About this file

This is a Project Manual (Bid Package Two) for the Escambia County Area Transit (ECAT) Facility, a capital construction project involving the Escambia County Board of County Commissioners as the owner, located at 100 Clarinda Lane, Pensacola, Florida 32505. The project consists of design and construction of five new structures: an Administration Building, Transfer Center, Bus Wash, Fuel Depot, and Maintenance Building. The work is organized into one construction phase and includes structural steel framing, concrete work, masonry, roofing systems, mechanical and electrical installations, finishes, specialties, and equipment such as bus-washing equipment and transit fare collection systems. The project manual is dated October 22, 2026, and was prepared by Architectural Design Group, Inc. (Professional Registration #184-002514), with structural consultants RLG Consulting Engineers, mechanical and electrical consultants KEDbluestone, Inc., and landscape consultants Hodson Douglas Landscape Architects. Specific dates for bid submission, site visits, and bidder conferences are not included in this volume of the project manual.

Pricing is established through a base bid with deductive alternates for the Maintenance Building and Administration Building phased construction elements, as well as unit prices for potential pavement and concrete repairs determined by compaction testing results. An allowance of $150,000 is specified for an exterior digital signage system (Bright Sign Bus Transportation turnkey system) that includes monitors, hardware, programming, and installation. The contract documents incorporate the Escambia County Technical Specifications and Florida Department of Transportation Standard Specifications by reference. Quality assurance and quality control responsibilities are defined between the contractor and the owner's representative (Jacob's Engineering), with the architect retaining approval authority over submittals, substitutions, and contractor-proposed changes. No set-asides, incumbent information, or specific funding amounts are identified in this volume of the project manual.
