About this file

This document is a Questions and Answers (Q&A) file addressing inquiries about ATEC's acquisition strategy for the Scientific and Engineering Requirements contract.

ATEC will maintain a minimum five-year contract duration to ensure operational continuity, retain specialized institutional knowledge, and reduce administrative burdens associated with frequent procurement cycles. Regarding acquisition approach, ATEC will conduct in-depth market research and utilize contracting vehicles in ATEC's best interest, including alternatives such as GSA OASIS+ and MAPS. If MAPS is not awarded timely, ATEC will use alternate vehicles to prevent service breaks. The ATC Scientific and Engineering Requirement has an estimated value of $9.9M annually for a 1-year base period plus 4 option years (5 years total), as detailed in the initial ATEC Acquisition Program Brief and Industry (APBI) Sam.gov posting dated March 4, 2026, and confirmed in final Sam.gov slides posted April 27, 2026.

Question

Is there a reason why ATEC is moving to 3 year contracts for the SBSA contracts vice 5 years is in the past.

Is ATEC considering using Market Research to inform acquisition approach for requirements? MAPS may/may not be awarded and may/may not have vendors of interest to ATEC. GSA has contracts like OASIS+ that are already in place with qualified Small Business and Large Business vendors.

The ATC Scientific and Engineering Requirement slides state total value of $10M over 5 years. This does not match the SAM requirement which shows a total value of $50M over the 5 years. Which is correct?

Answer

To ensure operational continuity, retain specialized institutional knowledge, and significantly reduce administrative burdens of frequent procurement cycles, ATEC will continue to maintain a minimum contract duration of five years.

ATEC will continue to conduct indepth market research and utilize contracting vehicles that are in ATEC's best intresest - whether that is alternatives contracting vehicles like GSA OASIS+ and MAPS. If MAPS is not awarded in time for any of ATECs procurements, ATEC will use alternate vehicles to support our mission and ensure no break in service.

The initial ATEC APBI Sam.gov posting on 04 March 2026 details the ATC Scientific and Engineering Requirement (slide 11) with the ESTIMATED VALUE: $9.9M / 1 YR Base, plus 4 OYs; This is the exact information presented at the APBI and posted in final Sam.gov slides (slide 9) on 27 April 2026.
