Section J, Attachment 20

POSITION DESCRIPTIONS FOR AVAILABLE LABOR CATEGORIES

CONTRACT DIRECTOR (CD): The CD has overall responsibility for managing Contractor performance of all work required and functions set forth in provided Statement of Work, and serves as the principal contact point for the Contractor with the Government. The CD shall have a comprehensive knowledge of general support services functions provided under this contract; a comprehensive knowledge of the operation and use of personal computers; and a minimum of five years of supervisory experience in handling time-sensitive, service-oriented functions. The five years must include at least three years in the successful management of service activity equivalent in scope and complexity to the requirement in this contract. The CD is a senior manager responsible for coordinating the management of all work performed under the contract.

The CD shall have the full authority to act for the Contractor in the performance of the required work and services under all task orders. The CD works independently or under the general direction of senior level Contractor business management on all phases of performance, including contract management, project/task management, coordination of workloads and resource needs, and coordination with corporate resources and management, and has direct accountability for the technical correctness, timeliness, and quality of work performed under the contract. The CD (and all Deputy Contract Directors) shall have broad and deep knowledge of general administrative support services, business administration, and human resources management, and shall have excellent oral and written communications skills, thus ensuring that the Contractor has the capability of performing all the work. Periodic meetings may also be required; for example, joint meetings with the contracting officer representative (COR) and/or his/her designee to review scheduling, priorities, funding, performance issues, etc.

The CD's responsibilities shall include the following:

- Direct and review the work of all Contractor personnel each workday to ensure compliance with standards and operating procedures and the requirements of this contract.

- Direct the various support services required under this contract.

- Recommend to the COR new or proposed revisions, as appropriate, to guidelines and instructions to ensure efficient and effective operations.

- Provide on-the-job training in methods and procedures to newly assigned staff, and develop visual aids, as required, to promote operational efficiency.

- Direct data gathering for various productivity reports, and conduct internal surveys as required.

- Resolve working level complaints and/or problems, resolve all other operational problems within the scope of this contract, and prepare responses within established timeframes to all written service complaints received by the COR.

- Ensure that routine maintenance on equipment is performed, and institute system changes to accommodate increased workload and DOJ organizational changes.

- Ensure that adequate personnel are available to accomplish required work, and initiate replenishment actions for expendable supplies furnished by the Government.

- Develop and implement quality control procedures, monitor the work produced under this contract, and initiate corrective actions to ensure conformance with established standards and procedures.

- Review and update, on a semiannual basis, individual task orders issued under this contract to reflect changes in work methods, standards, and operating procedures. When work is performed at times other than described, or when the CD is not present, the Contractor shall designate an equally qualified and responsible person to act as CD.

DEPUTY CONTRACT DIRECTOR (DCD): The DCDs report to the CD and have responsibility for assisting with the management of Contractor performance of all work required and functions set forth in this Statement of Work (SOW). The DCDs shall have a comprehensive knowledge of service functions provided under this contract; a working knowledge of the operation and use of personal computers; and a minimum of two years of supervisory experience handling time-sensitive, service-oriented functions. DCDs assist the CD in managing high volumes of work for particular organizations. DCDs may be delegated authority over a functional area, e.g., warehouse work or data entry support, or over a particularly large project, or group of projects, should the volume of work warrant it. DCDs must be capable of performing all management and coordinating functions as assigned by the CD, and will be required to attend numerous periodic and ad hoc meetings with the COR and program managers.

The DCDs' responsibilities shall include the following:

- Act as a team leader in the work of all Contractor personnel to ensure compliance with standards and operating procedures and the requirements of this contract. The DCD shall confer with the CD to address problems related to the personnel employed under this contract, and assist in the resolution of all personnel problems.

- Assist in providing on-the-job training in methods and procedures to newly assigned staff, and develop visual aids, as required, to promote operational efficiency.

- Assist in data gathering for various productivity reports, and conduct internal surveys as directed.

- Resolve working level complaints and/or problems, and resolve other operational problems within the scope of this contract

- Ensure that routine maintenance on equipment is performed, and participate in system changes to accommodate increased workload and DOJ organizational changes.

- Ensure that adequate personnel are available to accomplish required work, and initiate replenishment actions for expendable supplies furnished by the Government.

AUTOMATION CLERK: Uses some subject-matter knowledge and judgment to complete assignments consisting of numerous steps that vary in nature and sequence. Selects from alternative methods and refers problems not solvable by adapting or interpreting substantive guides, manuals, or procedures. Typical duties include: assisting in a variety of administrative matters; maintaining a wide variety of financial or other records; verifying statistical reports for accuracy and completeness; and handling and adjusting complaints. May also direct lower level clerks. Positions above level IV are excluded. Such positions (which may include supervisory responsibility over lower level clerks) require workers to use a thorough knowledge of an office's work and routine to: 1) choose among widely varying methods and procedures to process complex transactions; and 2) select or devise steps necessary to complete assignments. Typical jobs covered by this exclusion include administrative assistants, clerical supervisors, and office managers.

AUTO MECHANIC: The mechanic shall be able to independently perform the following duties: Oil changes, tire Rotations and wheel balancing, complete brake work (pads, rotors, etc), standard vehicle multi-point inspections, vehicle computer diagnostics, diesel engine repairs experience (preferred, not mandatory), assist with vehicle shop cleanliness and shop tool inventory, must be in good physical condition.

- Qualifications and Education Requirements: Must have valid driver’s license, previous vehicle repair work experience is required

BUDGET ANALYST: Implements new and revised standards and procedures, including the design and implementation of manual and automated systems that track and monitor expenditures. Develops and prepares recurring and special reports, allocation tables, and allotments for various costs. Prepares and/or analyzes Reimbursement Agreements, contract services, and other expenditures, utilizing an automated accounting system. Analyzes anticipated and actual reimbursable earnings and supporting documentation, and initiates accounting recognition of earnings and billing actions, where appropriate. Certifies accuracy and/or prorates selected billings for reimbursable services. Maintains obligation and document control registers to monitor, reconcile, and control obligations. Participates in developing methods for distributing common services billed centrally; utilizes the principles of budget analysis to determine the adequacy of internal controls, and takes corrective actions as needed.

Must have a thorough knowledge and experience of the principles, concepts, and processes of budget preparation and analysis, and the ability to implement them in a practical manner in a complex organization. Must have a thorough knowledge of financial management principles and experience related to organizing work, establishing priorities for diverse functions, and evaluating programs from a budgetary standpoint, within the delegated area of responsibility.

Also required are excellent written and interpersonal communications skills, and the ability to work independently. Experience with various software is essential: Word, Excel

BUDGET SPECIALIST: This position singularly manages and supports all financial aspects of programs having national impact. The following are some of the daily job duties which reflect the evolving and ever-increasing responsibilities as the financial manager: Processes and tracks all activities related to expenditures, payments, and requisitions; assists with formulating short and long-range budget plans; provides regular budget submissions and reporting to executive management; manages complex financial databases to record all funding documents, spending accounts, individual expenditures, and reimbursable agreements. Maintains the ability for components to manage and initiate financial decisions and forecast future requirements. Assist in the preparation and formulation of the annual budget submission which includes the planned accomplishments, cost breakouts, growth and reduction, cost savings and risk assessments.

Maintains an accounting system for services provided and items purchased. Submits budget load for all direct funds received, planned by quarterly allotments, sub-program, and sub-object classification. Prepares and submits requisition packages electronically and reviews quotes and all supporting documentation ensuring compliance with policy and guidelines. Ensures vendors are registered to appropriate system and obtain appropriate banking information when required for inclusion in the financial system to ensure minimal delays in awarding contracts. Prepare incoming invoices for payment to contracting officer ensuring funds availability and correct tax identification number. Utilizes software to monitor and track commitments and obligations to ensure balances are accurate and correctly charged to proper fund codes and to ensure timely obligation of committed funds in addition to recording obligations in database and notifying requester of purchase order issuance. Coordinates with staff, vendors, and contracting officers to resolve conflicting payment and or status of funds issues and make recommendations to resolve issues and discrepancies to minimize or eliminate potential penalty fees. Complete monthly credit card reconciliation submission and request for increased purchase card funding allotments.

Completes quarterly de-obligation budget reports and assist with end of year budget account closeouts. Reviews and reconciles funding data with financial reports on all Reimbursable Agreements (RA) received and prepare monthly obligation/expenditure reports for monthly Intra-Governmental Payment and Collection (IPAC) payments. Composes letters, memorandums, forms, etc., to justify increases or decreases in funding levels, execute transfer of funds, and corrections to quarterly analysis. Assigns and administers budget spend codes and allotments. Assembles and compiles background data and documentation in support of requested budget tasks. Interfaces and maintains positive rapport with all levels of personnel, vendors, contracting officers, executive management, field office personnel, and other component personnel through direct, telephonic, and electronic contact. Serves as the point of contact for the funding process of re-appropriating funds for programs which include monitoring and reporting of all funds identified as obligated and expended under previous appropriation authority.

Generates weekly and monthly status reports via email and conferencing with executive management and other executives to ensure all parties remain apprised of financial information impacting the program. Provides training to coworkers on various financial duties within unit and provide support on function capabilities within financial databases and systems. Issues property sheets on new equipment purchased for inclusion into the system and provides direct assistance with resolving open items for on-order reports. Prepare requests for the budget office to establish travel authorization numbers for selected projects. Tracks all expenditures against travel request numbers and reports on any discrepancies and requests travel authorization number closure upon project completion.

- Minimum Experience Requirements: Minimum of 10 years work experience in the financial management field. Have working knowledge of budget policies, procedures, and practices. Have working knowledge of out-year budget forecasting/planning/cost estimation. Have working knowledge of budget execution. Have working knowledge of preparing and drafting budget justifications/federal budget formulation. Have working knowledge of the Microsoft Office Suite

BUS DRIVER: The Bus Driver drives bus to transport passengers over specified routes to local or distant points according to time schedule, assists passengers with baggage and collects tickets or cash fares, regulates heating, lighting, and ventilating systems for passenger comfort, complies with local traffic regulations, and reports delays or accidents. The Bus Driver records cash receipts and ticket fares, may make repairs and change tires, may inspect bus and check gas, oil, and water before departure, load or unload baggage or express checked by passengers in baggage compartment; transports pupils between pickup points and school, and may drive diesel or electric powered transit bus to transport passengers over established city route. Bus drivers must have a commercial driver’s license (CDL). This can sometimes be earned during on-the-job training. A bus driver must possess a clean driving record and often may be required to pass a background check. They also must meet physical, hearing and vision requirements. In addition, bus drivers often need a high school diploma or the equivalent.

COMPUTER OPERATOR: The Computer Operator monitors and operates the control console of either a mainframe digital computer or a group of minicomputers, in accordance with operating instructions, to process data. Work is characterized by the following: Studies operating instructions to determine equipment setup needed. Load equipment with required items (tapes, cards, paper, etc.). Switches necessary auxiliary equipment into system; diagnoses and corrects equipment malfunctions; Reviews error messages and makes corrections during operation or refers problems; maintains operating record. This operator may test run new or modified programs and assists in modifying systems or programs. Included within the scope of this definition are fully qualified Computer Operators, trainees working to become fully qualified operators, and lead operators providing technical assistance to lower level positions. This operator may test run new or modified programs and assists in modifying systems or programs.

COMPUTER SPECIALIST: Performs computer functions such as booting, electronic data transfers, and data input, and generates printouts in various forms. Ensure integrity and security of database. Provide hands-on support to Computer Operator(s) in resolving hardware and software problems, installation and maintenance of equipment, and general training in use of systems. Work with Computer Operator(s) in resolving complicated problems, and pursuing problem resolution by either researching answers or requesting technical assistance. Ensure that all reports are generated and distributed in a timely manner. Train Computer Operator(s) on common problem resolution and special functions in troubleshooting. Maintain operational documentation, inventories, logs, and appropriate backup library. Must have experience in assigning work and supervising Computer Operator(s), and thorough knowledge of computer technology, office automation, personal computers, and telecommunications principles and standards. Must have knowledge of networking principles and Microsoft Suite. Required skills include the ability to carry out approved error recovery procedures; excellent written and interpersonal communications skills; and the ability to work independently.

CORRESPONDENCE MANAGEMENT SPECIALIST: Receive, review, analyze, and route categories of incoming correspondence defined by the agency served, such as correspondence addressed to the agency in general, addressed to the agency head with no personal marking or attention line. Analyze and route correspondence to the correct agency component or to another Federal agency as appropriate based on knowledge of inter- and intra-agency programs and organizations. Handle sensitive documents in accordance with agency policies and procedures.

Establishes and maintains records in accordance with agency policy and manuals, and the General Records Schedules. Keeps informed of priority issues and Governmental activities in general to ensure that official correspondence is assigned in conformance with established policies. Must be a high school graduate or equivalent. Must have good reading and communications skills, and the ability to print clearly, pay attention to detail, and work with others in a team situation. Knowledge of the agency, other Federal agencies, and USPS is required to process incoming and outgoing mail, including USPS Express Mail, established distribution patterns, codes, and time standards. Must have the ability to operate a variety of office equipment, e.g., personal computers, photocopiers, telephone systems, fax machines, calculators, and autopen. A CONFIDENTIAL, SECRET, or TOP SECRET clearance may be required for the handling of highly sensitive documents.

CORRESPONDENCE MANAGEMENT ANALYST I: Receive, review, analyze, and route categories of incoming correspondence defined by the agency served, such as correspondence addressed to the agency in general, addressed to the agency head with no personal marking or attention line. Prepare written responses to citizen letters. Analyzes and routes correspondence to the correct agency component or another Federal agency as appropriate based on knowledge of inter- and intra-agency programs and organizations. Handle sensitive documents in accordance with agency policies and procedures. Establishes, maintains, retires, and destroys records in accordance with agency policy and manuals, and the General Records Schedules.

Perform data entry and verification using contemporary ADP entry devices. The data consist of categories of correspondence specified by the agency served, such as correspondence addressed to the agency in general. Creates correspondence records in the automated tracking system and updates with appropriate information. Assure that the database is current and accurate for those items entered. Keeps informed of priority issues and Governmental activities in general to ensure that official correspondence is assigned in conformance with established policies. Must have excellent reading, writing, and communications skills, and the ability to pay attention to detail, and work with others in a team situation. Experience in the data processing field is essential. Knowledge of the agency, other Federal agencies, and USPS is required to process incoming and outgoing mail, including USPS Express Mail, established distribution patterns, codes, and time standards. Must have the ability to operate a variety of office equipment, e.g., personal computers, photocopiers, telephone systems, facsimile machines, calculators, and autopen. A CONFIDENTIAL, SECRET, or TOP SECRET clearance may be required for the handling of highly sensitive documents.

CORRESPONDENCE MANAGEMENT ANALYST II: Coordinate and designate work assignments and distribute to appropriate sources for processing. Receive, review, analyze, and route categories of incoming correspondence defined by the agency served, such as correspondence addressed to the agency in general, addressed to the agency head with no personal marking or attention line. Prepare and edit written responses to citizen letters. Analyze and route correspondence to the correct agency component or another Federal agency as appropriate based on knowledge of inter- and intra-agency programs and organizations. Handle sensitive documents in accordance with agency policies and procedures. Establish, maintain, retire, and destroy records in accordance with agency policy and manuals, and the General Records Schedules. Perform data entry and verification using contemporary ADP entry devices.

Knowledge of the agency, other Federal agencies, and USPS is required to process incoming and outgoing mail, including USPS Express Mail, established distribution patterns, codes, and time standards. Must have the ability to operate a variety of office equipment, e.g., personal computers, photocopiers, telephone systems, facsimile machines, calculators, and autopen. A CONFIDENTIAL, SECRET, or TOP SECRET clearance may be required for the handling of highly sensitive documents.

DRIVER: Operates various types of Government-furnished motor vehicles to transport time-sensitive items to various locations within the Washington metropolitan area, or transfer supplies, furniture, equipment, etc. Must have a valid State operator's permit for the type of vehicle being operated and a proven safe driving record as established by the National Driver Register or equivalent check, both of which the Contractor shall provide proof. Driver must be a high school graduate or equivalent. Must have good reading and communications skills; the ability to print clearly; proper handling of incoming and outgoing mail; general familiarity with distribution schedules and routes; the ability to pay close attention to detail; and the ability to work well with others.

DUPLICATING PHOTOCOPY OPERATOR: Operates high speed digital multi-functional printers. Adjusts and operates power staplers, multi-head drills, paper cutter, and various binding equipment. Responsible for digital and hardcopy job set-up and operations, and routine maintenance of equipment. Maintains job production records specifying quantity, production times, and material used. Completes requisition forms when supplies are needed. Maintains records related to machine maintenance and down-time. Responsible for assuring that equipment, supplies, and other associated materials are available so that the operation is ready to meet requests for publishing services. Must have the ability to operate and perform adjustments and minor repairs on a wide assortment of printing and binding equipment.

ELECTRONICS TECHNICIAN I: Applies technical knowledge to perform simple or routine tasks following detailed instructions. Performs such tasks as replacing components and wiring circuits; repairing simple electronic equipment; and taking test readings using common instruments such as digital multi-meters, signal generators, semiconductor testers, curve tracers, and oscilloscopes. Receives technical guidance, as required, from supervisor or higher level technician. Work is spot-checked for accuracy.

ELECTRONICS TECHNICIAN II: Contractor performs all the duties of an Electronics Technician I, in addition to the following. Applies comprehensive technical knowledge to solve complex problems by interpreting manufacturers' manuals or similar documents. Work requires familiarity with the interrelationships of circuits and judgment in planning work sequence and in selecting tools and testing instruments. Receives technical guidance, as required, from supervisor or higher level technician, and work is reviewed for compliance with accepted practices. May provide technical guidance to lower level technicians.

ELECTRONICS TECHNICIAN III: Contractor performs all the duties of an Electronics Technician II, in addition to the following: Applies advanced technical knowledge to solve unusually complex problems that typically cannot be solved solely by referencing manufacturers' manuals or similar documents. Examples of such problems include determining the location and density of circuitry, evaluating electromagnetic radiation, isolating malfunctions, and incorporating engineering changes. Work typically requires a detailed understanding of the interrelationships of circuits. Exercises independent judgment in performing such tasks as making circuit analyses, calculating wave forms, and tracing relationships in signal flow. Uses complex test instruments such as high frequency pulse generators, frequency synthesizers, distortion analyzers, and complex computer control equipment. Work may be reviewed by supervisor for general compliance with accepted practices. May provide technical guidance to lower level technicians.

FINANCIAL MANAGEMENT SPECIALIST: Formulates and conducts policy, and analyzes and assists senior level officials in identifying available policy options, with a full appreciation of the expected social impacts, costs, and the probability for successful implementation.

Promotes, plans, and conducts program evaluation efforts, and coordinates with senior staff in establishing and assessing program objectives, performance, effectiveness, and efficiency.

Develops for review and execution by senior staff, financial management policies, programs, and systems in the areas of policy and program analysis, program authorization, program and financial planning, budget formulation, and management reporting. Must have a thorough knowledge of financial management principles, and experience related to organizing work, establishing priorities for diverse functions, and evaluating programs within the delegated area of responsibility. Must also possess knowledge and experience in areas related to operating plans, procurement and accounting practices, and systems development and implementation. Effective oral communications skills are essential for required briefings to senior management officials, as well as the ability to generate concise written communications such as technical and administrative reports and directives. Experience with various software is essential.

FINANCIAL SPECIALIST I: Maintains an accounting system for services provided and items purchased. Issues Document Control Numbers for funds expenditures, inputs data, and maintains control books for all funds obligated and expended. As required, enters and retrieves data from spreadsheets and prepares recurring and special reports on the status of funds. Review financial source documents to include requisitions for goods and services, travel authorizations, and invoices for proper cost center codes and other necessary information to include approvals.

Composes for review, narrative material, tables, graphs, and charts related to the status of funds.

Coordinates with staff to resolve conflicting issues related to the status of funds. Must have familiarity with the facets of financial management, the Federal budget process, budget analyses, and accounting systems. Must possess the ability to readily enter, manipulate, and retrieve data, and have a general familiarity with various automated systems. Skill in communications, both oral and written, is essential.

FINANCIAL SPECIALIST II: Establishes and maintains an accounting system for services provided and items purchased. Inputs data and maintains control books for all funds obligated and expended. Review for correctness and completeness, financial source documents such as requisitions for goods and services, travel authorizations, and invoices. Compose narrative material, tables, graphs, and charts relating to the status of funds. Coordinates with staff to resolve conflicting issues related to the status of funds. Must have thorough knowledge and broad experience of financial management principles, the Federal budget process, budget analyses, and accounting systems. Candidate must demonstrate a thorough knowledge of various automated systems. Also required are excellent written and interpersonal communications skills.

FORKLIFT OPERATOR: The Forklift Operator operates a manually controlled gasoline, electric or liquid propane gas powered forklift to transport goods and materials of all kinds within a warehouse, manufacturing plant, or other establishment.

KEY ENTRY OPERATOR I: Work is routine and repetitive. Under close supervision or following specific procedures or detailed instructions, works from various standardized source documents which have been coded and require little or no selecting, coding or interpreting of data to be entered. Refer to supervisor problems arising from erroneous items, codes, or missing information.

KEY ENTRY OPERATOR II: This position requires the application of experience and judgment in selecting procedures to be followed, and searching for interpreting, selecting, or coding items to be entered from a variety of document sources. The Key Entry Operator II may occasionally perform routine work as described for Key Entry Operator I.

LABORER I: Performs tasks which require mainly physical abilities and effort involving little or no specialized skill or prior work experience. The following tasks are typical of this occupation: Loads and unloads trucks, and other conveyances; moves supplies and materials to proper location by wheelbarrows or hand trucks; stacks materials for storage or binning; collects refuse and salvageable materials. Moves and arranges heavy pieces of office and household furniture, equipment, and appliances; moves heavy pieces of automotive, medical engineering, and other types of machinery and equipment. Spreads sand and salt on icy roads and walk-ways; picks up leaves and trash.

LABORER II: With Experience, Performs the following tasks will little to no supervision, which require mainly physical abilities and effort involving little or no specialized skill or prior work experience. The following tasks are typical of this occupation: Loads and unloads trucks, and other conveyances; moves supplies and materials to proper location by wheelbarrows or hand trucks; stacks materials for storage or binning; collects refuse and salvageable materials.

Digs, fills, and tamps earth excavations; levels ground using pick, shovel, tamper and rake;

shovels concrete and snow; cleans culverts and ditches; cuts tree and brush; operates larger power lawnmowers. Moves and arranges heavy pieces of office and household furniture, equipment, and appliances; moves heavy pieces of automotive, medical engineering, and other types of machinery and equipment. Spreads sand and salt on icy roads and walk-ways; picks up leaves and trash.

LABORER III: With Experience, As a team leader, assists with giving guidance to the Level I and Level II Laborers as to how to perform the following tasks, as well as performing the tasks themselves, which require mainly physical abilities and effort involving little or no specialized skill or prior work experience. The following tasks are typical of this occupation: Loads and unloads trucks, and other conveyances; moves supplies and materials to proper location by wheelbarrows or hand trucks; stacks materials for storage or binning; collects refuse and salvageable materials. Digs, fills, and tamps earth excavations; levels ground using pick, shovel, tamper and rake; shovels concrete and snow; cleans culverts and ditches; cuts tree and brush;

operates larger power lawnmowers; operates large heavy machinery equipment. Moves and arranges heavy pieces of office and household furniture, equipment, and appliances; moves heavy pieces of automotive, medical engineering, and other types of machinery and equipment.

Spreads sand and salt on city roads and walk-ways; picks up leaves and trash.

LOCKSMITH: The locksmith shall be able to independently perform the following duties:

Installing, maintaining, and repair of mechanical and electronic locking devices. Removing and installing associated door hardware (hinges, handles, strike plates, closures, etc.). Set and change safe combinations; install, maintain, and adjust door panic devices, pin and master pin a lock, key duplication, set and change combination locks, master key system creation and implementation, understand high security lock systems, etc. Previous locksmith work experience is required and should be certified as a professional locksmith through a well-known or industry accepted institution.

MAIL CLERK: This position follows clearly detailed specific procedures in completing several repetitive clerical steps performed in a prescribed or slightly varied sequence, such as coding and filing documents in an extensive alphabetical file; could involve simple posting to individual accounts, opening mail, calculating and posting charges to departmental accounts, operating basic office equipment, e.g., photocopier, facsimile, multi-line phone/voicemail systems, mailing machines, and minimal computer programs. Little or no subject-matter knowledge is required, but the clerk uses his or her own judgment in choosing the proper procedure for each task.

MANAGEMENT ANALYST I: Conducts initial fact-gathering, individually or in conjunction with senior management analyst(s). Reviews routine and repetitive processes and conducts surveys and limited studies to resolve issues or operational problems in the functional areas under the contract. Assist in conducting operation cost -versus- benefit analysis projects. As assigned, conducts quality assurance reviews of services as needed, and prepares various reports pertaining to such subjects as productivity trends, mail volumes, and operating costs. Must have excellent knowledge of basic fact-gathering, interview, and research methodology, and the ability to accurately interpret facts and make viable recommendations to resolve issues or operational problems. Also required are excellent written and interpersonal communications skills, and the ability to work independently and as a team member. Experience with various software is essential.

MANAGEMENT ANALYST II: Conducts initial fact-gathering, individually or in conjunction with senior management analyst(s). Reviews routine and repetitive processes and conducts surveys and limited studies to resolve issues or operational problems in the functional areas under the contract. Develops and implements administrative controls as needed, and prepares various reports pertaining to such subjects as productivity trends, mail volumes, and operating costs. Must have supervisory experience, and excellent knowledge of basic fact-gathering, interview, and research methodology. Also required are excellent written and interpersonal communications skills, and the ability to work independently and as a team member. Experience with various software is essential.

MANAGEMENT ANALYST III: Performs non-routine assignments of substantial variety and complexity, using operational precedents which are not fully applicable. Such assignments, which are typically parts of broader assignments, are screened to eliminate unusual design problems. Receives technical advice from supervisor or engineer; work is reviewed for technical adequacy (or conformity with instructions). May be assisted by lower level technicians and have frequent contact with professionals and others within the establishment. Performance at this level may include one or a combination of such typical duties as: Develops or reviews designs by extracting and analyzing a variety of engineering data. Applies conventional engineering practices to develop, prepare, or recommend schematics, designs, specifications, electrical drawings and parts lists. Examples of designs include: detailed circuit diagrams; hardware fittings or test equipment involving a variety of mechanisms; conventional piping systems; and building site layouts. Conducts tests or experiments requiring selection and adaptation or modification of a wide variety of critical test equipment and test procedures; sets up and operates equipment; records data, measures and records problems of significant complexity that sometimes require resolution at a higher level; and analyzes data and prepares test reports.

Applies methods outlined by others to limited segments of research and development projects;

constructs experimental or prototype models to meet engineering requirements; conducts tests or experiments and redesigns as necessary; and records and evaluates data and reports findings.

MANAGEMENT ANLAYST IV: Performs non-routine and complex assignments involving responsibility for planning and conducting a complete project of relatively limited scope or a portion of a larger and more diverse project. Selects and adapts plans, techniques, designs, or layouts. Contacts personnel in related activities to resolve problems and coordinate the work;

reviews, analyzes, and integrates the technical work of others. Supervisor or professional engineer outlines objectives, requirements, and design approaches; completed work is reviewed for technical adequacy and satisfaction of requirements. May train and be assisted by lower level technicians. Performs at this level one or a combination of such typical duties as:

Designs, develops, and constructs major units, devices, or equipment; conducts tests or experiments; analyzes results and redesigns or modifies equipment to improve performance; and reports results. From general guidelines and specifications (e.g., size or weight requirements), develops designs for equipment without critical performance requirements which are difficult to satisfy such as engine parts, research instruments, or special purpose circuitry. Analyzes technical data to determine applicability to design problems; selects from several possible design layouts; calculates design data; and prepares layouts, detailed specifications, parts lists, estimates, procedures, etc. May check and analyze drawings or equipment to determine adequacy of drawings and design.

MATERIAL HANDLING LABORER: This person will perform physical tasks to transport or store materials or merchandise. Duties involve one or more of the following: manually loading or unloading freight cars, trucks, or other transporting devices; unpacking, shelving, or placing items in proper storage locations; or transporting goods by hand truck, cart, or wheelbarrow.

Excluded from this definition are workers whose primary function involves: a. Participating directly in the production of goods (e.g., moving items from one production station to another or placing them on or removing them from the production process); b. Stocking merchandise for sale; c. Counting or routing merchandise; d. Operating a crane or heavy-duty motorized vehicle such as forklift or truck; e. Loading and unloading ships (alongshore workers); f. Traveling on trucks beyond the establishment's physical location to load or unload merchandise.

MESSENGER/ COURIER: The Messenger Courier delivers messages, documents, packages and mail to various business concerns or governmental agencies within the Washington Metropolitan area via an appropriately sized contractor-supplied vehicle. Contractor may perform the following: miscellaneous errands, such as carrying mail within the base and sorting or opening incoming and outgoing mail, obtain receipts for articles delivered and keep a log of items received and delivered, or deliver items to offices and departments within an establishment. Must have a valid driver’s license for the type of vehicle being operated and a proven safe driving record as established by the National Driver Register or equivalent check.

PAINTER: Supply all expert labor, [journeyman level with a minimum of three years’ experience] to provide as needed paint services [work includes, but is not limited to,] the following items: Scrape, brush, or sand painted surfaces preparing the surface(s) for repainting as applicable. Protect bordering finishes, doors, base, and stone to eliminate errant paint application. Clean mildew-covered surfaces by brushing with a fungicide solution and rinsing with tepid water as needed. Repair cracked or deteriorated interior concrete, plaster, terra cotta and Gypsum board; please note, any patch of plaster must be of bonded/plaster patch – allowing adequate drying time as to eliminate inevitable failures if “short cuts” are taken. Following proper preparation, apply applicable primer and paint to cover; two coats.

- Cleaning: work area(s) are to be broom swept at the conclusion of each shift; drops, ladders, work carts, are to be stored at a designated area; tools, brushes, rollers, buckets and trays are to be cleaned and properly packaged to extend life/usage; the work area is to be final cleaned at the conclusion of each task; leaving the area free of dust and materials.

PARALEGAL/LEGAL ASSISTANT POSITION: Performs a variety of legal assistance duties in an office providing legal assistance to attorneys or litigation teams. The Paralegal/Legal Assistant analyzes the legal impact of legislative developments and administrative and judicial decisions, opinions, determinations, and rulings, conducts research for the preparation of legal opinions on matters of interest; performs substantive legal analysis of requests for information under the provisions of various acts; or other similar legal support functions which require discretion and independent judgment in the application of specialized knowledge of laws, precedent decisions, regulations, agency policies, and judicial or administrative proceedings.

Such knowledge is less than that represented by graduation from a recognized law school and may have been gained from formalized, professionally instructed agency, educational institution training, or from professionally supervised on-the-job training. While the paramount knowledge requirements of this occupational class are legal, some positions may also require a practical knowledge of subject matter areas related to the agency's substantive programs. Persons in this position typically perform the following:

Reviews case materials to become familiar with questions under consideration;

- Searches for and summarizes relevant articles in trade magazines, law reviews, published studies, financial reports, and similar materials for use of attorneys in the preparation of opinions, briefs, and other legal documents;

- Prepares digests of selected decisions or opinions which incorporate legal references and analyses of precedents involved in areas of well-defined and settled points of law;

- Interviews potential witnesses and prepares summary interview reports for the attorney's review;

- Participates in pre-trial witness conferences, notes possible deficiencies in case materials (e.g., missing documents, conflicting statements) and additional issues or other questionable matters, and requests further investigation by other agency personnel to correct possible deficiencies or personally conducts limited investigations at the pre-trial stage;

- Prepares and organizes trial exhibits, as required, such as statistical charts and photographic exhibits;

- Verifies citations and legal references on prepared legal documents;

- Prepares summaries of testimony and depositions;

- Drafts and edits non-legal memoranda, research reports and correspondence relating to cases.

PUBLIC RELATIONS SPECIALIST: The main focus of this position will be to provide tours to various groups which range from private citizens such as high school groups to high level government officials both foreign and domestic. The candidate should be very detail-oriented with great organizational skills, flexible, able to perform under pressure due to last minute schedule changes, and possess strong interpersonal skills. The candidate should be able to communicate clearly.

- Duties: Obtain necessary information to complete visitor notification forms for access to building. Schedule the necessary units to provide presentations required for each tour.

Escort the visitors throughout each tour. Some tours last 1-2 hours while some tours could last 4-5 hours. Review the background to “know” the audience prior to the tour.

Act as liaison between the unit points of contact and the tour participants. Be able to operate basic audio/visual equipment.

PROJECT MANAGER: The Contractor shall oversee and direct contract staff and ensure the accomplishment of large tasks assigned or specific projects within General Support Services Contract. The project manager must have acted successfully in supervisory or administrative roles, be authorized to discipline the personnel and ensure adherence to federal policies and procedures. Qualifications and responsibilities: Minimum qualifications are five (5) years of previous experience as a project manager on a multitask contract or specifically related to project assigned. Must have demonstrated ability to manage complex projects, with various time critical activities, involving various labor categories, and have had experience coordinating several major ongoing tasks. Responsibilities shall include (a) consulting with the designated Government for each task assigned regarding scheduling, costs, personnel assignments and recruitment, priorities and progress reports; (b) technically supervising assigned contractor personnel; (c) serving as the contact for overall quality and quality assurance.

PRINTING SPECIALIST: Handles requests for printing, distribution and multiple media art from various sources for complex requirements. Review each request to make sure it is complete and requirements are clearly defined. If there are any questions about the information provided, obtain clarification from the Printing Officer or requestor.

- Ensure that all customer specifications are met and that the customer and Printing Officer are kept up to date on the job’s progress. Report any problems or delays in getting the project complete to the Printing Officer.

- Must have in-depth software expertise in the following: Office programs (word processing, spreadsheet, presentation software), design programs for print and multiple media projects (Creative Suite software InDesign, Photoshop, Illustrator, Acrobat, Dreamweaver) and database maintenance (Access and cloud-based).

- Knowledge of all segments of the printing field including, measurements, printing and multiple media art terminology, operating methods and procedures of all areas of the printing plant, and capabilities and limitations of all printing facilities and machines.

- The incumbent may also occasionally need to operate a government vehicle to perform the work, a driver’s license is required.

SECRETARY I THRU V:

SECRETARY I: Organizational structure is not complex and internal procedures and administrative controls are simple and informal; supervisor directs staff through face-to-face meetings. Must carry out recurring office procedures independently. Supervisor provides specific instructions on new assignments and checks completed work for accuracy. Perform varied duties including or comparable to the following: Responds to routine telephone requests which have standard answers; refers calls and visitors to appropriate staff. Controls mail and assures timely staff response; may send form letters; As instructed, maintains supervisor's calendar, makes appointments, and arranges for meeting rooms; Reviews materials prepared for supervisor's approval for typographical accuracy and proper format; Maintains recurring internal reports, such as time and leave records, office equipment listings, correspondence controls, and training plans; Requisitions supplies, printing, maintenance, or other services. Types, takes and transcribes dictation, and establishes and maintains office files.

SECRETARY II: Organizational structure is complex and is divided into subordinate groups that usually differ from each other as to subject matter, function, etc.; supervisor usually directs staff through intermediate supervisors; and internal procedures and administrative controls are formal. An entire organization (e.g., division, subsidiary, or parent organization) may contain a variety of subordinate groups which meet the Secretary II definition.
