SCR_Changes
Special Contract Requirements J Pages changes
1. Delete Subsection 401.03(d)(4) of the Special Contract Requirements, page J-73 , and substitute the following:
(4) Voids in the mineral aggregate (VMA). The Contractor’s VMA result is verified if the CO’s result is above the minimum value in Table 401-1A.

Acceptance Requirements Nominal

2. Delete Subsection 401.12(b)(2) of the Special Contract Requirements, page J-78 , and substitute the following:
(2) Compaction. Compact according to Subsection 401.14. Take nuclear density readings behind each roller pass to determine the roller pattern necessary to achieve required density. Provide documentation of passes for each roller used in the control strip. Identify breakdown, intermediate, and finish rollers in the documentation.
Document if roller was operated in vibratory or static mode. Provide frequency and amplitude settings if operated in vibratory mode. Furnish this documentation to the CO after completion of control strip.
Take nuclear gauge density readings and cut and test core samples according to Table 401-08. Density is acceptable if all test results exceed the minimum specification limit and the calculated pay factor for density is greater than 0.90. Furnish the CO with documented nuclear gauge readings correlated to core specific gravities.
3. Delete Subsection 401.17(c) of the Special Contract Requirements, page J-89, and substitute the following:
(c) Density (core). The lower specification limit is 91.5 percent of the maximum specific gravity (density) determined according to AASHTO T 166 and AASHTO T 209.
The percent compaction will be determined using the average maximum specific gravity (AASHTO T 209) from all samples tested each day.
Questions / Clarifications
Questions / Clarifications
Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.
Questions can be submitted at any time, but questions submitted within 7 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bids.
The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.
The Government’s direct response to the sender may also have been updated below for better clarity.
1. Will the current project spoil material stored in the proposed overlooks be removed in advance of this project's scheduled work, particularly Overlook F?
Response: Material and debris stockpiled in the overlooks will be removed by December 2017; please refer to Subsection 108.01 (of the Special Contract Requirements, page (J-24) for further information related to when project areas are available for entry and work.
2. Will mainline cut/fill areas, other than subgrade reconstruction areas, be paid under items 20401-0000 and 30101-4000?
Response: Any cut/fill areas outside the subexcavation limits will be paid under pay items 20401-0000 and 30101-4000.
