Integrated Power System Design Study
Background
The NSROC IV contractor is responsible for supplying all flight systems necessary for implementation of the Sounding Rockets Program (with the exception of scientific instrumentation as provided by Principal Investigators and surplus rocket motors that are provided by the government). In accordance with the Statement of Work section 2.2
(Development and Routine Project Assignments) and section 2.3 (Performance Task
Orders), the NSROC IV contractor is also responsible for supplying the means necessary for providing improved access to space and cost effectively advancing the range of capabilities offered by the Sounding Rockets Program. This Representative Task Order will be completed as a Performance Task Order in accordance with Section 2.3 of the
Statement of Work.
Historically sounding rocket sub-systems have been designed to be stand-alone, modular systems with all of the power, circuitry, and logic contained within each sub-system.
While this approach makes fabrication, system-level testing, payload integration, and field operations more efficient the sounding rocket payloads are getting longer and heavier and therefore losing performance and time at altitude. For example, a typical
WSMR telescope payload currently carries 10-14 different battery packs (2 for the recovery system, 2 for the S-19 boost guidance system, 2 for the attitude control system, 2 for the capacitive discharge ignition system, 2 for the shutter door system, and one for the telemetry system). Because sounding rocket vehicle configurations are largely fixed and a sizeable increase in performance by procurement of a more capable vehicle stack is cost prohibitive, the most reasonable way to increase performance is to consolidate and miniaturize existing sounding rocket components and sub-systems.
Task
The requirement for this Representative Task Order is for the Offeror to provide a Task
Implementation Plan and associated Cost Estimate to conduct a study that will result in a recommendation and associated cost estimate to provide a (new to the Sounding Rockets program) integrated power system that will enhance the capabilities of the Program and reduce the overall volume and mass over the heritage designs that contain power systems within each modular sounding rocket sub-system. Proposal Responses for this
Representative Task Order should only include a Task Implementation Plan and associated cost information that describe in detail the Offeror’s approach to completing the actual technical study. The actual technical study itself and resulting recommendation are not be provided under this Representative Task Order.
The effort will be performed at Wallops and the period of performance for the technical study is 12 months and is assumed to occur in year one of the contract.

Technical Requirements for the Integrated Power System
Specific performance requirements for the Integrated Power System that will be specifically addressed in the resulting technical study shall include the following:
• The capability to provide power (voltage and current) to major/significant
NSROC provided sub-systems from a single or multiple high capacity, high energy density power source(s).
• The capability to provide power (voltage and current) to all experiment instruments and electronics provided by the Principal Investigator
• General Target Power Requirements o Provide power distribution system on primary payload bus that will supply a total of 500-800 Watt-Hours capacity at voltages ranging from -18V to +
32 V (typical voltages used include but are not limited to +/- 5V, +/- 18V, and +32V) o The design and operation of the system must comply with the Wallops
Range Safety Manual requirements.
o Power distribution system should have the flexibility to provide power to any instrument or subsystem located throughout the payload suite.
o The contractor shall propose a plan that will address all of the standard aerospace industry practices and typical features one would expect for a power system utilized on systems designed and flown on the SRP. This may include but is not limited to monitor and control circuitry, external charging capability, power distribution and conditioning, current limiting, and fault protection.
Deliverables
The deliverables to be included for the purpose of this RTO include a Task
Implementation Plan that outlines the major tasks required to undertake this study, the disciplines involved, technical risks and challenges, operational considerations, and all techcial/programmatic reviews necessary to approve the design. A milestone schedule should be provided along with a cost estimate for completion. In accordance with section x of the SOW snd the 810 PG.
