About this file
This is a Data Item Description (DID) document that specifies format and content requirements for Personnel Recruitment Advertisements. DID-MISC-81311A, approved November 8, 2006, establishes standards for print or broadcast media recruitment materials used to attract qualified talent across six primary career fields: Engineering, Computer Science, Foreign Languages, Mathematics, Operations Research, and Telecommunications. The document also covers Cryptology and various management support functions.
The DID requires contractors to develop recruitment advertisements through a two-phase delivery process. The preliminary phase includes a working outline containing the advertisement title, program objectives, content summary, media length specifications (lines for print or hours/minutes/seconds for broadcast), visual aids inventory, target audience distribution methods, and supporting details. This outline must receive Government approval before proceeding to a detailed manuscript that incorporates all necessary information to support media advertisements, including properties, talent, sound effects, and cueing for broadcast materials. The final phase delivers either a print advertisement or broadcast recording script that is identical to the Government-approved preliminary draft with all recommended changes incorporated. Contractors are expected to employ creative and innovative approaches while maintaining a unified strategy across all media formats used, ensuring coordination for major programs such as cooperative education initiatives, college/university recruitment, affirmative action efforts, and prior military personnel recruitment. This DID is used in conjunction with DI-MISC-81312A (Collateral Personnel Recruitment Literature) and supersedes the prior version DI-MISC-81311.
