About this file
This is a Limited Asbestos Survey report prepared by Halff Associates Inc. for the Texas Workforce Commission regarding proposed renovations at the MoPac Building located at 12312 North MoPac Expressway in Austin, Travis County, Texas. The survey was conducted on October 23, 2025, to assess suspect asbestos-containing materials (ACM) in areas targeted for renovation, including flooring, ceiling tiles, electrical systems, and lighting. Halff, a licensed Asbestos Consulting Agency by the Texas Department of State Health Services (License #100386), collected twelve bulk samples from four homogenous material areas: black mastic under carpet, suspended ceiling tiles, black cove base/mastic, and drywall with joint compound and texture coating. The samples were collected from various locations throughout the building's general office areas and analyzed by Omni Environmental, Inc., a NVLAP-accredited laboratory (Lab ID #102061-0) and DSHS-licensed asbestos laboratory (License #30-0087), using Polarized Light Microscopy (PLM) analysis methods.
The laboratory analysis, completed on October 24, 2025, determined that no asbestos was detected (NAD) in any of the twelve samples collected during the survey. The report recommends that if suspect building materials are encountered during renovation activities in areas that were not accessible during the initial survey, additional samples should be collected by a DSHS-licensed inspector and analyzed by a qualified laboratory. The survey was conducted under the regulatory framework of 40 CFR Part 61 Subpart M (National Emission Standards for Hazardous Air Pollutants: Asbestos) and the Texas Asbestos Health Protection Rules (TAPHR) 25 TAC 296. The findings indicate that the proposed renovation project can proceed without asbestos abatement requirements based on the materials sampled, though standard precautions should be maintained for any previously identified ACM not subject to immediate abatement.

Re: Limited Asbestos Survey for the Proposed Renovations at the MoPac Building, addressed 12312 North MoPac Expressway, Austin, Texas
Dear Mr. Briseno:
Halff Associates Inc. (Halff) performed a limited asbestos survey for proposed renovations at the MoPac building. The limited asbestos survey was conducted on October 23, 2025.
According to information provided by Texas Workforce Commission (TWC) personnel, the general scope of work for the proposed renovations of the MoPac building included the renovation of flooring, ceiling tiles, electrical, and lighting. Therefore, suspect building materials that have a potential to be disturbed during the proposed project were sampled as part of this limited survey and included suspended ceiling tiles, carpet flooring and mastic, cove base, and drywall systems.
Because asbestos has historically been a component of a wide variety of building materials, the types of building materials, which may potentially contain asbestos, are termed “suspect ACM.” The actual asbestos content, if any, of suspect ACM can be determined only through proper sampling and analytical procedures performed by qualified asbestos inspector and laboratory.
Additionally, at present in the State of Texas, only materials with an asbestos content greater than 1% (1% or greater in a Public Building) are considered regulated asbestos containing material (RACM).
Mr. Willliam Briseno Texas Workforce Commission
November 5, 2025
Asbestos Survey
Halff is licensed by the Texas Department of State Health Services (DSHS) as an Asbestos Consulting Agency (DSHS License #100386). Halff subcontracted Mr. Lee Thompson (DSHS Asbestos Inspector #60-3660) of DCG Environmental, LLC to assess readily accessible building materials located in the identified areas of proposed renovation activities. A total of twelve bulk samples of suspect building materials were collected from four homogenous areas. Bulk samples of the suspect building materials were placed in individual sample bags labeled with a unique number.
The samples were transported to Omni Environmental, Inc. (Omni) in Round Rock, Texas for analysis. Omni is a successful participant in the Department of Commerce, National Institute of Standards and Technology, National Voluntary Laboratory Accreditation Program (NVLAP, Lab ID# 102061-0). Omni is also licensed by the DSHS as an Asbestos laboratory (DSHS License # 30-0087). The samples were analyzed by Omni using Polarized Light Microscopy (PLM).
The limited asbestos survey identified four homogenous areas and yielded a collection of 12 bulk samples. Based on laboratory analysis, asbestos was not identified in the samples collected from the suspect building materials as part of this survey. The sample locations are illustrated on Figure 1. A summary of homogeneous materials and bulk sample analysis tables, sample location map, chain of custody, laboratory report, photographs, and licenses/certifications are presented as attachments at the end of this report.
This limited asbestos survey was intended to provide bulk sampling for suspect ACM in the area of proposed renovations This survey was not intended to satisfy EPA guidelines in the Asbestos Hazard Emergency Response Act (AHERA) codified in 40 CFR Part 763 but was intended to provide general information concerning the presence of ACM associated with the areas identified in this report. The regulations covering this project may be found in 40 CFR PART 61 Subpart M: National Emission Standards for Hazardous air Pollutants:
Asbestos (NESHAP) and the Texas Department of State Health Services Texas Asbestos Health Protection Rules (TAPHR) 25 TAC 296. Regardless of the thoroughness of an asbestos survey, the possibility exists in which some areas containing asbestos were inaccessible or different from those at specific locations. Suspect materials not sampled should be assumed ACM until tested by laboratory analysis.
Conclusions and Recommendations
Based on data developed during this limited asbestos survey, the following conclusions can be made:
No asbestos was identified in the twelve samples collected from the suspect building materials located in the areas of proposed renovations at the MoPac Building.
Mr. Willliam Briseno Texas Workforce Commission
November 5, 2025
The following recommendations are made based on the results of the limited asbestos survey:
If during any renovation activities, suspect building materials are encountered in areas that were not accessible at the time this survey was performed, samples of these materials should be collected by a DSHS licensed inspector and analyzed by a qualified laboratory.
No asbestos-containing materials were identified during this limited ACM survey. Any previously identified ACM in the building (if applicable) that is not subject to immediate abatement should be monitored for proper maintenance procedures as part of a site-specific O&M Program. Prior to any remodeling, renovation, or demolition activities, proper asbestos abatement procedures developed by a licensed asbestos consultant should be followed for all identified ACM. These procedures include the use of a licensed asbestos contractor and the proper disposal of such materials in a landfill that is authorized to accept asbestos.
The enclosed information documents our process and findings. If you have any questions or require any additional information, please do not hesitate to contact us. We appreciate the opportunity to be of service to TWC.
Sincerely, HALFF ASSOCIATES, INC.

ANALYTICAL METHOD: EPA Method for the Determination of Asbestos in Bulk Building Materials (EPA 600/R-93/116) and EPA Interim Method for the Determination of Asbestos in Bulk Insulation Samples (EPA 600/M4-82-020).
Percentages are visual estimates based on sample volume. Limit of Detection: <1%. Limit of Quantification: 1%.
Negative results of resinously bound materials such as roofing material or floor tile may be inconclusive. NAD means No Asbestos was Detected in the sample or layer. The term texturizer (where applicable) may include wall texturizing, tape and bed, and/or joint compound. This report relates only to the item tested as received. It may not be used to claim product endorsement by NVLAP, NIST or any agency of the federal government.
This report may not be reproduced, except in full, without the expressed written consent of laboratory management. Subsamples of layers or other inhomogeneities were analyzed separately and their results combined in proportion to the quantity of each layer to obtain quantitative results for the sample as a whole. All samples are stored for 1 month from the original analysis date before being disposed of.
