POSITION DESCRIPTIONS FOR AVAILABLE LABOR CATEGORIES
CONTRACT DIRECTOR (CD): The CD has overall responsibility for managing Contractor performance of all work required and functions set forth in provided Statement of Work, and serves as the principal contact point for the Contractor with the Government. The CD shall have a comprehensive knowledge of general support services functions provided under this contract; a comprehensive knowledge of the operation and use of personal computers; and a minimum of five years of supervisory experience in handling time-sensitive, service-oriented functions. The five years must include at least three years in the successful management of service activity equivalent in scope and complexity to the requirement in this contract. The CD is a senior manager responsible for coordinating the management of all work performed under the contract.
The CD shall have the full authority to act for the Contractor in the performance of the required work and services under all task orders. The CD works independently or under the general direction of senior level Contractor business management on all phases of performance, including contract management, project/task management, coordination of workloads and resource needs, and coordination with corporate resources and management, and has direct accountability for the technical correctness, timeliness, and quality of work performed under the contract. The CD (and all Deputy Contract Directors) shall have broad and deep knowledge of general administrative support services, business administration, and human resources management, and shall have excellent oral and written communications skills, thus ensuring that the Contractor has the capability of performing all the work. Periodic meetings may also be required; for example, joint meetings with the contracting officer representative (COR) and/or his/her designee to review scheduling, priorities, funding, performance issues, etc.
The CD's responsibilities shall include the following:
- Direct and review the work of all Contractor personnel each workday to ensure compliance with standards and operating procedures and the requirements of this contract.
- Direct the various support services required under this contract.
- Recommend to the COR new or proposed revisions, as appropriate, to guidelines and instructions to ensure efficient and effective operations.
- Provide on-the-job training in methods and procedures to newly assigned staff, and develop visual aids, as required, to promote operational efficiency.
- Direct data gathering for various productivity reports, and conduct internal surveys as required.
- Resolve working level complaints and/or problems, resolve all other operational problems within the scope of this contract, and prepare responses within established timeframes to all written service complaints received by the COR.
- Ensure that routine maintenance on equipment is performed, and institute system changes to accommodate increased workload and DOJ organizational changes.
- Ensure that adequate personnel are available to accomplish required work, and initiate replenishment actions for expendable supplies furnished by the Government.
- Develop and implement quality control procedures, monitor the work produced under this contract, and initiate corrective actions to ensure conformance with established standards and procedures.
- Review and update, on a semiannual basis, individual task orders issued under this contract to reflect changes in work methods, standards, and operating procedures. When work is performed at times other than described, or when the CD is not present, the Contractor shall designate an equally qualified and responsible person to act as CD.
DEPUTY CONTRACT DIRECTOR (DCD): The DCDs report to the CD and have responsibility for assisting with the management of Contractor performance of all work required and functions set forth in this Statement of Work (SOW). The DCDs shall have a comprehensive knowledge of service functions provided under this contract; a working knowledge of the operation and use of personal computers; and a minimum of two years of supervisory experience handling time-sensitive, service-oriented functions. DCDs assist the CD in managing high volumes of work for particular organizations. DCDs may be delegated authority over a functional area, e.g., warehouse work or data entry support, or over a particularly large project, or group of projects, should the volume of work warrant it. DCDs must be capable of performing all management and coordinating functions as assigned by the CD, and will be required to attend numerous periodic and ad hoc meetings with the COR and program managers.
The DCDs' responsibilities shall include the following:
- Act as a team leader in the work of all Contractor personnel to ensure compliance with standards and operating procedures and the requirements of this contract. The DCD shall confer with the CD to address problems related to the personnel employed under this contract, and assist in the resolution of all personnel problems.
- Assist in providing on-the-job training in methods and procedures to newly assigned staff, and develop visual aids, as required, to promote operational efficiency.
- Assist in data gathering for various productivity reports, and conduct internal surveys as directed.
- Resolve working level complaints and/or problems, and resolve other operational problems within the scope of this contract
- Ensure that routine maintenance on equipment is performed, and participate in system changes to accommodate increased workload and DOJ organizational changes.
- Ensure that adequate personnel are available to accomplish required work, and initiate replenishment actions for expendable supplies furnished by the Government.
AUTOMATION CLERK: Uses some subject-matter knowledge and judgment to complete assignments consisting of numerous steps that vary in nature and sequence. Selects from alternative methods and refers problems not solvable by adapting or interpreting substantive guides, manuals, or procedures. Typical duties include: assisting in a variety of administrative matters; maintaining a wide variety of financial or other records; verifying statistical reports for accuracy and completeness; and handling and adjusting complaints. May also direct lower level clerks. Positions above level IV are excluded. Such positions (which may include supervisory responsibility over lower level clerks) require workers to use a thorough knowledge of an office's work and routine to: 1) choose among widely varying methods and procedures to process complex transactions; and 2) select or devise steps necessary to complete assignments. Typical jobs covered by this exclusion include administrative assistants, clerical supervisors, and office managers.
AUTO MECHANIC: The mechanic shall be able to independently perform the following duties: Oil changes, tire Rotations and wheel balancing, complete brake work (pads, rotors, etc), standard vehicle multi-point inspections, vehicle computer diagnostics, diesel engine repairs experience (preferred, not mandatory), assist with vehicle shop cleanliness and shop tool inventory, must be in good physical condition.
- Qualifications and Education Requirements: Must have valid driver’s license, previous vehicle repair work experience is required
BUDGET ANALYST I: Formulates and analyzes and/or administers and monitors an organization's budget. Typical duties include: Preparing budget estimates to support programs;
presenting and justifying budget estimates; administering approved budgets and determining funding requirements within authorized limits; evaluating and administering requests for funds and monitoring and controlling obligations and expenditures; and developing and interpreting budget policies. As a trainee, performs a variety of clearly-defined tasks assigned to increase the employee's knowledge and understanding of budget concepts, principles, practices, and procedures. Assists in the development of budgets by comparing projected costs to schedules; or assists in budget administration by examining and highlighting obvious deviations in reports listing the status of financial obligations and expenditures. Work is performed under close supervision. Assignments are clearly defined, methods are specified, and items to be noted and referred to supervisor are identified.
BUDGET ANALYST II: Performs all the duties as a Budget Analyst I in addition to the following duties: Performs routine and recurring budget analysis duties which typically facilitate more complex review and analysis performed by supervisors or higher-level budget analysts.
Initial assignments are designed to expand practical experience and to develop judgment in applying basic budget analysis techniques. Follow specific guidelines and previous budget reports in analyzing budgets for operating programs which are uniform and repetitive. Typical duties include:
- Budget development: Assisting operating officials in preparing budget requests and justifications by gathering, extracting, reviewing, verifying, and consolidating a variety of narrative and statistical data; examining budget requests for accuracy and conformance with procedures and regulations; and comparing budget requests with prior year estimates and current operating reports; and/or
- Budget administration: Screening requests for allocations of approved budgets and recommending approval, disapproval, or modification based on availability of funds and conformance with regulations; analyzing operating reports to monitor program expenditures and obligations; and summarizing narrative and statistical data in budget forms and reports.
Applies previously learned skills to perform routine work independently. Supervisor provides information regarding budgetary actions to be performed, organizational functions to be covered, and specific instructions for unfamiliar work or complex problems.
BUDGET ANALYST III: Contractor performs all the duties of a Budget Analyst II in addition to the following: Uses knowledge of commonly used budgetary procedures and practices, regulations, and organizational policies to analyze budgets for relatively stable operations (e.g., minor budget reprogramming is required two or three times a year). Forecast funding needs for operating programs with varying annual requirements for goods, services, equipment, and personnel. Typical duties include:
- Budget development: Review and verifies budget data for consistency with financial and program objectives; formulates and revises budget estimates; validates justifications through comparisons with operating reports; and explores funding alternatives based on precedents and guidelines; and/or
- Budget administration: Certify obligations and expenditures, monitors trends in spending, and anticipates funding and reprogramming needs; within established limits, recommends transfer of funds within accounts to cover increased expenditures; assembles data for use in preparing budget and program evaluations; and recommends the approval of or revises requests for allotments.
- Carry out assignments independently in accordance with standard procedures and practices. Supervisor provides assistance on unfamiliar or unusual problems. May perform more complex assignments to assist supervisor or higher level analyst.
BUDGET ANALYST IV: contractor performs all of the duties of a Budget Analyst III, in addition to the following: Provides analytical support for budgets which require annual modifications due to changing work processes, resource needs, funding requirements, or fluctuating revenue. Interprets guidelines and precedents and advises operating managers concerning budgeting policies. May recommend new budgeting techniques. Typical duties include:
- Budget development: Performs in-depth analysis of budget requests using techniques such as cost-benefit analysis and program trade-offs, and by exploring alternative methods of funding; writes and edits justifications for higher level approval; coordinates the compilation and evaluation of information required for executive level budget meetings; confers on modifications to budget requests; and interprets, revises, and develops procedures and instructions for preparing and presenting budget requests; and/or
- Budget administration: Prepares a variety of reports detailing the status of funds, expenses, and obligations; identifies trends and recommends adjustments in program spending; advises management on budgeting deadlines and alternative means of accomplishing budgetary objectives; and serves as budgeting liaison between managers and staff of various organizational programs.
- Participate with supervisor in determining deadlines for assigned projects, which are linked to the budget cycle and typically require more than a year for completion. Work independently for several months at a time, with little review, while work progresses.
BUDGET SPECIALIST: This position singularly manages and supports all financial aspects of programs having national impact. The following are some of the daily job duties which reflect the evolving and ever-increasing responsibilities as the financial manager: Processes and tracks all activities related to expenditures, payments, and requisitions; assists with formulating short and long-range budget plans; provides regular budget submissions and reporting to executive management; manages complex financial databases to record all funding documents, spending accounts, individual expenditures, and reimbursable agreements. Maintains the ability for components to manage and initiate financial decisions and forecast future requirements. Assist in the preparation and formulation of the annual budget submission which includes the planned accomplishments, cost breakouts, growth and reduction, cost savings and risk assessments.
Maintains an accounting system for services provided and items purchased. Submits budget load for all direct funds received, planned by quarterly allotments, sub-program, and sub-object classification. Prepares and submits requisition packages electronically and reviews quotes and all supporting documentation ensuring compliance with policy and guidelines. Ensures vendors are registered to appropriate system and obtain appropriate banking information when required for inclusion in the financial system to ensure minimal delays in awarding contracts. Prepare incoming invoices for payment to contracting officer ensuring funds availability and correct tax identification number. Utilizes software to monitor and track commitments and obligations to ensure balances are accurate and correctly charged to proper fund codes and to ensure timely obligation of committed funds in addition to recording obligations in database and notifying requester of purchase order issuance. Coordinates with staff, vendors, and contracting officers to resolve conflicting payment and or status of funds issues and make recommendations to resolve issues and discrepancies to minimize or eliminate potential penalty fees. Complete monthly credit card reconciliation submission and request for increased purchase card funding allotments.
Completes quarterly de-obligation budget reports and assist with end of year budget account closeouts. Reviews and reconciles funding data with financial reports on all Reimbursable Agreements (RA) received and prepare monthly obligation/expenditure reports for monthly Intra-Governmental Payment and Collection (IPAC) payments. Composes letters, memorandums, forms, etc., to justify increases or decreases in funding levels, execute transfer of funds, and corrections to quarterly analysis. Assigns and administers budget spend codes and allotments. Assembles and compiles background data and documentation in support of requested budget tasks. Interfaces and maintains positive rapport with all levels of personnel, vendors, contracting officers, executive management, field office personnel, and other component personnel through direct, telephonic, and electronic contact. Serves as the point of contact for the funding process of re-appropriating funds for programs which include monitoring and reporting of all funds identified as obligated and expended under previous appropriation authority.
Generates weekly and monthly status reports via email and conferencing with executive management and other executives to ensure all parties remain apprised of financial information impacting the program. Provides training to coworkers on various financial duties within unit and provide support on function capabilities within financial databases and systems. Issues property sheets on new equipment purchased for inclusion into the system and provides direct assistance with resolving open items for on-order reports. Prepare requests for the budget office to establish travel authorization numbers for selected projects. Tracks all expenditures against travel request numbers and reports on any discrepancies and requests travel authorization number closure upon project completion.
- Minimum Experience Requirements: Minimum of 10 years work experience in the financial management field. Have working knowledge of budget policies, procedures, and practices. Have working knowledge of out-year budget forecasting/planning/cost estimation. Have working knowledge of budget execution. Have working knowledge of preparing and drafting budget justifications/federal budget formulation. Have working knowledge of the Microsoft Office Suite
BUS DRIVER: The Bus Driver drives bus to transport passengers over specified routes to local or distant points according to time schedule, assists passengers with baggage and collects tickets or cash fares, regulates heating, lighting, and ventilating systems for passenger comfort, complies with local traffic regulations, and reports delays or accidents. The Bus Driver records cash receipts and ticket fares, may make repairs and change tires, may inspect bus and check gas, oil, and water before departure, load or unload baggage or express checked by passengers in baggage compartment; transports pupils between pickup points and school, and may drive diesel or electric powered transit bus to transport passengers over established city route. Bus drivers must have a commercial driver’s license (CDL). This can sometimes be earned during on-the-job training. A bus driver must possess a clean driving record and often may be required to pass a background check. They also must meet physical, hearing and vision requirements. In addition, bus drivers often need a high school diploma or the equivalent.
COMPUTER OPERATOR: The Computer Operator monitors and operates the control console of either a mainframe digital computer or a group of minicomputers, in accordance with operating instructions, to process data. Work is characterized by the following: Studies operating instructions to determine equipment setup needed. Load equipment with required items (tapes, cards, paper, etc.). Switches necessary auxiliary equipment into system; diagnoses and corrects equipment malfunctions; Reviews error messages and makes corrections during operation or refers problems; maintains operating record. This operator may test run new or modified programs and assists in modifying systems or programs. Included within the scope of this definition are fully qualified Computer Operators, trainees working to become fully qualified operators, and lead operators providing technical assistance to lower level positions. This operator may test run new or modified programs and assists in modifying systems or programs.
COMPUTER SPECIALIST: Performs computer functions such as booting, electronic data transfers, and data input, and generates printouts in various forms. Ensure integrity and security of database. Provide hands-on support to Computer Operator(s) in resolving hardware and software problems, installation and maintenance of equipment, and general training in use of systems. Work with Computer Operator(s) in resolving complicated problems, and pursuing problem resolution by either researching answers or requesting technical assistance. Ensure that all reports are generated and distributed in a timely manner. Train Computer Operator(s) on common problem resolution and special functions in troubleshooting. Maintain operational documentation, inventories, logs, and appropriate backup library. Must have experience in assigning work and supervising Computer Operator(s), and thorough knowledge of computer technology, office automation, personal computers, and telecommunications principles and standards. Must have knowledge of networking principles and Microsoft Suite. Required skills include the ability to carry out approved error recovery procedures; excellent written and interpersonal communications skills; and the ability to work independently.
CORRESPONDENCE MANAGEMENT SPECIALIST: Receive, review, analyze, and route categories of incoming correspondence defined by the agency served, such as correspondence addressed to the agency in general, addressed to the agency head with no personal marking or attention line. Analyze and route correspondence to the correct agency component or to another Federal agency as appropriate based on knowledge of inter- and intra-agency programs and organizations. Handle sensitive documents in accordance with agency policies and procedures.
Establishes and maintains records in accordance with agency policy and manuals, and the General Records Schedules. Keeps informed of priority issues and Governmental activities in general to ensure that official correspondence is assigned in conformance with established policies. Must be a high school graduate or equivalent. Must have good reading and communications skills, and the ability to print clearly, pay attention to detail, and work with others in a team situation. Knowledge of the agency, other Federal agencies, and USPS is required to process incoming and outgoing mail, including USPS Express Mail, established distribution patterns, codes, and time standards. Must have the ability to operate a variety of office equipment, e.g., personal computers, photocopiers, telephone systems, fax machines, calculators, and autopen. A CONFIDENTIAL, SECRET, or TOP SECRET clearance may be required for the handling of highly sensitive documents.

Handle sensitive documents in accordance with agency policies and procedures. Establishes, maintains, retires, and destroys records in accordance with agency policy and manuals, and the General Records Schedules.
Perform data entry and verification using contemporary ADP entry devices. The data consist of categories of correspondence specified by the agency served, such as correspondence addressed to the agency in general. Creates correspondence records in the automated tracking system and updates with appropriate information. Assure that the database is current and accurate for those items entered. Keeps informed of priority issues and Governmental activities in general to ensure that official correspondence is assigned in conformance with established policies. Must have excellent reading, writing, and communications skills, and the ability to pay attention to detail, and work with others in a team situation. Experience in the data processing field is essential. Knowledge of the agency, other Federal agencies, and USPS is required to process incoming and outgoing mail, including USPS Express Mail, established distribution patterns, codes, and time standards. CRIMINAL ANALYST I: Perform data entry and analysis that supports the exchange of information between foreign and domestic law enforcement agencies. Receive and review law enforcement information from domestic and foreign law enforcement organizations and take appropriate follow-up action(s). Collect, evaluate, analyze and synthesize data from myriad of sources in order to generate reports that support appropriate actions. Perform database queries and annotate results in case files. Prepare case files for further investigation by criminal investigators. Search intelligence and law enforcement databases and information systems and open source data repositories and ensure its correlation with information in databases, message traffic and other formats. Support the development and implementation of information strategies through the management, deployment and use of key information resources, including resource identifications and data maintenance. Timely respond to requests by domestic and foreign law enforcement agencies seeking criminal and administrative investigative assistance from DOJ.
Analyze and prepare case reports in compliance with policies and procedures. Review, edit, and draft concise summaries describing factual situations including criminal activity and judicial procedures. Review, edit, and draft citations to criminal statutes and penalties, arrest warrant information, and personal identifiers ensuring proper form, accuracy and completeness. Transmit case information, as appropriate, to law enforcement personnel internal and external. Participate in training programs and subject matter expert meetings and conferences. Maintain currency in investigative resources and techniques. Perform other related duties as assigned by the Senior Criminal Analyst.
- Required Experience, Skills and Education:
Some knowledge of matters pertaining to the criminal justice system, terrorism, transnational organized crime and international police cooperation. Experience with gathering data, analyzing findings, and documenting results. Demonstrated ability to establish and maintain professional relationships within a law enforcement community.
Proficient with Microsoft Office applications. Demonstrate ability to effectively communicate orally and in writing. Ability to use electronic and open sources such as the worldwide web to perform research and collect relevant information. Ability to perform as a member of a team. Possess a bachelor’s degree in a relevant field of study. Ability to obtain and maintain a SECRET security clearance.

Carry a more extensive case load that requires more daily upkeep activity. Assist in developing new program initiatives for respective Divisions. Train and mentor new Criminal Analysts (contractors only). Perform periodic program compliance and quality control duties. Cross-trained in most or all crime areas in respective Divisions.
Mid-level position that requires prior experience as a Criminal Analyst and may require up to five (5) years of experience as an intern/contractor, experience as a federal (military or civilian), state, local or tribal law enforcement officer or experience in intelligence analysis. Some knowledge of matters pertaining to the criminal justice system, terrorism, transnational organized crime and international police cooperation. Experience with gathering data, analyzing findings, and documenting results. Demonstrate ability to establish and maintain professional relationships within a law enforcement community.

CRIMINAL ANALYST III: Facilitate the data entry and analysis that supports the exchange of information between foreign and domestic law enforcement agencies. Liaise with representatives from federal, state, local and tribal law enforcement agencies, as well as, international organizations and foreign governments. Review law enforcement information from domestic and foreign law enforcement organizations and evaluate that information for proper form and completeness. Assist in the preparation of case files for further investigation by criminal investigators. Recommend new processes or modifications to existing processes and procedures that lead to greater efficiencies and effectiveness of analysis. Use analytical methods to formulate and develop law enforcement products for senior leaders. Monitor current intelligence and open source information pertaining to specified areas of interest to leaders. Generate intelligence- and law-enforcement-based assessments for use during mission-planning cycles.
Analyze and prepare case reports in compliance with policies and procedures. Assist in the transmission of leads to appropriate law enforcement personnel internal and external to. Ensure criminal analysts timely respond to requests by domestic and foreign law enforcement agencies seeking criminal and administrative investigative assistance. Mid- to senior-level professional with at least ten (10) years of experience that includes federal (military or civilian), state, local or tribal law enforcement officer or experience in intelligence analysis. Experience working in an international environment is highly desirable. Ability to identify and analyze problems and generate recommended solutions based upon experience working with domestic or foreign law enforcement agencies.
Sound theoretical and operational knowledge of matters pertaining to terrorism, transnational organized crime and international police cooperation. Demonstrated ability to establish and maintain professional relationships within a law enforcement community.
Proficient with Microsoft Office applications. Ability to use electronic and open sources such as the worldwide web to perform research and collect relevant information.
Demonstrated ability to lead and manage a team of entry level and less experience criminal analysts. Demonstrated ability to effectively communicate orally and in writing.
Ability to prepare and deliver presentations to law enforcement audiences. Possess a bachelor’s degree, or preferably, a master’s degree in a relevant field of study. Ability to maintain a SECRET security clearance. U.S. Citizenship.
DATA ANALYST: Duties: Provide organization and management of procurement requests using an electronic financial management system: Review data (completeness of information, proper execution); Obtain additional information from other components when applicable;
Establish/maintain physical file; Notify parties as per established protocol; Reconcile inconsistencies; Maintain internal status information on the procurement requests submitted for processing on behalf of the courts; Assure information is accurate and perform analytical computations necessary to process data; Verify receipt of good/services and reconcile purchases;
Distribute and receive documents; Assist lead analyst or official in obtaining/collecting all documents/information to complete request file; Provide administrative information and assistance concerning request to other processing units and courts.; Extract data from agency data base for management and program reports; Perform word processing relevant to request documentation; Perform data entry relevant to request.
DRIVER: Operates various types of Government-furnished motor vehicles to transport time-sensitive items to various locations within the Washington metropolitan area, or transfer supplies, furniture, equipment, etc. Must have a valid State operator's permit for the type of vehicle being operated and a proven safe driving record as established by the National Driver Register or equivalent check, both of which the Contractor shall provide proof. Driver must be a high school graduate or equivalent. Must have good reading and communications skills; the ability to print clearly; proper handling of incoming and outgoing mail; general familiarity with distribution schedules and routes; the ability to pay close attention to detail; and the ability to work well with others.
DUPLICATING PHOTOCOPY OPERATOR: Operates high speed digital multi-functional printers. Adjusts and operates power staplers, multi-head drills, paper cutter, and various binding equipment. Responsible for digital and hardcopy job set-up and operations, and routine maintenance of equipment. Maintains job production records specifying quantity, production times, and material used. Completes requisition forms when supplies are needed. Maintains records related to machine maintenance and down-time. Responsible for assuring that equipment, supplies, and other associated materials are available so that the operation is ready to meet requests for publishing services. Must have the ability to operate and perform adjustments and minor repairs on a wide assortment of printing and binding equipment.
ELECTRONICS TECHNICIAN I: Applies technical knowledge to perform simple or routine tasks following detailed instructions. Performs such tasks as replacing components and wiring circuits; repairing simple electronic equipment; and taking test readings using common instruments such as digital multi-meters, signal generators, semiconductor testers, curve tracers, and oscilloscopes. Receives technical guidance, as required, from supervisor or higher level technician. Work is spot-checked for accuracy.
ELECTRONICS TECHNICIAN II: Contractor performs all the duties of an Electronics Technician I, in addition to the following. Applies comprehensive technical knowledge to solve complex problems by interpreting manufacturers' manuals or similar documents. Work requires familiarity with the interrelationships of circuits and judgment in planning work sequence and in selecting tools and testing instruments. Receives technical guidance, as required, from supervisor or higher level technician, and work is reviewed for compliance with accepted practices. May provide technical guidance to lower level technicians.
ELECTRONICS TECHNICIAN III: Contractor performs all the duties of an Electronics Technician II, in addition to the following: Applies advanced technical knowledge to solve unusually complex problems that typically cannot be solved solely by referencing manufacturers' manuals or similar documents. Examples of such problems include determining the location and density of circuitry, evaluating electromagnetic radiation, isolating malfunctions, and incorporating engineering changes. Work typically requires a detailed understanding of the interrelationships of circuits. Exercises independent judgment in performing such tasks as making circuit analyses, calculating wave forms, and tracing relationships in signal flow. Uses complex test instruments such as high frequency pulse generators, frequency synthesizers, distortion analyzers, and complex computer control equipment. Work may be reviewed by supervisor for general compliance with accepted practices. May provide technical guidance to lower level technicians.
ELECTRONICS TECHNICIAN IV: Performs a variety of duties in the electronic, mechanical, electromechanical, or optical areas. This must include use of manual and automated test equipment (volt-amp meters, oscilloscopes, signal test generators, power supplies, counters, etc.). Knowledge of computerized test equipment, with some hands on is desirable. Works from engineering drawings and written or verbal instructions. Assists with environmental testing and accurately recording test data. Performs test and quality assurance operations requiring use of electronic test equipment in accordance with verbal and written instruction. Sets up test apparatuses and conducts tests of production assemblies and units following methods, procedures, standards, and sequences. Uses hand and small power tools and various measuring and testing devices in performing job duties. Assists technicians, engineering aides and engineers as directed. Records test data, maintain test data file system, shop routing documentation and accept/reject data for production & some engineering units. Assists in determining if failure is attributed to product or test equipment. Constructs, troubleshoots, tests, and maintains electromechanical, mechanical, optical, pneumatic, hydro mechanical, and pressure-type measuring and indicating instruments, devices, or systems as needed. Performs calibration and alignment checks; makes adjustments, modifications and replacements as directed; prepares prescribed compounds and solutions. Corrects malfunctions by making adjustments or replacing parts or components as directed. Calibrates electronic test measuring equipment and signal generating equipment to conform to set standards. Tests, calibrates, adjusts, and maintains. Sets up calibration sequences, methods and procedures according to detailed specifications, blueprints, drawings, and requirements; assembles and performs limited internal analytical testing of small to medium units of average complexity, component assemblies, and small systems working under close direction and supervision; or assembles complete major systems and complex and unique electromechanical units, working under close direction and supervision Maintain a positive work atmosphere by acting and communicating in a manner that is cooperative and supportive of customers, co-workers and managers. - Qualifications/Requirements: Associates degree with 5-6 years relevant work experience related to testing and troubleshooting electronic circuits required. The successful candidate will have experience to include: knowledge of electronic components, use of manual and automated test equipment (multi-meters, oscilloscopes, signal generators, etc). Working knowledge (formal training and practical experience) of engineering drawings, wiring diagrams, and electronic schematics. FINANCIAL MANAGEMENT SPECIALIST: Formulates and conducts policy, and analyzes and assists senior level officials in identifying available policy options, with a full appreciation of the expected social impacts, costs, and the probability for successful implementation.
Promotes, plans, and conducts program evaluation efforts, and coordinates with senior staff in establishing and assessing program objectives, performance, effectiveness, and efficiency.
Develops for review and execution by senior staff, financial management policies, programs, and systems in the areas of policy and program analysis, program authorization, program and financial planning, budget formulation, and management reporting. Must have a thorough knowledge of financial management principles, and experience related to organizing work, establishing priorities for diverse functions, and evaluating programs within the delegated area of responsibility. Must also possess knowledge and experience in areas related to operating plans, procurement and accounting practices, and systems development and implementation. Effective oral communications skills are essential for required briefings to senior management officials, as well as the ability to generate concise written communications such as technical and administrative reports and directives. Experience with various software is essential.
FINANCIAL SPECIALIST I: Maintains an accounting system for services provided and items purchased. Issues Document Control Numbers for funds expenditures, inputs data, and maintains control books for all funds obligated and expended. As required, enters and retrieves data from spreadsheets and prepares recurring and special reports on the status of funds. Review financial source documents to include requisitions for goods and services, travel authorizations, and invoices for proper cost center codes and other necessary information to include approvals.
Composes for review, narrative material, tables, graphs, and charts related to the status of funds.
Coordinates with staff to resolve conflicting issues related to the status of funds. Must have familiarity with the facets of financial management, the Federal budget process, budget analyses, and accounting systems. Must possess the ability to readily enter, manipulate, and retrieve data, and have a general familiarity with various automated systems. Skill in communications, both oral and written, is essential.
FINANCIAL SPECIALIST II: Establishes and maintains an accounting system for services provided and items purchased. Inputs data and maintains control books for all funds obligated and expended. Review for correctness and completeness, financial source documents such as requisitions for goods and services, travel authorizations, and invoices. Compose narrative material, tables, graphs, and charts relating to the status of funds. Coordinates with staff to resolve conflicting issues related to the status of funds. Must have thorough knowledge and broad experience of financial management principles, the Federal budget process, budget analyses, and accounting systems. Candidate must demonstrate a thorough knowledge of various automated systems. Also required are excellent written and interpersonal communications skills.
FORKLIFT OPERATOR: The Forklift Operator operates a manually controlled gasoline, electric or liquid propane gas powered forklift to transport goods and materials of all kinds within a warehouse, manufacturing plant, or other establishment.
KEY ENTRY OPERATOR I: Work is routine and repetitive. Under close supervision or following specific procedures or detailed instructions, works from various standardized source documents which have been coded and require little or no selecting, coding or interpreting of data to be entered. Refer to supervisor problems arising from erroneous items, codes, or missing information.
KEY ENTRY OPERATOR II: This position requires the application of experience and judgment in selecting procedures to be followed, and searching for interpreting, selecting, or coding items to be entered from a variety of document sources.
