About this file

This is Addendum No. 3 to a Request for Qualifications issued by the Franklin County Board of Commissioners in Ohio for professional engineering services related to the GEMS (S. Grener Avenue, Emmit Avenue, Mix Avenue, and Sullivant Avenue) Water Main Replacement Project. The addendum, dated April 18, 2025, clarifies project requirements and addresses bidder inquiries. The original submittal deadline remains April 24, 2025, at 2:00 PM (EST). The project encompasses water main replacement on four streets with defined extents: S. Grener from Sullivant to Stiles, Mix from Sullivant to Bunker, Emmit from Stiles to Bunker, and Sullivant from S. Grener to Emmit. Design is anticipated to take eight months from contract award, with construction bidding expected around mid-February 2026 and lasting approximately three months. Construction award is projected for late May 2026, with the County targeting construction commencement by the end of June 2026.

The construction phase of the GEMS Water Main Replacement Project will be jointly funded by WSLRA (Water Supply Loan Repayment Authority) and OPWC (Ohio Public Works Commission). OPWC funding requirements mandate that construction commence by the end of June 2026, establishing a firm deadline for project initiation. Bidders are required to submit single-sided PDFs on flash drives rather than double-sided documents. All prospective bidders should reference the Purchasing Department website at https://bids.franklincountyohio.gov/ for any additional addenda or amendments to the original RFQ requirements.

Addendum No. 3

April 18, 2025

1. The Submittal Deadline Date/Time shall remain the same: April 24, 2025, at 2:00 PM (EST).

2. Question 1: What is the anticipated schedule for bidding of this project?

Response 1: Per Response 2 (below), the project should be ready for bid around mid-February 2026.

Bidding is anticipated to take 3 months, which makes the award for construction in late-May 2026.

3. Question 2: What is FCSE’s desired date of design completion for this project?

Response 2: The County anticipates Design will take 8 months from the Award of Contract to Bidding.

4. Question 3: For the flash drives requested for the GEMS Project, do you want single-sided PDF for ease of copying, rather than the double-sided we are using for our spiral-bound submittals?

Response 3: Please submit single-sided PDFs on the flash drives.

5. Question 4: I had trouble with my audio for the meeting. It seems pretty short, so I assume there were no changes/addendums to the requirements originally published.

Response 4: Please see the Purchasing Department’s website (https://bids.franklincountyohio.gov/) for all addenda published related to this RFQ.

6. Question 5: We understand that this is funding dependent, but is the intent to begin construction in 2026?

Response 5: Yes. The County would like to start construction by end of June 2026.

7. Question 6: Could you please confirm the extents of the water main replacement for each street?

From the exhibit included in the RFQ it appears that the project limits are:

• S. Grener from Sullivant to Stiles

• Mix from Sullivant to Bunker

• Emmit from Stiles to Bunker

• Sullivant from S. Grener to Emmit

Response 6: The extents listed above are correct.

https://bids.franklincountyohio.gov/

8. Question 7: Has funding been established for the construction phase of this project? If so, are there any constraints placed on the construction schedule due the funding source(s)?

Response 7: The construction phase of this project will be jointly funded by WSLRA and OPWC. Per the requirements of OPWC, construction is to commence by the end of June 2026.
