About this opportunity
The Franklin County Board of Commissioners, on behalf of the Franklin County Department of Sanitary Engineering, is requesting proposals for sanitary sewer connections of nine single-family residences in the Hague Avenue Service Area, with proposals due May 29, 2026 at 2:00 PM EST and a pre-proposal conference scheduled for May 13, 2026 at 9:00 AM EST.
The scope covers installation of sanitary sewer laterals from each residence's foundation to the sewer stub in the right-of-way, connection of grey and black water lines to the main drain, rerouting of clear water connections, abandonment of existing household sewage treatment systems, pre-construction video and photo documentation, and final grading and restoration. The nine properties are located on N. Hague Avenue (between La Vista Drive and Trabue Road), Trabue Road, Britton Avenue, and Cherokee Street. All work must comply with Ohio Revised Code, Ohio Administrative Code, Franklin County Public Health Regulations, and City of Columbus standards. The contractor must be a City of Columbus licensed sewer vendor and shall employ licensed Master Plumbers and registered septage haulers. Work hours are restricted to 7:00 AM to 6:00 PM Monday through Friday unless prior approval is obtained. The contractor is responsible for obtaining all necessary permits and coordinating utility location through Ohio Utility Protection Service. Pricing shall be submitted on a per-linear-foot basis for sewer lateral installation, with separate itemized costs for grey/black water connections, clear water connections, household sewage system abandonment, residential plumbing permits, and miscellaneous costs. The project is funded by the Ohio Environmental Protection Agency's Water Pollution Control Loan Fund (WPCLF), jointly administered by the Ohio Environmental Protection Agency and Ohio Water Development Authority, and is subject to Davis-Bacon wage rates. The contract term is 90 consecutive days following Notice to Proceed, with potential extension of up to an additional 90 days at the County's option. All properties must be connected by January 12, 2027. Questions are due May 18, 2026 at 12:00 PM EST. The County intends to award one contract but reserves the right to award multiple contracts.
