NOAA Standard Specification S6900
GENERAL REQUIREMENTS FOR ELECTRICAL/ELECTRONIC ITEMS
1. SCOPE
1.1 Objective: This specification provides general requirements for work performed on electrical and electronic systems.
2. REFERENCE DOCUMENTS
2.1 Standards: IEEE STD 45-1983, Recommended Practice for
Electric Installations on Shipboard (most recent revision)
2.2 Regulations: 46 CFR Subchapter J - Electrical Engineering
3. GOVERNMENT FURNISHED EQUIPMENT (GFE)
3.1 As specified in invoking work item.
4. REQUIREMENTS
4.1 The contractor shall accomplish all work in these
specifications in accordance with the requirements of Reference
2.1 and 2.2, and using the best marine and shipbuilding practices.
4.2 All material removed from the ship, both scrap and surplus, is the property of the Government. Surplus material shall be delivered to:

4.3 When the COTR determines that the contractor has damaged any materials, including removals, those materials shall be replaced with new. New material provided by the contractor shall be of the same quality, size, shape, color, and finish as the damaged materials when they were new.
4.4 All machinery, piping, wiring, ducts, insulation, paint
work, deck tile, or any other article removed, disturbed, or damaged in the process of accomplishing the work required by these specifications shall be replaced, renewed or repaired. All paneling removed shall be replaced, including any required alterations. Paneling damaged by the contractor shall be renewed equal to the original when new. All flanges and joints broken or loosened shall be properly remade using new gaskets of the proper size and material.
4.5 All electronic racks installed shall be securely fastened to
General Requirements for Electrical/Electronic Items S6900 overhead and deck structural or steel members to prevent movement.
4.6 Any painted or varnished surfaces damaged or soiled shall be cleaned, painted, and/or varnished with original type and color of paint or varnish.
4.7 Any extension of wires shall be through a junction box. Any removal of wires shall be to the nearest junction box.
4.8 All electrical junction boxes, receptacles, hangers, and
miscellaneous electrical fittings shall be equal in quality to those originally installed on the ship.
4.9 All electrical cables installed by the contractor shall be run behind paneling in existing wireways and shall be securely banded to the hangers. If existing wireways are not available, new wireways shall be established.
4.10 All cables installed by the contractor shall be identified at each end with embossed metal tags. Where wires or cables are marked within a junction or terminal box, nonconductive labels shall be used. The contractor shall number cables and wires with a marking system similar to that used on the ship.
4.11 All manufacturer's or supplier's standard warranties on
equipment installed on the ship shall be assigned in writing by the contractor to the Government.
4.12 Three (3) copies all manufacturer's technical manuals, prints, and drawings shall be delivered to the COTR. Spare parts and surplus installation materials shall be delivered to the
COTR.
5. QUALITY ASSURANCE (Tests/Inspections/Reports)
5.1 As required by the invoking work item.
5.2 All items disturbed and all devices used, repaired, altered, furnished, or installed by the contractor shall be demonstrated to be fully operational upon completion of work.
