HISTORICAL DATA

FOR

NASA Sounding Rocket Operations Contract IV

October 2021

The following data in Tables 1-5 and the corresponding plots are the compilation of 22 years of historical data on the NASA Sounding Rocket Operations Contract (NSROC), including NSROC I, NSROC II, and NSROC III. The data is shown by fiscal year from 1999 through 2021. The data for 2021 is a full fiscal year through September 30, 2021. Core missions are NASA science missions funded by the Science Mission Directorate (SMD), and reimbursable missions are non-NASA missions or NASA missions funded outside of NASA SMD. The NSRP has an 85% success rate metric for mission success set by NASA Headquarters.

Historical data on the incumbent technical workforce is provide in Table 6 below. The incumbent management and administrative (M&A) approach including functional management positions, and administrative categories (including business office and secretarial positions) have been removed. The time period provided is from August 2019 through July 2020 and from August 2020 through July 2021.

For information on the labor rates for union labor categories, please reference the Collective Bargaining

Agreement located in the eLibrary. The data for the approximate years of NSROC experience was provided by the Government and obtained through the NASA IdMax system, when affiliation began with the NSROC contract. The data is incomplete as several NSROC employees (approximately 12% of the workforce) were working on the NSROC contract before the IdMax system was in use. For the remainder of the historical data provided by the Government, the right most column called “Category

Hist. Data” groups the incumbent labor categories into functional areas that are used in the rest of this document. Table 7 further outlines the functional area categories for the historical data.

Historical data on sounding rocket missions by mission complexity level (MCL) for a ten-year period between 2010 and 2020 (NSROC II and NSROC III contracts) is given in the figure below along with Table 10. Missions under the NSROC II contract were all IDIQ task orders and were categorized by mission complexity levels 1-4 and a +/- 20% variance could be applied to each mission task order depending on mission requirements. Missions under the NSROC III contract are all under the core contract mission model. NSROC III missions are categorized as mission complexity levels 1-4 with no variance percentages or variance factors. The historical data for the NSROC II missions were normalized to remove any variances, meaning if there was a MCL4 mission assigned with a +20% variance factor, the Government used 80% of the total MCL4 hours charged for the historical data to normalize it back to a MCL4 with no variances. Because the NSROC III missions do not have any variances, the actual mission labor hour data was used without any modifications. The historical data includes both reimbursable and NASA funded Science Mission Directorate (SMD) missions. Reimbursable missions are categorized by mission complexity levels 1-4 as well as NASA science missions. On average 1-2 reimbursable missions are launched each year with 3-4 reimbursable missions in work at any given time at different mission phases.

The functional area categories correspond with the data given in Tables 6 and 7. The historical data given in Table 10 is breakout of the total technical labor hours for each MCL by functional area given as a percentage of labor hours.

Variance Factors (Reference SOW 3.1):

The variance factors are defined as:

• Enhanced (E) indicating increased effort over the standard MCLs. Increased scope can include extensive hardware fabrication, significant changes to a re-fly payload, development of new complex designs or mission-specific requirements, or implementation of an extensive testing/qualification program. Enhanced activity may often result in increased and new capabilities to be utilized by the NSRP. There will be two levels – E1 and E2.

• Remote (R) indicating the mission is to be conducted at a remote range location. Remote operations include the challenges of additional planning, logistical support, enhanced ground support equipment (GSE) requirements, labor, increased travel, and extended field operations.

• Second Attempt (SA) meaning a repeat of integration, testing, and launch operations for a mission that was unable to be launched due to reasons such as science and weather conditions. This designation includes hardware shipping to/from the launch site, re-integration work, re-testing work, travel, and typical support for launch operations.

• Quality (Q) indicates increased level of Quality Assurance (QA) or financial tracking/reporting imposed by the customer. This will usually occur on a reimbursable mission.

Based on the Government’s analysis of historical missions, the variance factor percentages are given as historical data in Table 11. The historical percentages for variance factors are a percentage on labor hours only, not a percentage of total mission cost.
