About this file

This document is Addendum No. 01 for the Florida Department of Children and Families (DCF) Request for Proposals (RFP) 2425 025 for Child Care Training Curriculum and Exam Services, issued by the Office of Licensing. The addendum provides responses to written inquiries from potential vendors and includes changes to the original solicitation. The RFP seeks a contractor to develop, maintain, and enhance child care training curriculum modules and competency exams for both online and instructor-led formats. The response deadline is August 21, 2025, with the solicitation covering a two-year period for State Fiscal Years 2025-26 and 2026-27. The addendum outlines detailed pricing tables for course revisions across different course lengths (short: 1-3 hours, medium: 4-6 hours, long: 7-10 hours) and includes placeholder pricing marked as "TBD" for various development and revision tasks.

The addendum reveals key details about the current training environment, including 55 existing courses with a focus on maintaining and updating the current catalog. The Department supports 801,858 active end users, with all existing courses currently available in Castilian Spanish translation. Technical infrastructure includes interconnected web applications using CSS, JavaScript, JSON, and HTML, running on Windows servers at the Northwest Regional Data Center. The system includes a course foundation platform, content management system supporting multiple languages, an activity API, student databases, and user management interfaces. The RFP requires comprehensive translation of course materials into Spanish and Haitian Creole, with no specific restrictions on translation services or preferred dialects beyond Department approval. Vendors are expected to provide full technical support, maintain existing systems, and potentially develop new courses as training needs evolve.

Consulting General

How many courses are already developed, and how many are expected in total?

There are currently 55 courses already developed.

The primary focus under this agreement is to update and maintain these existing courses, in accordance with Exhibit C, Section C.1.2.4, which outlines the Provider’s responsibilities for revising existing online and instructor-led courses. As outlined in Exhibit B – Scope of Service and further detailed in Exhibit C, Section C.1.2, courses are developed to group related topics and concepts in a cohesive and pedagogically sound manner. Rather than assigning a separate course for each individual policy or procedure, similar or related content areas are intentionally integrated to ensure effective learning and alignment with child care training standards.

DCF RFP 2425 025,

F.2.1.3 & F.2.1.5, Pg 25

DCF currently has a large catalog of courses being offered online and through instructor lead materials as well as corresponding exams.

The RFP does not mention this existing set of materials, nor any ongoing support needs for these materials (e.g.

tech support, exam maintenance, course hosting and maintenance). Is that support outside of the scope of this RFP? If not, can the details regarding the scope of this expectation be provided?

The existing catalog of courses, exams, and related materials currently used by the Department is within the scope of this RFP. While the RFP does not explicitly list the existing materials, the expectation to maintain and enhance them is clearly defined in Standard Contract Part 2.

Specifically, Section B.1. Scope of Service (RFP page 27 and Standard Contract Part 2) states that:

“The Provider shall be responsible for developing, maintaining and enhancing the Department-sponsored Child Care Training Curriculum modules, corresponding Competency Exams, and systems and processes…”

This language includes the existing online and instructor-led courses, competency exams, and related infrastructure already in place. It indicates that the Provider is not just expected to create new content but also to support and improve current offerings.

Further clarity is provided in:

• Exhibit C – Task List (pages 28–38), which includes tasks such as:

o C.1.2. Course and Exam Development and Maintenance o C.1.3. Assessment Maintenance o C.1.5. Technical Support

These tasks imply continued support, maintenance, and technical functionality for existing training and examination content. Tasks related to system access, functionality, and user experience indicate an expectation of ongoing technical support and course availability.

42. FCIM/FSU Comment

Not a question, just a comment you may wish to address.

In the cost proposal tables for F.2.2.2.4. (Task C.1.2.4.) in both the RFP and Standard Contract Part 2 document, the totals for both the Instructor Lead and Online sections are labeled “Individual Adapted Course Not to Exceed” which appears to be a mislabeling as the totals would be for Revision of Instructor Lead/Online Course.

The applications include a course foundation platform for course functionality, a content management system supporting multiple languages, an activity API, student databases to track course and CEU information, and user management interfaces to access individual records and reports. These applications run on a Windows server housed at the Northwest Regional Data Center.
