About this file
This is a Notice of Intent to Reject All Responses issued by the Florida Department of Children and Families (DCF) regarding RFP 2425 025 for Child Care Training Curriculum and Exam Services. The notice, dated June 15, 2026, informs all respondents that the Department has decided to reject all proposals received for this solicitation. The Department intends to re-advertise a related solicitation, which will be made available on the Vendor Information Portal (VIP). The original RFP sought a contractor to develop, maintain, and enhance child care training curriculum modules for both online and instructor-led delivery, along with corresponding competency exams for online and in-person administration to support the Child Care Resource and Information Network (CCRAIN). The anticipated contract value was not to exceed $1,995,576.00, with a scheduled start date of January 1, 2026, and a two-year contract term. The original solicitation timeline included a June 12, 2025 advertisement, written questions due by July 14, 2025, and a response deadline of August 21, 2025, though this timeline was extended multiple times through nine addenda issued between July and January 2026.
The procurement required fixed-price pricing across multiple task categories including project planning, course development, assessment maintenance, translation coordination, and technical support. Performance standards included 100% task completion, quarterly reporting requirements, and a minimum 97% system operational availability, with financial penalties of 5% invoice reductions for unaccepted deliverables. The evaluation methodology employed a point-based scoring system assessing criteria such as executive overview, core team qualifications, service capability, and project approach. Respondents were required to demonstrate extensive experience in developing training curricula, competency exams, and managing child care policy systems in accordance with Florida Statute 402.305(2). No specific small business or diversity set-aside designations were explicitly mentioned in available documentation.
