About this file
This is a requirements document (Attachment 7) for a Visual Remote Access Services (VRAS) solicitation from the Texas Workforce Commission (TWC). The document outlines the requirements for a solution that provides visual remote accessibility, orientation, and interpretation services for TWC's Vocational Rehabilitation (VR) staff and customers. The system must provide 24/7/365 access to live agents who can assist blind or visually impaired users, with services available in both English and Spanish. The solution must incorporate audio, video, GPS, web-based data, and potentially smart glasses technology to deliver assistance, including support for form completion and document editing.
The technical requirements specify compliance with Texas Administrative Codes for accessibility standards and WCAG 2.1 AA guidelines. The system must include comprehensive reporting capabilities, data management features, and user access controls. While cloud hosting details are requested as optional information, such hosting must be located within the United States and meet specific cybersecurity requirements. The document does not specify pricing structures, set-asides, or specific funding requirements, though it does request potential cloud hosting costs both during implementation and for up to five years of maintenance and operations if that option is pursued.
