Re: Solicitation No. DJJO-19-RFP-1081
Enclosed is a copy of the Request for Proposal DJJO-19-RFP-1081 to provide Mail Management, Warehousing, and Related (MMW&R) Support Services for the U.S.
Department of Justice.
Your proposal shall be submitted in two (2) separate parts in accordance with the instructions contained in Section L.13 of the solicitation.
Your technical proposal should not make reference to pricing data in order that evaluation thereof may be made strictly on the basis of technical merit. In order to ensure complete evaluation of each offeror’s technical merit, proposals must specify the technical approach proposed to satisfy DOJ requirements and not merely paraphrase the specifications contained in this RFP. It is essential that offerors clearly demonstrate in their technical proposal that they have the capability, experience, and necessary personnel required to furnish the products and/or services stipulated herein.
Proposals must be signed by an official authorized to bind the offeror and submitted in accordance with the marking instructions contained in Section L.16.1 of the solicitation.
Offerors should carefully read the entire solicitation package before submitting an offer.
However, you should pay particular attention to the following clauses and instructions, which are peculiar to this requirement:
1. The proposed contract type will be a combination firm-fixed price (FFP) and labor hour (LH) with both a definite quantity, definite delivery portion and an indefinite quantity, indefinite delivery portion.
2. The Government intends to make one (1) award under this solicitation. See Sections L and M for further details on proposal and award procedures.
3. Contractor-furnished property is required under this contract. Your attention is invited to Section C.16 for information concerning this requirement.
4. There are a number of security provisions contained in the solicitation. Your attention is invited to Section C.11, which sets forth these requirements. Additionally, please note that evidence that the offeror possesses a Top Secret Facility Clearance is required No Later Than the time set for the award decision (See Sections L.13.2.2 and M.2).
5. Your attention is invited to Section H.22 Small Business Subcontracting Arrangements.
6. A site visit will be scheduled for the LOC facility. Please see Sections L.8 and L.9 for additional information regarding the site visit.
7. If you have any detailed questions, please respond as indicated under Section L.10, Inquiries Concerning the RFP. The due date for QUESTIONS is 12:00 noon. (local time) October 01, 2019.
8. Section L.13 describes in detail the required content and format of your technical and price proposals.
9. Section M describes the evaluation factors that will be used to assess each proposal.
10. PROPOSALS ARE DUE ON OR BEFORE 12:00 noon, Eastern Standard Time (EST), NOVEMBER 01, 2019.
11. If the SF33 is not readable, or you are unable to access the current wage determination applicable to this solicitation, please request a copy via e-mail at denise.m.fines@usdoj.gov.
Your attention is invited to the fact that the Contracting Officer is the only individual who can legally commit or obligate the Government to an expenditure of public funds should a contract result by reason of a response to this Request for Proposal. This letter should not be interpreted as a contract or a commitment of any kind on the part of the U.S. Government to award a contract. Furthermore, any contract resulting from this solicitation will be subject to all laws and regulations in effect at the time of the contract award.
Lastly, Offerors are reminded of the fact that communications with Government technical personnel are strictly forbidden. The circumstances of such contact, when verified, may result in non-consideration of the offeror’s proposal.
