Questions to Prospective Offerors’ Inquiries concerning RFP DOL-ETA-16-R-00053
1. What is the Government seeking in terms of presentation slides?
Answer: 8 1/2 x 11 printout of Power Point (or other application) slides
2. What is the definition of a slide and in what format is such presented?
Answer: One slide = One, 8 ½ x 11 printout of Power Point (or other application) slide
3. It is unclear what the Government is referencing in terms of A6, A. 6 relating to Oral Presentation media. Please clarify
Answer: The paragraph referenced in the Oral Presentation Clause L.A.6 Presentation Media is L.6.H. L.6.H. defines the proposal format.
4. What is the difference between relevant experience and past performance? Please clarify
Answer: Past performance considers the quality of performance and successful performance relative to the scope, size, complexity and duration to the work described in the solicitation. Relevant experience considers the relevance and extent that the contracts submitted for review are similar in size, scope and complexity to the work described in the statement of work. Thus, past performance is related to how well a contractor performed, while relevant experience pertains to the type of work performed.
5. Does an offeror with past performance information need to provide further information if information is posted in PPIRS?
Answer: No.
6. What is the length of time allocated for the question and answer period that follows the oral presentation?
Answer: There is no time period allotted for the question and answer period.
7. For the question and answer period that follows, it there a limit to the number of individuals available in the room?
Answer: No.
8. What is the expected timeframe for contractor notification and presentation day/time of the oral?
Answer: one week (7 calendar days)
9. Does the Government plan to establish a competitive range, and if so, what will be evaluated to determine the most highly rated proposals?
Answer: The Government intends to evaluate proposals and award a contract without discussions (except clarifications as described in FAR 15.306(a)… The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. See Section L, 52.215-1, Instructions to Offerors – Competitive Acquisitions.
The most highly rated proposals will be based on the evaluation factors and their respective weights as defined in Section M of the RFP.
10. Please clarify the transition period and contract start date.
Answer: It is anticipated that the transition period will be June 1 – June 30, 2016. Full performance will begin July 1, 2016.
11. We would like to request a copy of the oral presentation video.
Answer: The Oral Presentations will not be videotaped. The Government will audio tape record the presentations. Copies of the audio tape recording will not be provided to Offerors.
12. I have a question regarding submission of the Technical Approach slide presentation.
Which “view” of the slides is required? When printing a PowerPoint presentation, you can choose to print several different views. Do you want one slide per page, which is usually the default. Do you want the “notes” view of each slide to be submitted? If not, can that portion be added or edited after submission as long as the content of the slide itself is not changed? These notes are separate from the slide content, and are primarily used to assist the presenter during the oral presentation, not for the “audience” to view.
Answer: One slide per page. You do not have to submit your notes and the notes may be edited after submission as long as the content of the slide itself is not changed.
13. SF-33 Block 9 does not include a submission address.
Answer: Please deliver proposals to: Department of Labor, Employment and Training Administration, Office of Contracts Management, 200 Constitution Ave., NW, Room N4643, Washington DC 20210.
14. Please clarify if offerors' proposals should consider the Executive Order 13658, Establishing a Minimum Wage for Contractors. If so, should offerors incorporate the current Federal Contract Minimum Wage rate of $10.15/hour.
Answer: Yes. Clause 52.222-55, Minimum Wages Under Executive Order 13658 (DEC 2014) has already been incorporated into the solicitation by reference. See Section I.
15. Please clarify the incentive fees. The rates listed in Attachment J-1 do not match the information in Section G.3.2.
Answer: The fee rates defined in Section G.3.2 are correct. See attached revised Attachment J-1
16. Please confirm the fee rates should follow the new model as listed in Section G and provided below:
1. Minimum Cost Incentive = 3.0%
Target Cost Incentive = 3.5% Maximum Cost Incentive = 4.0% Cost Sharing Ratio = 50% Gov't/50% Contractor Performance Excellence Bonus = 0.50%
Answer: The fee rates defined in Section G.3.2 are correct.
17. Is the offeror allowed to have 3 presenters and 1 additional person in the presentation room during the oral presentation to provide assistance during the presentation to operate technology such as a computer?
Answer: Yes, but the computer operator cannot present.
18. Section L.6, Instructions for Proposal Submission, Letter H.A, Proposal Section Content,
1. Technical Approach, the RFP reads: “Please be advised that the Technical Approach and Staff Resources sections of the offeror’s proposal shall be written and presented so that strategies and methods are in substantial compliance with the PRH and the Wor kforce Inno vation and Opportunities Act of 2014.”
Will the Technical Approach and Staff Resources be submitted in both presentation slides and also in writing? If in writing, what is the page limitation for the written proposal for the Technical Approach? The Staff Resources Proposal has a written 10-page limitation with 5 slides, thus our question on the Technical Approach?
Answer: The page limitation for the written Technical Approach is 30 pages. The slide limitation for Technical Approach is 25 slides. See revised Clause L.6, Instructions for Proposal Submission.
19. The Electrical Pre-Apprentice training slots are typically offered by NTC. Please confirm that these slots are not offered by NTC.
Answer: The Electrical Pre-Apprentice slots are NTC/HBI.
20. Please confirm that the 20 ACT slots represent full-time slots and are not half-time slots as the other trades listed.
Answer: 20 ACT slots are full time slots
21. What educational institution is providing the ACT classes?
Answer: St. Petersburg College and Pinellas Technical College
22. Review and Approval of Staff Development and Incentives – Will the government consider revising this submission requirement to within 90 days of contract award to be consistent with the standard due date for other SOP's?
Answer: Requirement is as directed in the RFP.
23. Please provide a listing of the current center vehicles.
Answer: See attached vehicle list
24. Will recruitment of students for the Pinellas Center be from a specific geographic area, and will the contractor be responsible for recruitment of all students from a specific area?
Answer: Contractor will be responsible for recruiting students from the state of Florida.
25. This contract includes OA/CTS.
a. What is the recruitment and placement geographical area?
Answer: Florida
b. Does this contract recruit only for Pinellas or other Job Corps Centers?
Answer: Only Pinellas County Job Corps Center
c. What is the current recruiting and placement setup in the Virgin Islands? It doesn’t seem cost effective to have a full-time OA/CTS staff in the Virgin Islands for 23 arrivals and returning placements.
Answer: Boston Region receives students from the Virgin Islands. The Atlanta Region, specifically the Florida Centers, will accommodate these students from the Boston Region as the need arises.
26. Attachment J-13, National Staff Comp Data Report does not include Pinellas JCC. Please advise.
Answer: To be provided in a subsequent Amendment
27. Must the offeror’s strategies be consistent with the PRH in its current structure or is there flexibility for the offeror to incorporate responses to questions based on components of the E-Policy Structure and Content Organization?
Answer: Consistent with the PRH in its current structure.
28. Please clarify if there will be a Geographic Assignment Plan for the State of Florida.
Since there is a possibility of different OA Contractors at different centers all recruiting throughout the State of Florida, there would be a potential for different contractors recruiting in the same cities.
Answer: There will not be a Geographic Assignment Plan.
