About this file
This document is Addendum No. 01 for a Request for Proposal (RFP) issued by the Florida Department of Children and Families (DCF) for Child Care Training Curriculum and Exam Services. The solicitation (DCF RFP 2425 025) seeks a vendor to develop, maintain, and enhance child care training curriculum modules, corresponding competency exams, and related systems and processes. The proposal responses are due on August 21, 2025, and the addendum was issued on July 31, 2025. The contract will cover two state fiscal years (2025-26 and 2026-27), with the primary focus on updating and maintaining 55 existing online and instructor-led courses across three duration levels: short (1-3 hours), medium (4-6 hours), and long (7-10 hours).
The addendum includes responses to written inquiries from potential vendors, providing detailed information about the current training infrastructure. The existing system supports 801,858 active end users and includes a course delivery system with interconnected applications using CSS, JavaScript, JSON, and HTML. All current courses are available in Castilian Spanish translation, and the vendor will be responsible for translating course materials, exams, and correspondence into Spanish and Haitian Creole. The pricing structure includes detailed tables for course revision activities, with most line items currently marked as "TBD" (to be determined). The department expects all training materials to comply with federal regulations, Florida Statutes, and departmental policies, including accessibility requirements for digital content.

How many courses are already developed, and how many are expected in total?
There are currently 55 courses already developed.
The primary focus under this agreement is to update and maintain these existing courses, in accordance with Exhibit C, Section C.1.2.4, which outlines the Provider’s responsibilities for revising existing online and instructor-led courses. However, per Sections C.1.2.1 and C.1.2.2, the Department may also direct the development of new online or instructor-led courses if additional training needs are identified by the Office of Licensing.

Is there a course for each policy & procedure, or can similar content/concepts be grouped together?
The training content is guided by the standards set forth in §402.305, F.S., and is designed to address the Department’s regulatory and policy requirements. As outlined in Exhibit B – Scope of Service and further detailed in Exhibit C, Section C.1.2, courses are developed to group related topics and concepts in a cohesive and pedagogically sound manner. Rather than assigning a separate course for each individual policy or procedure, similar or related content areas are intentionally integrated to ensure effective learning and alignment with child care training standards.

DCF RFP 2425 025,
F.2.1.4, Pg 25
Translation Coordination as defined by the RFP includes the production of translated materials, however, the costs associated with translation are tied to the number of hours of instruction that are developed as a part of the non-fixed activities in section F.2.2.2.

41. FCIM/FSU
DCF RFP 2425 025,
F.2.1.3 & F.2.1.5, Pg 25
DCF currently has a large catalog of courses being offered online and through instructor lead materials as well as corresponding exams.
The RFP does not mention this existing set of materials, nor any ongoing support needs for these materials (e.g.
tech support, exam maintenance, course hosting and maintenance). Is that support outside of the scope of this RFP? If not, can the details regarding the scope of this expectation be provided?
The existing catalog of courses, exams, and related materials currently used by the Department is within the scope of this RFP. While the RFP does not explicitly list the existing materials, the expectation to maintain and enhance them is clearly defined in Standard Contract Part 2.
Specifically, Section B.1. Scope of Service (RFP page 27 and Standard Contract Part 2) states that:
“The Provider shall be responsible for developing, maintaining and enhancing the Department-sponsored Child Care Training Curriculum modules, corresponding Competency Exams, and systems and processes…”
This language includes the existing online and instructor-led courses, competency exams, and related infrastructure already in place. It indicates that the Provider is not just expected to create new content but also to support and improve current offerings.
Further clarity is provided in:
• Exhibit C – Task List (pages 28–38), which includes tasks such as:
o C.1.2. Course and Exam Development and Maintenance o C.1.3. Assessment Maintenance o C.1.5. Technical Support
These tasks imply continued support, maintenance, and technical functionality for existing training and examination content. Tasks related to system access, functionality, and user experience indicate an expectation of ongoing technical support and course availability.

42. FCIM/FSU Comment
Not a question, just a comment you may wish to address.
In the cost proposal tables for F.2.2.2.4. (Task C.1.2.4.) in both the RFP and Standard Contract Part 2 document, the totals for both the Instructor Lead and Online sections are labeled “Individual Adapted Course Not to Exceed” which appears to be a mislabeling as the totals would be for Revision of Instructor Lead/Online Course.
