About this file

This Invitation to Bid (ITB) document from Escambia County, Florida details construction services for a new Escambia County Area Transit (ECAT) Facility comprising five structures: an Administration Building, Maintenance Building, Passenger Terminal Transfer Center, Bus Wash, and Fuel Station, located at Clarinda Lane in Pensacola, Florida. The project was released October 23, 2026, with a deadline for questions November 6, 2026 at 12:00 PM and a bid response deadline of November 23, 2026 at 10:00 AM. A non-mandatory pre-bid meeting was scheduled for October 29, 2026 at 10:00 AM. Bids may be submitted for individual lots or as a complete complex package. Substantial completion timelines vary by lot, ranging from 180 to 335 consecutive calendar days from the Notice to Proceed, with an additional 30 days allowed for final completion, excluding weather delays. The project includes extensive architectural, structural, mechanical, electrical, plumbing, fire protection, security, and technology systems across all five facilities.

The bid requires lump sum pricing with detailed breakdowns and is subject to Davis-Bacon wage requirements for all work, including subcontractor work. The apparent lowest responsive and responsible bidder must submit a detailed Schedule of Values within three business days of bid opening for review by the Florida Department of Commerce before contract award. The project is funded through Community Development Block Grant-Disaster Recovery (CDBG-DR) funding from the U.S. Department of Housing and Urban Development (HUD), received in 2024. Contractors must comply with federal requirements including Suspension and Debarment verification, domestic preference for materials, recovered materials procurement, MBE/WBE affirmative steps, and compliance with Endangered Species Act provisions specific to Eastern Indigo Snakes and Tricolored Bats. The County anticipates utilizing Owner Direct Purchasing (ODP) for materials such as clean fill, stormwater structures, concrete pipe, and PVC pipe, with items expected to exceed $15,000 purchasing thresholds. Successful contractors must hold a current Florida General Contractor (CGC) or Underground Utility and Excavation Contractor (CUC) license and submit insurance documentation, bonds, and a Quality Control Plan within specified timeframes.

1. Introduction

1.1. Summary

This project is to provide construction services to build five structures (Administration Building, Maintenance Building, Passenger Terminal Transfer Center, Bus Wash, and Fuel Station) along Clarinda

Lane in Pensacola, Florida.

1.2. Background

The Escambia County Area Transit (ECAT) service area consists of Escambia County, City of Pensacola, and a few stops in the City of Gulf Breeze. During the lifespan of the existing ECAT facility, it has suffered flooding damage during every declared emergency event that involved significant rainfall, with the latest flooding occurring on September 16, 2020, when Hurricane Sally made landfall in the Florida Panhandle, near Pensacola, leaving a significant amount of damage in its wake. Hurricane Sally brought heavy rainfall and flooding, causing damage to housing, businesses, and infrastructure in our entire ECAT service area. The high velocity winds, wind-blown debris, and wind driven rain of Hurricane Sally damaged the ECAT buildings including the Administration Building, Bus Wash, Fuel Depot, and Satellite

Service Building.

Escambia County requested funding through Rebuild Florida for a new state-of-the-art, energy-efficient and resilient facility for transit operations that will include fixed route and disadvantaged paratransit services. By relocating the facility and operations out of its current flood zone, the new building will be designed and constructed according to the Enhanced Hurricane Protection Area (EHPA) specifications, that will allow it to function as an emergency shelter if the need arises. This project will also mitigate flooding in the area by adding a regional stormwater pond and transportation services to assist in evacuations as needed. In 2024, Escambia County received Community Development Block Grant-

Disaster Recovery (CDBG-DR) funding through the U.S. Department of Housing and Urban Development

(HUD).
