About this file
This is an attachment detailing the requirements for a Visual Remote Access Services (VRAS) solution for the Texas Workforce Commission (TWC). The document outlines business, reporting, technical, and implementation requirements for a system that will provide visual remote accessibility, orientation, and interpretation services for TWC's Vocational Rehabilitation programs. The solution must provide 24/7/365 access to live agents who can assist blind or visually impaired users through audio, video, GPS, web-based data, software, and potentially smart glasses technology. Key features include English and Spanish language support, geofencing capabilities at all TWC VR locations, and unbiased interpretation support for form completion and document assistance.
The technical requirements specify compliance with Texas Administrative Codes (TAC) 1 TAC 206, 1 TAC 213, and WCAG 2.1 AA accessibility standards. The system must include comprehensive reporting capabilities, including usage reports, customer queries, and data management features. An optional cloud hosting section allows vendors to provide additional information about hosting services, including costs, location requirements (must be within USA), cybersecurity compliance, and service level agreements. The document emphasizes user access control, data integrity, and system reliability through features such as data archiving, automated retention policies, and failover capabilities.
