a successful participant in the Department of Commerce, National Institute of Standards and Technology, National Voluntary Laboratory Accreditation Program (NVLAP, Lab ID# 200569). Cates Laboratories is also licensed by the DSHS as an Asbestos laboratory (DSHS License # 30-0287).

Bulk samples of suspect materials were analyzed by Polarized Light Microscopy (PLM) with dispersion staining, in accordance with the EPA’s Method for the Determination of Asbestos in Bulk Samples (EPA Method 600/R-93/116). Percentage estimates are based on the analyst’s best judgment and examination with a stereoscope. The bulk sample laboratory reports are included in Appendix C at the end of this report.

5.2 Analytical Methods

The bulk samples were analyzed by PLM. This technique characterizes the materials refractive indices, fiber morphology, birefringence, extinction angle, sign of elongation, and dispersion staining colors to detect asbestos. Percentage compositions are based on approximate area compositions under a stereomicroscope.

5.3 Bulk Sample Results

The results of the sample analysis are presented in Table 1, with the laboratory report, as previously mentioned, included in Appendix C. A total of 198 bulk samples of suspect asbestos containing building materials were collected from 67 separate homogenous areas during the asbestos survey. Based upon the on-site visual observations and interpretation of the laboratory analyses one building materials contained asbestos in amounts of one percent or greater ( 1%) and included the following:

6.0 HAZARD ASSESSMENT

Asbestos is an airborne hazard. A hazard assessment refers to the process by which a material’s potential to release fibers into the air is evaluated. Fibers may be released spontaneously as part of the aging process, or as a result of sudden impact, vibration, air movement, or localized deterioration. Assessing a material’s potential for fiber release and hence its associated hazard is based upon evaluating the material’s condition and potential for further disturbance, damage, or deterioration.

The survey was designed to identify the presence of both friable and non-friable ACM.

Friable means that a material can be pulverized by hand pressure alone. Four building materials were found to contain asbestos. Two of the building materials, the floor tile and the roof mastic are considered non-friable ACMs. The two remaining materials, window glazing and TSI, are considered to be friable ACMs. The building materials inspected for this report were found to be in generally good condition for non-friable ACMs and damaged to good condition for the friable asbestos. Because the floor tile and roof mastic identified as ACM were in generally good condition and non-friable, the Potential for Disturbance was described as low. Because the window glazing and TSI identified as ACM were in damaged to good condition and friable, the Potential for Disturbance was described as moderate.

7.0 CONCLUSIONS AND RECOMMENDATIONS

Based on data developed during this asbestos survey for the Former El Rancho Cima Boy Scout Ranch, the following conclusions can be made:

Floor tile containing 2% Chrysotile asbestos was identified in Building 1.1.

The floor tile is considered a Category I non-friable ACM.

Window glazing containing 2% Chrysotile asbestos was identified on windows in

Buildings 1.2, 1.6, 1.10, and 1.12.

The window glazing is considered a friable ACM.

Roof Mastic containing 5% Chrysotile asbestos was identified along the perimeters of the roofs for Buildings 1.1, 1.10, and 1.20.

The roof mastic is considered a Category I non-friable ACM.

TSI containing 70-75% Chrysotile and 5% Amosite asbestos was identified on a hot water tank in Building 1.7.

The TSI is considered a friable ACM.

No additional ACM was detected in the samples collected from the remaining homogenous materials identified for this survey.

The regulations covering this project may be found in 40 CFR PART 61 Subpart M:

National Emission Standards for Hazardous air Pollutants: Asbestos (NESHAP).

Fischer, Texas December 2023

Halff Associates, Inc. Page 7

The following recommendations are made based on the results of the asbestos survey:

The identified ACM at the above building at the site should be removed and disposed in accordance with applicable NESHAP regulations prior to renovation or demolition of the structure(s).

The identified asbestos containing materials were in damaged to good condition at the time of the ACM survey. It is Halff’s understanding that the designated structures are scheduled for demolition and/or future renovation. Identified asbestos containing materials should be removed in accordance with applicable NESHAP regulations prior to demolition or renovation activities that would disturb the asbestos containing materials.

Any identified ACM at the property that is not subject to immediate abatement should be monitored for proper maintenance procedures as part of a site-specific O&M Program.

Prior to any remodeling, renovation, or demolition activities, proper asbestos abatement procedures developed by a licensed asbestos consultant should be followed for all identified ACM. These procedures include the use of a licensed asbestos contractor and the proper disposal of such materials in a landfill that is authorized to accept asbestos.

8.0 LIMITATIONS

Halff has attempted to observe the existing conditions of the aforementioned buildings and associated roof sections designated for demolition or renovation utilizing generally accepted industry procedures and standards. Regardless of the thoroughness of a survey, the possibility exists in which some areas containing asbestos were overlooked, inaccessible, or different from those at specific locations. Furthermore, renovation and/or construction may reveal altered conditions.

This report describes only the conditions present at the time of the survey, in the areas surveyed. The information presented only applies to the conditions that were observed in the buildings investigated during the survey. Other conditions may exist in un-surveyed or inaccessible areas such as behind walls and above permanent ceilings. In addition, the conditions of ACM may change gradually or suddenly depending upon use, maintenance, or accident. As a result, the information presented should be periodically reviewed and updated.

The quantity estimates presented in the report were based upon field measurements taken during the survey. While it is believed that the estimated quantities are reasonable, unanticipated conditions could be present in inaccessible or unsurveyed areas. Halff does not warrant or guarantee the quantity estimates, and the use of such estimates shall be at the user’s own risk and shall constitute a release and agreement to defend and indemnify Halff from and against any liability.

On 11/15/2023, one-hundred ninety-two (192) bulk samples were submitted by Mr. Michael Thiele of Halff Associates for asbestos analysis by PLM/DS.

Copies of the lab data sheets are attached; additional information may be found therein. The results are summarized below:

Field I.D.

Sample Description/Location Asbestos Content

These samples were analyzed by layers. The overall percent asbestos for the sample is reported when relevant. The EPA considers a material to be asbestos containing only if it contains greater than one percent asbestos by Calibrated Visual Area Estimation (CVAE). EPA regulations also indicate that Regulated Asbestos Containing Materials (RACM) – materials that are friable or may become friable – be further analyzed by point counting when the results indicate less than ten percent asbestos by CVAE. CatesLab utilizes CVAE on a routine basis and does not include point counting unless specifically requested by the client. The results may not be reproduced except in full.
