Title: Final Construction and Surfacing of Sections 8E and 8F of the Foothills Parkway
Secondary Title:
Description: This project will construct the final asphalt surfacing of Sections E & F of the Foothills Parkway. Section E runs from MM39.1 (where it will tie into future Section D) at US 321 in Wears Valley to MM 48.8 at the Carr Creek Road Bridge. Section F runs from the Carr Creek Road Bridge to MM 55.21 at US 321 in Walland, where it will connect into existing Section G.
This work shall include full depth reclamation of the existing roadway base; placement of asphalt binder and wearing courses; final surfacing of access ramps at the Wears Valley entrance; formalization or obliteration of existing parking areas and roadside pullouts; reconstruction of the road prism at the area of a failed rock buttress (+/-MM 40.3); roadway prism clearing; shoulder work; installation of steel-backed timber guardrail; erosion control, turf establishment, drainage work, replacement of bridge expansion joints, repointing of masonry as needed; construction of new stone masonry curb and guardwalls; repairs to drainage ditches, resurfacing or replacement of old sidewalks, installation of pavement markings;
installation of regulatory (MUTCD) and NPS (Uniguide) signs; and installation of new entrance signs.
The east end of Section E was last treated with a surface treatment of liquid asphalt and aggregate in 2009. The west end of Section E was last treated in 2005, during the construction of Bridge 8. Section F was last treated in the 1970s. The existing treated surface is experiencing wear along the pavement edges, as well as encroachment of turf grasses and weeds, which will have to be removed prior to pavement rehabilitation. The roadway has areas of moderate to severe rutting and potholes. The travel surface in some areas is cracked and spalling and has become uneven and rough. Heavy construction traffic is increasingly damaging the aging paved surface. A short section of the roadway has settled at the failed rock buttress. The work to repair the settlement will include a permanent realignment of the roadway. The current proposed solution is to move the roadway to the south, by cutting into the slope opposite the failed rock buttress.
In several areas, the road is adjacent to steep rock cuts and/or steep earth fills with little shoulder width between the edge of pavement and the cuts/fills. Steel-backed timber guardrail will be installed to mitigate drop off hazards, as needed.
The stone masonry guardwalls were constructed in the 1980s and are currently in fair to good condition.
Some mortar joints have deteriorated and will require repointing. Some areas of settling may require more elaborate reconstruction.
Erosion control measures will be implemented for all work as needed. No straw will be used for erosion control devices. Some tree clearing is anticipated, including in the area of road realignment, brushing of the road prism and removal of hazard trees. Any clearing or brushing will be accomplished between November 15 and March 31 to avoid potential Indiana Bat populations. Any clearing outside of this window will require consultation with Resource Management Biologist prior to start of work.
No work on historic walls will occur without consultation without consultation with Cultural Resources.
Excavation will be minimal in most locations as it relates to post holes for guardrail or sign posts, guardwall footings, and excavation in road bed or existing parking areas to reconstruct suitable road structure. Some excavation will be required for the road realignment at the failed rock buttress.
Fill material or soil needed for the project will be imported from a Park-approved source.
