Dry Dock and Repairs
NOAA SHIP THOMAS JEFFERSON
EA-133M-13-RP-0154 Amendment 0008 2
Questions and Answers #3 EA-133M-13-RP-0154 “Dry-docking and Repairs, NOAA Ship Thomas Jefferson
Question 1:
1) The Contractor is directed by paragraph b. of the above referenced Work Item to design and install a bubble gauge system for measuring the ships draft while the vessel is underway.
2) Paragraph 5.4.5 states; "The following system is known to meet the bubble gauge requirements" Accubar @ Constant Flow Bubble Gauge/ Recorder 56=0133 Sutron Corporation
3) After contacting Sutron Corporation we were told that their bubble systems are not designed nor intended for a ship board installation and that they could not provide any technical support nor assist in alignment, system setup or commissioning.
4) As design and design approval without basic system components would take months we ask that the Government provides the Contractor with an approved alternative system or product vendor.
Answer 1: The Government has communicated with Sutron Corporation and Sutron Corporation has stated that Sutron Corporation will provide support to contractors for installation of a bubbler system onboard the ship. Point of Contact:
Craig Brown Sutron Corporation 22400 Davis Drive Sterling, Virginia 20164 phone: (703)406-2800 fax: (703)406-2801 sales@sutron.com
Question 2: To further understand the requirements of Work Item # 504 "Dynamic Draft Measuring System" and to provide a designed system that is in complete compliance with the intended scope this contractor has the following questions:
2a: What will "Wave" averaging will be used for?
2b: Is Dynamic Vessel draft needed or will draft readings be taken when the vessel is stopped and anchored?
2c: Would Data logging redundancy if required will be thru the HMI on an SD Card and USB flash drive?
2d: LevelCom accuracy and resolution are as follows, will this resolution be acceptable Accuracy (Full Scale) +/-0.2% FS (+/-0.75") Resolution (Full Scale) 0.1" (2.54mm)
Answer 2:
2a: This is to smooth out fluctuation in depth readings.
2b: Draft readings are to be taken while the ship is moving.
2c: Specific method of logging redundancy is manufacturer identified 2d: Accuracy 0 - 20 ft .01 ft, 20 - 57 ft 0.05%.
Question 3: ITEM 502- PARA. 5.2.3.c.1. HAVE OPTIMUM LOCATIONS BEEN SELECTED FOR EXISTING ARRAYS?
Answer 3: The requirement is for the contractor to determine the optimum location for the transducers.
Question 4:ITEM 502- RFP APPEARS TO BE MORE ROBUST THAN THE TIME FRAME ALLOTTED. LEAD TIMES WITH: PRELIMINARY DRAWING, HYDRODYNAMIC STUDY, GOV’T AND ABS DRAWING FINAL AND REVIEW CYCLES, AND THE FAIRINGS PROCUREMENT AND MANUFACTURING/FABRICATION TIMELINES ARE OF MAJOR CONCERN. CONTRACTOR RECOMMENDS TO ACCOMPLISH IN MULTIPLE PHASES; PHASE 1.) DESIGN/DEVELOPMENT (NEED 4-6 MONTH WINDOW MINIMUM. PHASE 2.) SHIPYARD AVAILABILITY FOR INSTALL AND TESTING WITH ANTICIPATION OF LONG LEAD MATERIAL
Answer 4: The Government believes that the design work for required hull appendages is less complicated than is being purported and that the design and installation can be accomplished within the allotted time frame. Furthermore, it is not uncommon for contracts to include both design and construction. In these cases installation facilities use either onsite engineering capabilities or retain the services of an engineering firm to accomplish required engineering services.
