About this file

This file is vendor information guidance from the Texas Department of Public Safety (DPS) for submitting responses to solicitations through the DPS Online Bid Room. The document outlines the optional electronic submission process for the OpenText Managed Services contract opportunity. Rather than specifying project details, quantities, or response deadlines, this exhibit provides procedural instructions for vendors interested in responding to solicitations. Vendors must complete a two-step registration process: first registering as a vendor at the DPS Online Bid Room portal (https://texasdps.appianportalsgov.com/vendor-management), which may require up to two business days to receive login credentials, and second using those credentials to access the portal and submit responses. The document emphasizes that vendors must allow sufficient time for registration to meet submission deadlines, as late responses are not accepted.

The guidance clarifies that use of the DPS Online Bid Room is optional and does not exempt vendors from all solicitation requirements specified in the solicitation package. Vendors may submit responses through alternative methods identified in the solicitation, though electronic submission through the portal receives automatic confirmation. The document provides links to support resources including a vendor tutorial, user guide, frequently asked questions, and customer support contact information. Notably, technical difficulties with the online system do not constitute grounds for protesting a contract award, and vendors are directed to contact DPS-Online Bid Room Vendor Support for assistance with registration or submission issues.
