About this file
This document is an Addendum to Invitation for Bid (IFB) No. 304T-24-070M1 for Fleet Trucks, Automobiles, and Law Enforcement Vehicles, issued by the Statewide Procurement Division of the state of Texas. The addendum addresses changes to the Law Enforcement Mandatory Price Sheet, specifically updating Option 868A from "DPS make ready: Decals for SUV and pickup" to "DPS make ready: Ballistic Resistant Glass and Door Panels." It also clarifies that respondents are not required to self-install the ballistic glass and may subcontract with a ballistic glass installer/upfitter to perform the work.
The related state and local contract opportunity involves the procurement of fleet trucks, automobiles, and law enforcement vehicles for various jurisdictions in Texas, including Travis County and the City of Austin. The contract is open to multiple respondents, and the addendum indicates that ballistic glass is available from multiple sources, providing flexibility for respondents to meet the requirements.

Questions and Answers IFB No. 304T-24-070M1 Title:
Question No. Question Answer
In Attachment E, Section C, C.1 General Option Requirements Option 868A is listed as “DPS make ready: Decals for SUV and pickup. See Section C.8”. In the Law Enforcement mandatory price sheet 868A is listed as the same under Series XS135PUR.
When looking at Section C.8 in Attachment E, Option 868A lists out ballistic windshield and side glass which is not decals.
See Addendum #3, Solicitation Document Changes, #1
The manufacturer of the ballistic glass that meets the listed requirements has an exclusive sales contract for the United States with a single upfitter, operating in Texas. Due to this agreement the manufacturer would not be able to provide pricing or product outside the contracted upfitter. This leaves us unable to fulfill the 100% requirement within that section of the mandatory price sheet.
Ballistic Glass is available from multiple sources. Respondent is not required to self-install the glass and may choose to subcontract with a ballistic glass installer/upfitter to perfom the work.
