About this file
This document is an Addendum to an Invitation for Bid (IFB) issued by the Statewide Procurement Division of the Texas State government for Fleet Trucks, Automobiles, and Law Enforcement Vehicles. The IFB, numbered 304T-24-070M1, includes jurisdictions such as Travis County and the City of Austin. The addendum provides clarification and changes to the original IFB, including modifications to the specifications for floor coverings, delivery of standard equipment, and the process for determining the Total Evaluated Vehicle Cost. The addendum also includes questions and answers regarding the IFB.
The pricing for the base vehicle MSRP will be determined by the Comptroller's Public Accounts (CPA) based on the OEM website, and bidders are not required to provide that information. The IFB also specifies that the floor covering should be vinyl, not carpet, for the Special Purpose Automobiles, as this is the standard for the Police Interceptor vehicle.

Questions and Answers IFB No. 304T-24-070M1 Title:
Question No. Question Answer
Regarding the IFB, on page A21 in section A.15 Award Approach - the solicitation states that the Fleet Purchase Total Vehicle Cost will be calculated as:
Contractor’s Constant (highest weight) + OEM advertised base vehicle MSRP + Price for Tier 1 Option(s) (weighted) + Price for Tier 2 Option(s) bid in common = Total Evaluated Vehicle Cost Just to clarify, will the pricing on the manufacturers website be used for the calculation or does the bidder need to provide MSRP pricing with their bid response
The Respondent(s) do not need to provide MSRP pricing; CPA will determine MSRP as shown on the OEM website.
...in (Part A) Section A.7.2. #2 - it states that Bidders shall submit with their bids a detailed list of all standard equipment and factory installed options or accessories for the base model vehicle being offered in each series. Is there a particular format that this should be presented? Are you looking for a configured vehicle to the State specification or just simply what is offered on the base vehicle and all options? Should manufacturer pricing be provided on these specs?
See Addendum #2, Solicitation Document Changes, #1
(Attachment E, Section B.2.1.7) Regarding the specifications for the Special Purpose Automobiles :
The specs specify that the floor covering is to be carpet.
However, on the Police Interceptor, the standard flooring is not carpet, it is vinyl. The carpet is not available unless the interior upgrade package is selected and that would add a center console to the vehicle. In most cases, if the unit is going to be used for Patrol, this is not something agencies want. They generally prefer to have a space left empty for a console. Is the bid asking that carpet be added by the dealer or is vinyl acceptable?
