About this file
This is Addendum No. 2 to a Request for Offers (RFO) issued by the Texas Department of Public Safety (DPS) Procurement and Contract Services for OpenText Managed Services under solicitation number 405-25R0013810. The addendum, effective January 15, 2026, provides vendor responses to 68 questions submitted during the Q&A phase. The RFO seeks a single vendor to provide comprehensive managed services for the OpenText document management system currently deployed across the Driver License Division (DLD) with approximately 3,500 users and the Regulatory Services Division (RSD) with approximately 300 users, with potential expansion to other state divisions. The OpenText environment includes Content Server, Directory Server (OTDS), Workflow, Blazon document converter, Global Cents viewer, Dynamsoft scan application, and a custom OCR application. The original proposal submission deadline was January 12, 2026 at 5:00 P.M. Central Time, with an anticipated contract award date of March 1, 2026. The contract term is five years. Vendors must acknowledge receipt of this addendum prior to the proposal deadline through completed addendum forms, acknowledgment on proposal copies, or separate written communication referencing the solicitation and addendum numbers, with failure to acknowledge potentially resulting in offer rejection.
Key requirements clarified in the addendum include that all resources must be located in the United States with no offshore resources permitted, both remote and onsite work are required, and vendor physical addresses must be provided regardless of remote operations. DPS will establish a government cloud environment under the incoming vendor's account in either AWS or Azure, with the current Azure Gov Cloud environment currently owned by the existing vendor. Vendors must provide all levels of support (24/7x365 for Priority 1 incidents; standard business hours for other priorities), complete a Historically Underutilized Businesses (HUB) Subcontracting Plan with a statewide goal of 26.0% for Other Services, submit VPAT and EIR accessibility documentation at proposal time, and provide evidence of financial resources and past performance. Background checks at vendor expense are required for all project personnel. Budget information is not available during the open solicitation, and maintenance and support services are paid post-delivery. Vendors should propose best value options for user license tiers and provide hourly rates for change orders and enhancement services with a 10TB data migration baseline, with costs prorated based on actual requirements. The addendum confirms that full system architecture details, customizations, integrations, and detailed operational support model information will be provided after contract award.

405-25R0013810 – OpenText Managed Services Vendor Q&A Phase
Q# Vendor Question DPS Response
1 In reviewing RFO 405-25R0013810 (OpenText Managed Services), we noted that the solicitation references “the OpenText system” and “OpenText ECM” but does not list the specific OpenText product components or modules currently implemented at DPS.
To ensure that our technical response and pricing align with the existing DPS environment, could DPS please confirm which OpenText products and components are in use today?
For example, Content Server, Extended ECM modules, Workflow components, Capture/Imaging tools, Archiving services, or other OpenText Content Services products.
We are requesting this only to ensure that our proposed managed services model is fully compatible with the DPS production environment.
• OpenText Content Server
• OpenText Directory Server (OTDS)
• OpenText Workflow
• OpenText Blazon document converter
• Global Cents viewer for annotation
• Dynamsoft scan application
A custom OCR application, developed by the current vendor is in use as well.
